In a large food processor with chopping blade; combine beans, onion, pepper, garlic, lime juice, lemon juice, chili powder, cumin, pepper and salt. Pulse ingredients until mixture is paste-like and creamy but still chunky. Transfer dip to small bowl and top with tomatoes. Serve immediately or refrigerate covered for up to 3 days.
