Cook pasta according to package directions. Drain. Heat a wok or large skillet over high heat. When pan is hot; add oil. Immediately add snow peas, pepper, scallions and bean sprouts. Stir-fry for 2 to 3 minutes. Add ginger and garlic. Continue to stir-fry 1 minute longer. Add pasta and combine with vegetables until evenly distributed. Add soy sauce and toss until evenly coated.
