The FCC and its chairman, Julius Genachowski, have for years been hitting on the theme that the U.S. is dangerously close to running out of spectrum for mobile broadband, which is why the FCC's 2010 national broadband plan calls for freeing up 300 MHz of new spectrum for mobile broadband in five years and 500 MHz in 10 years. The CTIA has been making the same argument. But is the spectrum crunch still real? Was it ever? Executives from the nation's largest wireless carriers now seem to be pretty pleased with their spectrum positions. AT&T (NYSE:T) CEO Randall Stephenson recently said the carrier has a solid spectrum position for the next three to five years if it gains approval for its pending spectrum purchases. Verizon Communications (NYSE:VZ) CFO Fran Shammo said that with its recently completed $3.9 billion purchase of nationwide AWS spectrum from cable companies, Verizon Wireless now has enough spectrum to handle its capacity needs for the next four to five years. Sprint Nextel (NYSE:S) CEO Dan Hesse said the carrier's Network Vision plan will give Sprint a strong spectrum position through the end of 2014 and that date will be extended to 2016 with the addition of spectrum from Clearwire (NASDAQ:CLWR). And T-Mobile USA CTO Neville Ray said the carrier is busy refarming its 1900 MHz PCS spectrum and now has enough 1700 MHz AWS airwaves to deploy 10x10 MHz channels across 90 percent of the top 25 U.S. markets when it launches LTE next year. MVNO FreedomPop launches freemium mobile WiMAX service via Clearwire | Click here for a video of FreedomPop's new iPod touch case. | MVNO FreedomPop is officially launching its freemium mobile broadband service using Clearwire's (NASDAQ:CLWR) mobile WiMAX network today. The company plans to expand its service to Sprint Nextel's (NYSE:S) CDMA and LTE networks in the first quarter of 2013. The company, which has been talking about its planned launch for months, will conduct a beta test in which it will initially limit the number of customers and then expand that amount over the next several months. At launch, FreedomPop will offer users a sleeve that customers can attach to an Apple (NASDAQ:AAPL) iPhone 4/4S or iPod touch that will provide them with WiMAX service via Clearwire. FreedomPOP will also offer a USB modem, called Bolt, for $49 and a mobile hotspot, called Photon, that will cost $89 and can connect up to eight devices. The device fees are refundable if returned. Customers will receive 500 MB of data for free each month. They can earn up to an additional 1 GB of free data by referring friends to the service. For each friend a customer refers, they will get an additional 10 MB of data per month for free for every month they are a customer. Customers can also purchase prepaid data: 1 GB of data costs $10 and 5 GB costs $35. Both price points are below comparable offerings from Verizon Wireless (NYSE:VZ) and AT&T Mobility (NYSE:T). In an interview with FierceWireless, FreedomPop COO Steven Sesar said the company's goal is to commoditize mobile data. "We want to get to the point where we're giving away data," he said. Sesar noted that customers can get unlimited free data by taking part in special offers and promotions. For example, a customer might agree to watch an advertisement video from a FreedomPop partner or participate in a survey. In return, they would receive free data. "It's all different forms and flavors of direct response advertisement types of offers, offers that you generate the free data off of," he said. Sesar also said FreedomPop is "building a social layer" into the platform, including the ability to share data and have an "online presence" with friends. FreedomPop said earlier this summer it would launch on Sprint's network by year-end. That timeline now appears to be pushed back by a few months while customers hop on Clearwire's network, which covers 136 million POPs. Sesar said FreedomPop will launch on Sprint's network in the first quarter of 2013. In addition, it will offer more devices. The Sprint deal will last for five years and customers will be able to trade in their WiMAX devices for Sprint LTE devices when they are available, according to The Verge. Sesar declined to say how many customers will participate in the beta test. However, he said that "hundreds of thousands" of customers have pre-registered with FreedomPop. He said the results of the beta will determine how much the service expands. It's unclear how FreedomPop will make money. Sesar said FreedomPop will offer premium services to customers but did not provide details on the specifics of those services. One possibility is that FreedomPop will offer different data speeds to customers, Sesar said. According to GigaOM, FreedomPop is selling a "Speed Plus" service for $3 a month, which does not throttle users' speeds and prioritizes their data traffic over that of non-paying subscribers. He said FreedomPop has tested roughly 115 different kinds of value-added services. "We know we can offer a bold, ongoing value-added service that will account for the lion's share of the company's revenue," he said. He said FreedomPop is working on a VoIP service but that will not be available at launch. FCC votes 5-0 to review how much spectrum carriers can hold WASHINGTON--The FCC voted to begin a review of its rules for how much spectrum a carrier should be able to hold, something that has been welcomed by wireless carriers that want more transparency on the rules. The FCC voted 5-0 on the proposed rule changes, which will be open for public comment. The review will likely have a large impact on how carriers approach spectrum acquisitions. Industry executives, including AT&T (NYSE:T) CEO Randall Stephenson and Sprint Nextel (NYSE:S) CEO Dan Hesse, have spoken approvingly of the FCC's proposed rule changes, arguing that a more transparent process will benefit carriers. Public interest groups have also pushed for the review. Several FCC commissioners noted that the agency last reviewed its policies related to spectrum holdings a decade ago, when it removed spectrum caps. The rulemaking will explore the agency's so-called spectrum-screen, which it uses when reviewing spectrum transactions. If a carrier acquires too much spectrum and violates the screen, the deal is more closely scrutinized. Currently, the screen is different for each proposed transaction. FCC officials said the rulemaking will look at whether there needs to be "bright line" limits on how much spectrum a carrier can hold. The proposed rulemaking will also look at which spectrum bands to include in the review as well as how different geographic areas or markets should be considered. Additionally, the rulemaking will explore whether and how to treat spectrum below 1 GHz differently than higher-band radio waves. FCC Chairman Julius Genachowski said nothing in the proposed rules changes the FCC's policies or views, and that the commission is not prejudging the outcome of the review. He said the goal is to spur more innovation in the wireless market. Commissioner Robert McDowell, one of the commission's two Republicans, said he does not agree "with a view that the current approach on a case-by-case basis is broken at its foundation." He said that even the idea of spectrum caps could harm the mobile market. "I am concerned that reviving this concept would create unnecessary and harmful market uncertainty," he said. Ajit Pai, one of the FCC's other Republican commissioners, said he was worried that any proposed rules affecting the spectrum screen could discourage participation by carriers in the auction of broadcast TV spectrum, which the FCC is moving forward with. Many smaller carriers are increasingly worried about the spectrum that large carriers, and AT&T and Verizon Wireless (NYSE:VZ) in particular, are acquiring. For example, the Competitive Carriers Association has urged the FCC to combine AT&T's various spectrum purchases into one comprehensive transaction that the agency could more effectively review. CCA is also pushing the FCC to place stipulations on the spectrum if it approves of AT&T's purchases, including 700 MHz interoperability and data roaming regulations. AT&T, for its part, has staunchly argued against such a move, contending it would "introduce delay that is contrary to the public interest." PCIA's Adelstein looks to build on infrastructure policy successes | Adelstein | Jonathan Adelstein, the newly minted president and CEO of wireless infrastructure trade association PCIA, said his main priority is making sure the policy victories the group has achieved in recent years turn into measurable progress for the industry. Adelstein is a former FCC commissioner and former administrator of the U.S. Department of Agriculture's Rural Utilities Service. In an interview with FierceWireless ahead of the start of PCIA's annual conference this week in Orlando, Fla., Adelstein said he is still acclimating himself to his new role. However, he said he will try to build on the victories PCIA achieved under his predecessor, Mike Fitch. One of the biggest of those achievements is what is known as "collocation-by-right" for the deployment of infrastructure. Congress in February passed the Middle Class Tax Relief and Job Creation Act of 2012, which in part authorizes collocation-by-right. The relevant section states that a state or local government "may not deny, and shall approve, any eligible facilities request for a modification of an existing wireless tower or base station that does not substantially change the physical dimensions of such tower or base station." "Having these victories still requires that we translate these into progress on the ground," Adelstein said. He said PCIA will lobby to make sure that provision is enforced as wireless carriers look to make changes to existing infrastructure by adding or modifying antennas and other equipment. Adelstein said that the collocation provision is already having a positive effect on the infrastructure industry. He said it would allow more wireless carriers to add equipment to existing cell sites, which gives more revenue to tower companies and allows carriers to share infrastructure. "Infrastructure sharing is essential to a cost effective and speedy solution to this national priority," he said, noting that the same thinking is true for both public-safety networks and commercial ones. "The most efficient way to build and expand wireless infrastructure is on a shared basis. The cost of occupancy for carriers on shared towers is much less. That expands capacity at a lower cost for carriers." The PCIA will also be working to build on the FCC's November 2009 ruling to give states and localities a so-called "shot clock" for tower siting applications. The rules state there is a deadline of 90 days to process applications for co-located facilities, where two or more providers share the tower, and 150 days for new towers. Adelstein also said the organization will work to ensure that an executive order aimed at speeding up the deployment of wireless infrastructure for mobile broadband on public lands is carried out. Another hot topic likely to emerge at the PIA show is T-Mobile USA's decision to sell the rights to 7,200 of its towers to Crown Castle for $2.4 billion. The sale could prompt more speculation about the fate of carrier-owned towers going forward. Clearwire could delay part of its TD-LTE rollout, may bid adieu to Comcast Clearwire (NASDAQ:CLWR) might delay part of its TD-LTE deployment over the next nine months and may also be losing another investor, according to a filing with the Security and Exchange Commission. The SEC filing reiterated Clearwire's long-standing plan to wrap up by end-June 2013 its phase one deployment of TD-LTE sites over 5,000 existing WiMAX sites in densely populated urban areas. Sprint Nextel (NYSE:S) is Clearwire's largest wholesale customer and shareholder and plans to use Clearwire's TD-LTE network to augment its own FDD-based LTE service. Clearwire said in its SEC filing that in addition to the 5,000 selected sites it will also "consider sites in other areas where Sprint and other current and future wholesale partners express a need for excess data capacity and where we believe we will be most likely to generate sufficient revenues." However, the company also appeared to give itself an out in case it runs behind schedule. "Our agreements with Sprint also provide flexibility to modify the pace of our LTE deployment and remain eligible for the full amount of LTE prepayments from Sprint. As such, in order to better align our capital expenditures with the receipt of expected LTE revenues, we are currently evaluating our plans and may elect to delay a portion of our deployment schedule accordingly," said Clearwire's filing. The company did not share details regarding where or when those delays might occur. Clearwire says it has sufficient cash to fund its near-term liquidity needs through at least June 30, 2013. Over the long-term, the mobile broadband operator hopes to overlay 8,000 of its existing WiMAX sites with TD-LTE over 20 MHz-wide channels. Clearwire CFO Hope Cochran recently said construction of the company's TD-LTE network will pick up significantly this quarter. The operator intends to make use of vendor financing for its LTE network buildout, and will announce its vendors next month. Meanwhile, it appears Clearwire may see another early investor heading for the door. The company's Sept. 27 SEC filing to sell Time Warner's full 7.8 percent stake--proceeds from which will go to Time Warner rather than Clearwire--noted Comcast has exchanged all of its Clearwire Class B common stock and Class B common units into 88.5 million share of free-trading Class A shares. "We have not received any notice from Comcast exercising their right to effect an offering," said Clearwire. Yet while Comcast has not requested a registered offering for the stake, "it is certainly possible that they might be right behind Time Warner in the exit aisle," said Forbes. Time Warner said the sale of its Clearwire shares is appropriate give the recent spectrum sale and commercial agreements initiated between mobile operator Verizon Wireless (NYSE:VZ) and Time Warner, Comcast and Bright House Networks. Under the terms of the companies' deals, the cable companies can become MVNOs of Verizon's service. Comcast and Time Warner stopped reselling Clearwire's mobile WiMAX service earlier this year. Comcast's holdings represent some 6 percent of the Clearwire's outstanding Class A common stock and Class B common stock. Sprint Nextel beneficially owns some 48 percent of the outstanding voting power as of Sept. 21, said Clearwire. Clearwire's shares dropped on Friday after the company made the SEC filing to sell off Time Warner's stake. The cable TV company is freeing itself of all 46.4 million Class A Clearwire shares it holds. Time Warner's shares were offered to Clearwire's other investors first, but with no takers the shares were put on the public market. Time Warner invested $550 million in Clearwire in Nov. 2008. Based on Clearwire's Friday closing stock price of $1.34, Time Warner's stake has plummeted to less than $62.2 million for a $487.80 million loss on its initial investment. AT&T undercuts Verizon with $65 prepaid smartphone plan | Fusion 2 | AT&T Mobility (NYSE:T) is introducing a new $65 prepaid plan with unlimited voice, texting and 1 GB of data, undercutting rival Verizon Wireless (NYSE:VZ) and bringing its pricing closer to more traditional no-contract offerings. The new $65 AT&T GoPhone plan will go into effect Oct. 7 and also includes unlimited text messaging to Mexico, Canada and over 100 other countries. AT&T's previous prepaid plan offering unlimited voice, texting and 1 GB of data cost $75. AT&T said it will continue to offer its $50 monthly GoPhone plan with unlimited voice and texting and its $25 monthly plan with 250 voice minutes and unlimited texting, each with optional data packages. As an add-on to its prepaid smartphone plans, AT&T charges $25 for 1 GB, $15 for 200 MB and $5 for 50 MB. With the change in pricing, AT&T is undercutting the price of Verizon's similar plan by $15. Verizon's $80 prepaid smartphone plan, introduced May 1, also includes unlimited voice, texting and 1 GB of data. In August Verizon greatly expanded the number of smartphone that are eligible for the plan to include numerous Motorola Mobility Android phones as well as ones from Research In Motion (NASDAQ:RIMM), Nokia (NYSE:NOK) and Palm. AT&T also introduced the Huawei-made Fusion 2 Android smartphone as a new GoPhone product. The device offers a 3.5-inch screen, Android 2.3 Gingerbread, an 800 MHz processor, 3.2-megapixel camera, 512 MB of RAM and 2 GB of internal storage. Both AT&T and Verizon's prepaid plans sit at the high end of the prepaid market in terms of pricing. For example, MetroPCS (NYSE:PCS) is offering a promotional $55 LTE smartphone plan, which bundles unlimited voice, text and data. Cricket provider Leap Wireless (NASDAQ:LEAP) offers a plan that includes unlimited voice, texting and 1 GB of full-speed 3G data for $50 per month, an offering that comes with unlimited Muve Music access. Sprint Nextel's (NYSE:S) Virgin Mobile brand offers unlimited voice, texting and data (including access to Clearwire's (NASDAQ:CLWR) mobile WiMAX network) for $55 per month. Register Today! | SPOTLIGHT ON... LightSquared asks FCC to let it use weather-balloon spectrum for LTE LightSquared is hoping to use weather balloon spectrum to get its LTE network up and running. The company said it wants to combine its 1.6 GHz L-Band satellite spectrum with the spectrum the government provides for weather balloons in a spectrum-sharing arrangement. LightSquared entered into bankruptcy protection earlier this year after the FCC decided to revoke the company's conditional waiver to launch service. That decision came after government tests concluded there was no workable solution to GPS interference concerns posed by LightSquared's spectrum. The company has now submitted to the FCC a proposal under which the company would combine 5 MHz it uses for satellite service at 1670-1675 MHz with frequencies in the 1675-1680 MHz band, currently used by National Oceanographic and Atmospheric Administration weather balloons. Such an arrangement would give the company 10 MHz for downstream LTE traffic and LightSquared would employ another pair of bands totaling 20 MHz--which it uses for satellite services now--for LTE traffic going upstream from users' mobile devices. Article Furchtgott-Roth: It will take more than the miracle of the iPhone 5 to boost GDP | Harold Furchtgott-Roth | On Sept. 26, the federal government revealed that economic growth in the second quarter was an anemic 1.3 percent, rather than the previously estimated lackluster 1.7 percent. Is there economic hope for the future? A widely reported JPMorgan study released in early September suggested that Apple's iPhone 5 would increase 4th quarter economic growth by between 0.25 percent and 0.5 percent. Surely the iPhone 5 is a great device and will have many sales around the world. Unfortunately, I believe the JPMorgan calculations are not accurate. Like a good tall tale, this one has a superhero, the Apple iPhone 5. It single-handedly comes to rescue a damsel in distress, or at least the American economy. And like the stories of Paul Bunyan or Johnny Appleseed, generations of Americans were destined to retell the story of the Apple iPhone 5 rescuing the American economy. If only it were so. The JPMorgan study estimates that each iPhone 5 costs $200 landed from China, and that the effective retail price of the iPhone 5 would be $600. JPMorgan assumes the difference of $400 is all value added, and multiplies that amount by 8 million projected U.S. sales in the fourth quarter to achieve claimed $3.2 billion in American value added, or $12.8 on annualized basis. Then, mysteriously, the $3.2 billion is associated with a 0.3 percent increase in GDP growth. There are several mistakes in the calculation, some inaccurately expanding the plausible growth, and others reducing the growth.
