1. AT&T reportedly considering buying a European wireless carrier

AT&T (NYSE:T) is hunting for merger and acquisition opportunities in the European wireless market, according to a Wall Street Journal report, betting it can roll out LTE technology there faster and make more money from new pricing schemes. The report, which cited unnamed sources familiar with the matter, said AT&T executives are debating the wisdom of such a move, but that the United Kingdom, Germany or the Netherlands might be potential markets to explore for a deal.

The report said a deal, if one comes together, could happen before the end of 2013. Such a deal would potentially give AT&T new growth opportunities but is also fraught with risk. EE in the United Kingdom, co-owned by France Telecom and Deutsche Telekom, and KPN in the Netherlands are on AT&T's radar, the report said. 

AT&T declined to comment on the report. KPN also declined to comment, according to Reuters.

Such a deal for a European carrier would carry substantial risks. AT&T would likely not be able to make deep cost cuts often associated with blockbuster mergers because the companies' wireless networks would not overlap. Additionally, AT&T would have to face a host of European regulators. AT&T operates internationally through its enterprise arm, which serves multinational corporations, but it is not focused on serving consumers in Europe. AT&T would also face tighter competition in Europe than it has in the United States and weaker economic conditions.

Last June, AT&T CEO Randall Stephenson did not seem overly enthusiastic about expanding beyond the United States when he was asked about it at an investor conference. "We'll take a hard look," he said, adding "It isn't a high priority for me to go find options outside the U.S. right now."

AT&T tried and failed to acquire T-Mobile USA for $39 billion almost two years ago.

Interestingly, if AT&T pursues a European carrier, the transaction would essentially be a mirror image of Softbank's proposed $20.1 billion acquisition of 70 percent of Sprint Nextel (NYSE:S). Japan's Softbank intends to use the deal to springboard into the U.S. market, spark more competition and gain access to larger spectrum reserves through Sprint and its proposed $2.2 billion deal for Clearwire (NASDAQ:CLWR).

2. RIM woos 1,600 N. American businesses with new BlackBerry 10 program

Research In Motion (NASDAQ:RIMM) has registered more than 1,600 North American businesses through its BlackBerry 10 Ready Program, an early indicator that RIM is getting its core enterprise users to buy into its new platform. The announcement from RIM is the latest tidbit of news the company is dripping out ahead of its Jan. 30 formal unveiling of BB10.

Of the 1,600 enterprises, more than 1,000 have already started using the program since it was introduced in early December, Bryan Lee, RIM's senior director of enterprise accounts, told Bloomberg. The program is aimed directly at getting enterprises to sign on to BB10 and deploy it when it is commercially available. Lee said these companies will be among the early adopters of BB10.

RIM was "very enthused by the engagement and response of our customer base" to the program, Lee separately told Reuters. Lee told Bloomberg that RIM is going after its "whole base" to sign up for BB10 training. "Obviously we want get to our existing customers and make sure we shout this from the rooftops," he said, though he declined to give specific figures for how BB10 training is proceeding outside of North America.

Bloomberg pointed out that, in its 2012 annual report, RIM counted more than 250,000 BlackBerry Enterprise servers across the globe.

While RIM is clearly trying to spark consumer interest in BlackBerry 10 through new, high-powered devices and software, the enterprise business remains RIM's bread and butter, in large part because of BlackBerry's widely praised security features. If RIM is unable to convert a large percentage of its existing business and government customers to BB10, its new platform, RIM will face an even steeper climb in regaining market share. According to research firm Gartner, RIM saw its global smartphone market share shrink to 5.3 percent in the third quarter, down from 11 percent in the third quarter of 2011.

RIM's Ready program allows enterprise customers that purchase BlackBerry 10 smartphones to trade up their existing BES licenses on a one-for-one basis for free, until Dec. 31, 2013. RIM also said that it will provide tools and application development services starting in January.

Further, BlackBerry customers with BlackBerry Technical Support at the "Advantage" level or higher will be eligible to receive a free BlackBerry 10 smartphone (though the limit is one free device per company). Customers will need to install and run BlackBerry Mobile Fusion (which will be succeeded by BES 10) and successfully complete an online learning course to qualify.

For BB10 to succeed, support from enterprises will need to be mirrored by an aggressive push from carriers. Verizon Wireless (NYSE:VZ), AT&T Mobility (NYSE:T), Sprint Nextel (NYSE:S) and T-Mobile USA each confirmed earlier this month they will support BB10, though it is unclear when they will roll out their first devices. Rogers, Bell Mobility and Telus in Canada have all committed to BB10, as have all four of the major operators in the United Kingdom. RIM intends for BB10 to be a global launch, with its first two devices--a touchscreen smartphone and one with a Qwerty keyboard--launching in February. RIM CMO Frank Boulben told FierceWireless RIM plans to release around six BB10 devices in 2013.

BlackBerry 10 is a full redesign of RIM's existing BlackBerry operating system. The new platform features a new user interface, BlackBerry Flow, which allows users to scroll seamlessly between apps. BlackBerry Peek allows users to glance at another application without leaving the one a user is currently running. And BlackBerry Hub combines users' various inboxes, messages and notifications.

3. AT&T extends FaceTime use over cellular to tiered-data customers

AT&T Mobility (NYSE:T) announced it will expand access to Apple's (NASDAQ:AAPL) FaceTime over cellular to customers on tiered data plans at no additional cost. Previously, the videochatting service was limited to AT&T's iOS users with an AT&T Mobile Share plan or LTE-capable devices.

"When FaceTime over Cellular launched in September 2012, we explained that we wanted to roll it out gradually to ensure the service had minimal impact on the mobile experience for all of our customers," wrote Mark Collins, AT&T senior vice president of data and voice, in a blog post.

The move is important because it expands FaceTime access over a cellular connection to all iOS device users except those grandfathered into an unlimited data plan. AT&T did not reveal when or if users with these plans would be granted access to FaceTime via a cellular connection. Public interest groups have accused AT&T of violating net neutrality rules by limiting which customers can access FaceTime over cellular, charges AT&T has denied. The groups threatened to file a formal complaint with the FCC but have not done so yet.

"We have already begun updating our systems and processes and expect to start rolling the update out to customers on an ongoing basis beginning in the next couple of weeks.  Customers do not need to do anything--the update will be applied automatically over the next few months," explained Collins.

In June, Apple stated that for the first time, handsets running iOS 6 would be able to use FaceTime over a cellular network. Previously FaceTime use was limited to Wi-Fi connectivity.

In August, AT&T announced support for allowing users to access FaceTime via a cellular connection but limited access to its customers with Mobile Share shared data plans. All other customers would be limited to FaceTime over Wi-Fi.

In November, the carrier expanded access to LTE-enabled handsets including the LTE-capable iPhone 5 or an LTE-capable iPad. At the time, AT&T stated it would begin rolling out access to FaceTime to other iOS users within the next eight to 10 weeks.

In response to AT&T's latest move, several public interest groups indicated that they were somewhat mollified, but that they would continue to press for FaceTime over cellular to be available to all eligible AT&T customers. "Even though unlimited plans are no longer available for new customers, AT&T sets itself apart from some of its competitors by allowing its customers who upgrade their phones to keep those plans," said John Bergmayer, senior staff attorney at Public Knowledge. "However, this does not grant it license to unlawfully prevent those customers from using certain applications--especially given that AT&T's own testing seems to have shown that FaceTime does not have a significant network impact."

"Until AT&T makes FaceTime available to all of its customers, it is still in violation of the law and the broader principles of net neutrality," said Matt Wood, policy director at Free Press. "We remain ready to bring our complaint unless AT&T finishes the job and stops blocking this application altogether."

4. Facebook expands Messenger voice calling to U.S. iPhone users

Two weeks after Facebook (NASDAQ:FB) added free VoIP calling to the Canadian version of its Messenger application for Apple's (NASDAQ:AAPL) iOS, the social networking giant is now extending the feature to iPhone users in the U.S.

The updated Facebook Messenger for iOS 2.1 enables American users to call other iPhone users for free via Wi-Fi or cellular data connection. To initiate a call, users open a conversation with their Facebook friend, tap the "i" button in the top-right corner and click Free Call, The Verge notes. Call recipients will receive a push notification indicating someone is attempting to reach them.

Earlier this month, Facebook introduced voice messaging capabilities to Messenger for iOS and Google's (NASDAQ:GOOG) Android. The app now includes a "Record" button next to the "Attach a Photo" and "Camera" options, enabling users to share push-to-talk messages up to one minute in length. Recordings appear in the Messenger conversation stream as a waveform icon, and recipients can listen to messages directly within Messenger or via Facebook's mobile Web interface. Potential use case scenarios for the new feature include hands-free messaging options or more complex messages that are too long and detailed to type as conventional texts.

Facebook launched Messenger in mid-2011 in an effort to steer users away from conventional operator SMS solutions, and the addition of voice options promises to further escalate the threat posed to carrier services. Facebook is also taking steps to expand Messenger services beyond its core platform: Last month, the company updated Messenger for Android to support mobile device owners without existing Facebook accounts, signaling the first time the company has made its services available outside its userbase.

Facebook now touts more than 1 billion users worldwide, with roughly 600 million accessing its platform via mobile.

5. Ting sets aside $100,000 to cover ETF costs for customers who break contracts

Ting, the Sprint Nextel (NYSE:S) prepaid MVNO, said it will pay up to $100,000 to customers who incur an early termination fee by switching to Ting.

In a company blog post, the MVNO said that on Feb. 1, the Ting $100,000 ETF fund will go live. Through the end of February, Ting will pay up to $350 per line for anyone who drops their contract to switch. The fund, therefore, can only support around 285 customers, but it highlights Ting's aggressive marketing efforts to go after larger U.S. carriers. Customers who switch will not receive cash or a debit card but will instead get up to $350 in Ting bill credits.

"So why are we telling you about this now at the obvious risk of having a bunch of people who are in a mobile contract hold off from making the move to Ting until our ETF buyout program is online?" wrote Ting's Andrew Moore-Crispin. "Simple. This promotion is not retroactive; we'd hate to spring this on you the day after you paid out your ETF and made the move to Ting. We figure we'll give a heads up and you can decide what to do with all the available information. Just don't sign another mobile contract between now and February 1, 2013, OK?"

The experiment is similar to something Ting did in May 2012. The company then declared May "Dump Your Contract Month" and encouraged customers to break their long-term cell phone contracts with other wireless carriers. Ting, a non-contract service that is run by Internet domain company Tucows, raffled up to $300 to subscribers to cover the cost of their ETFs (most ETFs for smartphones at Tier 1 carriers cost around $350).

Ting sells around two-dozen devices, including more than a dozen smartphones and several with LTE. In November the company launched a beta test of its bring-your-own-Sprint-device program. The company said it will not charge users an activation fee for porting a Sprint device to the Ting service.

The MVNO offers minutes, text messages and data in different buckets. If customers use more than they have paid for in a certain month, they are not charged an overage fee, but instead are bumped up to the next usage tier for that month. Likewise, if customers use less than they had thought they would need, they are bumped down to the next lowest usage tier and will receive a credit on their bill for the difference. Users can continuously monitor their usage via an online dashboard.

SPOTLIGHT ON... Analysts: Wireless carriers' margins likely took a big hit in Q4

The fourth-quarter earnings season will get underway later this month, and analysts at Jefferies think that the major U.S. wireless carriers are likely going to report weaker margins than they did in the third quarter of 2012. According to a research note from Jefferies analysts Thomas Seitz , Kunal Madhukar and Ankit Sharma, AT&T Mobility (NYSE:T) and Verizon Wireless (NYSE:VZ) are likely to report much weaker wireless margins than they did in the third quarter. AT&T reported a 30.6 percent margin in the third quarter and Verizon reported a 43.4 percent margin. The main culprit comes as little surprise: higher subsidy costs, especially for Apple's  (NASDAQ:AAPL) iPhone 5. "Supply constraints on the newly released iPhone 5 in 3Q12 abated in 4Q12, which led to record smartphone sales, and consequently, lower margins across the industry," they wrote.
