(NYSE: CBS) insists its blackout on Time Warner Cable (NYSE: TWC) systems in New York, Los Angeles and Dallas has had a minimal impact on ratings for its primetime programming lineup, Nielsen data shows that the local newscasts of its stations in TWC markets have dropped significantly. CBS's KCBS-TV station in Los Angeles saw the viewer count for its 5 p.m. newscast drop by 33 percent from Aug. 5-8 compared to the same days the previous week, and the viewer count for its 11 p.m. newscast dropped 25 percent, according to the Los Angeles Times. It's a similar story in Dallas, where KTVT-TV has seen viewing for its 6 p.m. newscast fall 19 percent, while its 11 p.m. newscast is down 13 percent. The Eye Network's WCBS-TV station in New York has seen viewing for its 11 p.m. newscast drop 17 percent, according to the report. On Friday, FCC Chairwoman Mignon Clyburn warned that the commission could take action to help resolve the dispute. "We will continue to urge all parties to stay and resolve in good faith this issue as soon as possible. However, I will affirm to you that I am ready to consider appropriate action if this dispute continues," Clyburn said. But there may be little Clyburn and the FCC can do to end the blackout of CBS stations and Showtime Networks, which began on Aug. 2. The 1992 Cable Act prevents the FCC from interceding in retransmission-consent disputes, and the commission may not be able to force TWC to restore CBS programming until a new law is passed by Congress. GCI deploys TiVo-powered Pace XG1 gateways Alaskan cable operator GCI is beginning to deploy home video gateways from Pace which run TiVo's DVR software and interactive program guide, TiVo (Nasdaq: TIVO) and Pace (LSE: PIC.L) said Monday. GCI is deploying TiVo on the XG1 gateway, which contains six tuners. Comcast is using the XG1 to power its X1 service as well. GCI began to deploy TiVo's four-turner Premiere DVR last year, and it started offering multiroom DVR subscribers the TiVo mini companion set-top in March. The company may be able to reduce capital spending by rolling out TiVo on the Pace set-tops. "The Pace offering in the United States is one that a number of our MSO customers are very interested in. Some will begin their rollout of TiVo with our hardware. But clearly, there was a view that Pace as a major manufacturer could have a high-quality lower cost hardware solution than our TiVo hardware represents," TiVo CEO Tom Rogers told analysts on an earnings call in November 2012. GCI is the first cable operator to deploy TiVo on the XG1. With the TiVo - Pace software integration complete, TiVo Premiere customers such as Mediacom and Cable One may be able to deploy the Pace DVRs. CSG posts revenue gain on Comcast, Time Warner Cable, Dish deployments Billing system vendor CSG said it saw revenue increase by 1 percent in the first quarter, with Comcast (Nasdaq: CMCSA), Dish Network (Nasdaq: DISH) and Time Warner Cable (NYSE: TWC) representing 43 percent of the revenue it generated. While CSG said last year that it had renegotiated an agreement with Comcast which would see it collect a reduced license fee, the company said Comcast is deploying its Workforce Express solution on all systems, including markets in which it uses another billing vendor. "Comcast has started implementing our Workforce Express solution in their non-CSG markets, standardizing their operations across their enterprise and continuing to increase the customers' experience and satisfaction," CSG CEO Peter Kalan told analysts on the company's earnings call last week. CSG said it generated 85 percent of its revenue from the Americas region; 9 percent of its revenue came from Europe, the Middle East and Africa region and 6 percent of its revenue was generated from customers in the Asia-Pacific region. Operating income at CSG dropped by 9 percent in the quarter to $21.7 million and it generated earnings per share of 37 cents. Arbitrators reject Dish Network's bid for .direct top-level domain Dish Network (Nasdaq: DISH) won't be able to use the .direct domain name to market TV Everywhere services and other products after the World Intellectual Property Organization found it could confuse customers of satellite rival DirecTV (Nasdaq: DTV). Several telecom companies submitted bids for new top-level domain names in an auction last summer, including Dish, Comcast (Nasdaq: CMCSA) and Frontier Communications (Nasdaq: FTR). Dish submitted 13 applications for top-level domains. In addition to .direct, it was the top bidder on .dish, .dtv, .movie, .ott, .phone, .ollo and .blockbuster. Dish argued that it should be allowed to launch websites that end in the address .direct since it markets a subscription video service based on direct-to-home satellite technology. But WIPO noted in its July 29 ruling that DirecTV objected, arguing that Dish's move was "a clear case of underhanded business practices by a competitor." Arbitrators agreed to DirecTV's objection. "Under these circumstances, the panel concludes that consumer confusion would likely be the result if respondent [Dish] were allowed to keep using the .direct string," WIPO said in the ruling.
