1. CableLabs absorbs Cable Europe Labs technology consortium


CableLabs said Tuesday that it recruited 14 international cable operators, including nine operators in Europe that had been members of the Cable Europe consortium. A spokeswoman said Cable Labs Europe "is becoming part of CableLabs."

It's a major expansion for CableLabs, whose largest international member has been John Malone's Liberty Global (Nasdaq: LBTYA). The consortium said the nine European operators that have joined its research and development consortium are Sweden's Com Hem, Norway's Get, Germany's Kabel Deutschland and Tele Columbus, Austria's LIWEST, Spain's Ono, Denmark's YouSee, Portugal's ZON and Dutch operator Ziggo.

The move comes more than two years after CableLabs and Cable Europe Labs announced that they signed a memorandum understanding to collaborate on technical initiatives.

"The transition of Cable Europe Labs activities to CableLabs opens doors for cable and technology stakeholders globally," Liberty Global CEO and CableLabs board member Mike Fries said in a prepared statement.

CableLabs said several cable operators in Asian and Latin America have also joined the consortium, including Japan's J:COM, Indonesia's PT Link Net, Argentina's Cablevisión and China's Topway and WASU.

2. Fox pushing DirecTV, Time Warner Cable, Dish to carry FS1


Fox Sports boasted in March that new national sports network Fox Sports 1 would count 90 million subscribers when it launches on Aug. 17. But four days before its debut, it still lacks carriage deals with DirecTV (Nasdaq: DTV), Time Warner Cable (NYSE: TWC), Dish Network (Nasdaq: DISH) and Bright House Networks.

FS1 is only about halfway to its goal of 90 million subscribers, as distribution agreements with Comcast (Nasdaq: CMCSA), Cablevision (NYSE: CVC), Cox Communications, Charter Communications (Nasdaq: CHTR), AT&T's (NYSE: T) U-verse TV and Suddenlink Communications will put it in about 45 million homes, according to Sports Business Daily.

Officials at Time Warner Cable and DirecTV told FierceCable Tuesday that they are still talking to Fox about carrying the network, which will feature auto racing, college football and basketball, Ultimate Fighting Championship events and sports news programs. Fox Sports spokesman Lou D'Ermilio didn't respond to a request for comment.

Fox sports parent 20th Century Fox (formerly known as News Corp.) is converting Speed Channel to FS1 on systems that have agreed to distribute the national sports network. It will still offer a separate Speed Channel feed to operators that haven't agreed to launch FS1 after that network's debut.

"We're comfortable with where we are in the process. And we're engaged with a number of parties," 20th Century Fox COO Chase Carey said on an earnings call last week when asked about the FS1 talks.

Fox is also converting extreme sports network FuelTV into Fox Sports 2. The new brand will also debut on Aug. 17.

3. Comcast increasing Internet Essentials speeds to 5 Mbps


Comcast (Nasdaq: CMCSA) said Tuesday that it will increase the speed of its $9.95 monthly Internet Essential service to 5 Mbps on Sept. 1. The company kicked off the third year of the Internet Essentials program at an event in Miami.

The MSO said 220,000 families now subscribe to the service, which debuted in summer 2011. Comcast initially limited access to the Internet Essentials program to families with children who qualify for the National School Lunch Program. But EVP David Cohen recently wrote in a blog post that the company has "streamlined enrollment" by offering "instant approval" to families with children who attend schools where 70 percent of the students participate in the school lunch program.

When Internet Essentials debuted in 2011, it offered maximum download speeds of 1 Mbps. Last fall, Comcast increased the speed to 3 Mbps.

Increasing the speed of Internet Essentials to 5 Mbps follows Comcast's move to double the speeds of its premium Internet tiers. Last year, Comcast systems began doubling the speeds of its Xfinity Blast! tier to 50 Mbps, and it increased the speed of its Extreme 50 tier to 105 Mbps. Comcast also markets a $300 monthly 305 Mbps tier called Xfinity Platinum Internet on several systems.

Several other broadband providers offer $9.95 monthly Internet service to low-income homes, including Time Warner Cable (NYSE: TWC), Cablevision (NYSE: CVC) and CenturyLink (NYSE: CTL). Cablevision offers low-income homes that qualify for its $9.95 tier download speeds of 15 Mbps, which is the same speed as its standard Internet service.

4. Greenfield: Congress should give cable operators more leverage to negotiate retrans deals


Veteran cable analyst Richard Greenfield said Monday that Congress should allow cable operators to team up in local markets to negotiate retransmission-consent deals with broadcasters.

In a report about Time Warner Cable's (NYSE: TWC) dispute with CBS Corp. (NYSE: CBS), the BTIG analyst said cable operators lack the leverage that local broadcasters have through local marketing agreements that allow station groups to negotiate retrans deals in agreements covering multiple TV stations.

"If Congress authorized MVPDs [multichannel video programming distributors] in a given market to work together to negotiate retrans the way broadcasters are allowed to utilize LMAs and combine the leverage of their broadcast and cable network holdings there would be far more balance to the retrans negotiations in each market (preventing a broadcaster from playing one MVPD against another)," Greenfield wrote. "The fear politicians run of advancing this policy would be if it results in broadcast networks abandoning broadcasting altogether to become cable networks," he added.

Time Warner Cable blacked out CBS owned-and-operated stations and Showtime Networks from its systems in New York, Los Angeles and Dallas on Aug. 2. The blackout has sparked increased demand for over-the-air antennas. RadioShack says it has seen a double-digit percentage increase in antenna sales in markets impacted by the market.

5. Comcast names Ralph Martinez SVP for Houston region


Comcast (Nasdaq: CMCSA) said Tuesday that it has shifted company veteran Ralph Martinez to its Houston region, where he was named SVP in charge of operations, financial performance and customer service.

Martinez succeeds Doug Guthrie, who is now overseeing the company's Southern region, according to a report in the Houston Business Journal.

A former Frontier Communications (Nasdaq: FTR) and Verizon Wireless (NYSE: VZ) executive, Martinez had been SVP of Comcast's Twin Cities region. He also worked earlier in San Francisco as VP of Comcast's Silicon Valley operations.

Martinez began working at the Houston system on June 24.

SPOTLIGHT ON... LG integrates Azuki Media Platform with Android Stick IP set-top

Azuki Systems said it integrated its media platform with the "Android Stick" IP set-top that LG began selling earlier this year. The Acton, Mass.-based technology firm said the solution will help operators deliver HDTV programming to multiple rooms in a home without having to use traditional HDTV set-tops. Azuki said the solution, which uses the 802.11 Wi-Fi standard, can deliver live TV and video-on-demand programming to any TV with an HDMI port. Read more
