COVID-19 Vaccine Roll-out

The department will be vaccinating offenders in accordance with the tiers outlined for the community.  During the initial phase the department will focus on protecting those who are at increased risk for severe illness, including individuals aged 65 and older and any adult with cancer, chronic kidney disease, COPD, or intellectual and/or developmental disabilities such as Down Syndrome, heart conditions, a weakened immune system due to organ transplant, severe obesity, pregnancy, sickle cell disease, or Type 2 Diabetes Mellitus.   Once the initial round of vaccinations have been completed the department will allow all other offender to receive the vaccination, if he/she has given consent.  Many of the institutions have already started vaccinating offenders and all institutions will have the capability to vaccinate offenders by Monday, March 1st, 2021.  Please bear in mind that the supply given to the department is limited, just as it is in the community.  However, we are dedicated to providing this protective measure to all offenders within our system.

Federal Stimulus Checks

IRS

The IRS has provided additional guidance regarding offenders who have filed a 1040 tax form but have not received a stimulus check. The Recovery Rebate Credit  (RRC) information and Inmate RRC Form 1040, sent from the IRS has been provided to the offender population.

  • Offenders who did not receive an Economic Impact Payment– either the first or the second payment – will be able to claim it as a Recovery Rebate Credit when they file their 2020 taxes in 2021, using the 2020 Form 1040. Offenders cannot request the recovery rebate credit on the 2019 Form 1040; it has to be on the 2020 Form 1040.
  • Offenders can request a blank 2020 Form 1040 from their case manager. Case managers will print and provide the offender a copy of the 2020 Form 1040. Similar to the previous practice, case managers will write on the form the offender's name and DOC ID on the form before giving it to the offender.
  • There are rumors that the form needs to be filed by February 12, 2021; per the IRS, this is not true. 2020 Form 1040s need to be filed by the tax deadline date, which is April 15, 2021.
  • The address to mail completed forms is Department of Treasury, Internal Revenue Service, Kansas City, MO 64999-0002.
  • The department does not provide tax advice.  Offenders, families, or friends should contact the IRS for guidance on whether someone else can file an offender's tax form.
  • Offenders should not send the blank 2020 Form 1040 out in the mail. Blank tax forms can be obtained from the IRS or at the RRC link.
  • Offenders are being provided the appropriate IRS 1040 form, therefore there is no need for a  family member or other non-IRS agencies to send a Form 1040 to the offender..

Facility Changes

The Department is closing some housing units at Women's Reception, Diagnostic and Correctional Center (WERDCC) and moving some women to Chillicothe Correctional Center (CCC). To clarify, there are no plans to close WERDCC. There is plenty of space at CCC due to a reduction in the female offender population so there will be no overcrowding. Academic education (Adult Basic Education, special education) will happen only at CCC; other programs (Career & Tech, Ashland, ASPIRE MO, etc.) will continue at WERDCC. The clothing factory at WERDCC is moving to Missouri Eastern Correctional Center.

 The Department will temporarily take Cremer Therapeutic Community Center and Kansas City Reentry Center offline. Offenders currently at those locations will be moved to other facilities.  No disruption in offender treatment or services is expected. This will affect approximately 100 offenders.
