This is a jazz lick played over the most common chord progression in all of jazz (and music), the 5-1.
If you play through it you'll hear how there are a lot of altered notes played over the 5 chord, which gives it this tense feeling that is released when it resolves to the 1 chord.
That's a huge jazz lesson just in this lick!
