Serious Mental Illness 1115 Demonstration Waiver

January 8, 2024

Applies to: Inpatient Psychiatric Hospitals

Effective date: December 6, 2023

1115 Demonstration Approval-The Centers for Medicare & Medicaid Services (CMS) has approved MO HealthNet Division's (MHD) application for an 1115 Demonstration for Serious Mental Illness (SMI) effective December 6, 2023.

1115 Demonstration Waiver Description-The SMI demonstration program allows the state to provide Medicaid state plan services to eligible MO HealthNet participants, ages 21 through 64, during short term stays at acute care psychiatric hospitals that qualify as institutions for mental diseases (IMDs). This demonstration also requires the state to take action to ensure quality of care in IMDs and to improve access to community-based services. Read more...


Substance Use Disorders 1115 Demonstration Waiver

Applies to: Comprehensive Substance Treatment and Rehabilitation (CSTAR) Program Providers

Effective date: December 6, 2023

1115 Demonstration Waiver Approval-The Centers for Medicare & Medicaid Services (CMS) has approved MO HealthNet Division's (MHD) application for a Substance Use Disorders (SUD) 1115 Demonstration Waiver with an implementation date of January 1, 2024.

1115 Demonstration Waiver Description-This Demonstration allows the State of Missouri (State) to reimburse for medically necessary residential substance use disorder (SUD) services furnished in a facility that qualifies as an institution for mental disease (IMD). Read more...

Are you struggling with Prior Authorizations (PAs) for your patient's medications? The MO HealthNet Division (MHD) Pharmacy Program wants to make the PA process simple and quick for providers and patients.

The MHD Pharmacy Program has created an educational tutorial to guide your office staff through the process of completing a PA. This resource includes the following:
• How to determine if a medication needs a PA
• Links to all the PA forms, Preferred Drug Lists and Clinical Edits
• Details on what should be submitted for specific requests

Please take the time to familiarize yourself, your office staff and others involved in the PA process with the Pharmacy Prior Authorization Process Tutorial. For questions, please contact MHD.PharmacyAdmin@dss.mo.gov.


January 11,2024

Effective for dates of service on and after January 15, 2024, MO HealthNet will no longer allow an exception to the Take Home Drugs and Supplies policy for hospital and clinic providers to bill for an inhaler if the participant is diagnosed with COVID or the participant has been exposed to COVID-19. Please look at the policy on Take Home Drugs and Supplies in section 2.2 of the Pharmacy manual.
