What to expect: Biden will announce tax proposals targeting billionaires, the rich and big corporations in his speech to Congress. Watch live here from 8 p.m. Eastern.
Why it matters: It's a chance to address criticism of his handling of the Israel-Gaza war and immigration — as well as concerns about his age ahead of November's election.
Also in Congress: The House approved a bill yesterday that would prevent a partial government shutdown this weekend. Now it has to pass the Senate.

What it does: Shields patients and providers from legal liability if embryos they create for the fertility treatment are damaged or destroyed. Gov. Kay Ivey (R) signed it yesterday.
Why it's needed: The state's Supreme Court ruled last month that frozen embryos are children. That led to IVF clinics halting treatments and a wide political backlash.

Why? A group of White entrepreneurs argued that the federal agency, set up 55 years ago to help minority-owned businesses, is discriminatory.
Why it matters: Yesterday's ruling was another blow to affirmative action programs. It follows a Supreme Court ruling in June that rejected race-conscious college admissions.

A reminder: The film's star, Alec Baldwin, was rehearsing with a revolver in 2021 when it went off with live ammunition, killing cinematographer Halyna Hutchins.
What now? Hannah Gutierrez-Reed, who was accused of failing to ensure gun safety on the set, faces up to 18 months in prison. Baldwin's trial is scheduled for this summer.

Zooming out: High levels of the toxic metal led to a massive recall last fall of cinnamon applesauce pouches, linked to over 100 cases of lead poisoning in children.

What to know: Women can lower their risk of dying by 18% by exercising about half as much as men need to do to achieve the same benefit, a new study found.
Diving deeper: Differences in body size and muscle mass may be the reason. But only about a quarter of U.S. adults get the recommended amount of exercise.

How? They created elephant stem cells that can be edited with mammoth DNA, a biotech company said yesterday. It's a breakthrough in a plan to resurrect the extinct giant.
When will it happen? It's a long way off, and it raises ethical questions. But supporters say this science could give us a chance to correct humanity's role in animal extinction.
