April 05, 2024 Bulletins Rate Update for Free Standing Birth Centers Effective for dates of service on or after March 1, 2024, the MO HealthNet Division (MHD) increased the free standing birth center facility fee-for-service maximum allowable rate. A free standing birth center is defined as a facility, not licensed as part of the hospital, which provides maternity care away from the mother's usual residence and where low risk births are planned following a normal, uncomplicated pregnancy. The free standing birth center facility payment includes all room charges, equipment, and supplies for the mother and baby. The facility payment is limited to one per participant per pregnancy. The physician or certified nurse midwife must submit separate claims for their professional services. Services provided before and after the delivery, such as antepartum and postpartum care, are to be billed as professional payment(s) for the physician or certified nurse midwife. MHD will reimburse the lower of the provider's billed charge or the maximum allowable amount for the date of service billed.
