| Hello, Welcome to what we hope will be our final newsletter from the Cop29 summit in Baku. The UN climate talks have stretched into overtime, with no consensus yet on the new climate finance fund. The summit began with the ambitious goal of establishing a trillion-dollar climate finance fund, to be topped up annually over the next decade. However, the latest draft text focuses on what the annual top-up may be "by 2035" and offers little clarity on what might be available before then. The lack of clarity regarding annual finance increases also extends to uncertainty over who pays what, when, and how much it all adds up to over the next decade. Campaigners have labelled the proposal a "joke" and an "insult" to the world's most vulnerable. "We cannot be expected to agree to a text which shows such contempt for our vulnerable people," the Alliance of Small Island States said in a statement. | Climate activists stage a protest inside the COP29 venue to demand a phase-out of fossil fuels during the United Nations Climate Change Conference (COP29) in Baku (Credit: AFP via Getty Images) | The outcome in Baku will determine not only whether vulnerable nations can adapt to a warming world but also how much developing nations can commit to climate targets in the coming year. "We can't commit to any climate action where money is not put on the table," said Lidy Nacpil, coordinator of the Asian Peoples' Movement. The talks will now extend into the late hours of Friday night and likely into Saturday morning. "We're in for a long night—and maybe two nights—before we actually reach an agreement," said Bill Hare, CEO of Climate Analytics and a veteran negotiator. In Tuesday's newsletter, we'll bring you the final outcome of the talks. Soon after, I will be writing from Busan to cover another crucial negotiation on a global plastics treaty. Meanwhile, if you have any questions about the summit, you can join me live for an "Ask Me Anything" event on November 23 – submit your question in advance here. | |
