It is a turning tool similar to a beading and parting tool. The difference is that the cutting edge is on the top of the steel and the sides are slightly tapered. See illustrations below.
We have been working to add a bedan to our exclusive Bodger line of turning tools. Unfortunately, there was a manufacturing error in the first production run. The factory tapered only one side of the tool instead of both sides as we had specified (as pictured below, not to scale.)

One of the senior turners on our staff has been testing this tool for several weeks and reports that it works great as a parting tool. However since it is not a true bedan, we are offering the tools from this production run at a greatly-reduced price, only $19.99 each (plus shipping and handling). When we get the correctly-made bedans, they will sell for $36.99, so our limited quantity of the "Almost a Bedan" will not last long. Offer valid only while supplies last.
