Rutherford B. Hayes actually lost the popular vote for the presidency against Samuel Tilden but won when the vote went to the House of Representatives. This event is known as the Compromise of 1876. Hayes was a hardworking president who reformed civil service. He is also remembered for ending Reconstruction by pulling the last of the federal troops out of the South.
