1. Apple sells 2M pre-ordered iPhone 5s in 24 hours

Apple (NASDAQ:AAPL) said it sold 2 million iPhones 5s via pre-orders within the first 24 hours of availability, double the number of iPhone 4S units it sold in the same amount of time last year.

The sales rush, which started early Friday morning, is a strong indication that the iPhone 5 may go on to be Apple's fastest-selling iPhone yet. It will also likely be a boon for Apple's largest U.S. carrier partners--Verizon Wireless (NYSE:VZ), AT&T Mobility (NYSE:T) and Sprint Nextel (NYSE:S)--as they look to sign up customers. For what it's worth, Apple sold 4 million iPhone 4S units in that device's first weekend of availability in 2011, a figure it seems likely to be eclipsed this time around.

Apple said that "demand for iPhone 5 exceeds the initial supply and while the majority of pre-orders will be delivered to customers on Sept. 21, many are scheduled to be delivered in October." The iPhone 5 will go on sale in stores Sept. 21.

AT&T said in a separate statement that the iPhone 5 launch set a sales record, "making it the fastest-selling iPhone the company has ever offered." AT&T made a similar boast last year when it said that it received 200,000 iPhone 4S pre-orders within 12 hours. A Sprint spokeswoman said that "pre-order sales quickly met our expectations" and a Verizon spokeswoman declined to comment on iPhone 5 sales.

A week after the nation's three Tier 1 carriers launch the device on Sept. 21, a number of smaller carriers will also begin selling the iPhone 5. Leap Wireless' (NASDAQ:LEAP) Cricket, C Spire Wireless, Cellcom, Appalachian Wireless, Alaska Communications and GCI of Alaska and nTelos Wireless all confirmed they will join the ranks of these smaller iPhone 5 carriers.

The iPhone 5 will sell for $199 for the 16 GB model, $299 for the 32 GB model and $399 for the 64 GB model, all with a two-year contract. The 16 GB iPhone 4S, introduced in October 2011, will drop to $99 with a two-year contract, in keeping with past Apple practice to lower the price of older models. The 8 GB iPhone 4, introduced in 2010, will be free on contract.

Pre-orders for the iPhone 5 started Sept. 14 with the gadget going on sale Sept. 21 in the United States, Canada, the United Kindgom, France, Germany, Australia, Japan, Hong Kong and Singapore. That will give Apple a full week to record iPhone sales for the third quarter. Apple said more countries will follow the week after and that by December the iPhone 5 will be available in 100 countries for 240 carriers.

The iPhone 5 has a 4-inch Retina display, up from 3.5 inches on the previous models, as well as a 1136 x 640 screen resolution. The larger screen real estate allows Apple to add in a fifth row of application icons to the screen. The LTE-capable gadget will sport an Apple-designed A6 application processor, which Apple said is twice as fast as the dual-core A5 chip inside the iPhone 4S. Forward Concepts analyst Will Strauss speculated that the A6 is a quad-core 28nm implementation of ARM Holdings' Coretex-A9 processor  The gadget has a "dynamic antenna" and supports not only LTE but also CDMA-1xEV-DO, HSPA+, HSPA, dual-carrier HSDPA, EDGE and GPRS, as well as 802.11n Wi-Fi at 2.4 GHz and 5 GHz.

2. Report: Samsung to unveil Galaxy S IV in February

Samsung Electronics will unveil its next flagship smartphone, the Galaxy S IV, in February at the Mobile World Congress trade show, according to a report in the Korea Times.

The report, citing an unnamed Samsung official, said Samsung will use the global trade show to announce the phone and it will go on sale in March 2013. The report from South Korea also cited local parts suppliers for Samsung. The report said the gadget will have a 5-inch screen, LTE and Samsung's quad-core Exynos processor. Paraphrasing words from the Samsung official, the report said the new phone will be "more than enough" to curb demand for Apple's (NASDAQ:AAPL) iPhone 5.

Samsung representatives did not immediately respond to a request for comment.

The rumored release date spilled out just days after Apple unveiled the iPhone 5. Apple said it sold 2 million iPhone 5s via pre-orders in the device's first 24 hours of availability, double the number of iPhone 4S units it sold in the same amount of time last year.

A release date in the first quarter of next year for the Galaxy S IV would come about nine months after Samsung unveiled the Galax S III. Samsung revealed in late July that it had sold 10 million units of its S III since it went on sale May 29. Samsung did not say whether the sale figure meant sales into the retail channel or sales to direct end users.

Samsung eclipsed Nokia (NYSE:NOK) to become the world's largest handset maker by volume this year, and has taken the top smartphone spot as well, according to estimates from research firms (Samsung has stopped detailing quarterly handset shipment figures). A launch so soon after the Galax S III for Samsung's next flagship phone could either indicate a quickening pace of Samsung's design cadence or a desire to cut into as many iPhone 5 sales as possible--or both.

Samsung also released a new ad titled "It doesn't take a genius" to knock the iPhone 5 and show the bevy of specifications that it feels make the Galaxy S III superior. However, as Apple's early iPhone 5 sales indicate, customer demand is extremely strong.

3. AT&T to chase Sprint iDEN subs with November launch of Enhanced PTT service

The Samsung Galaxy S III is one of the handful of devices supporting AT&T's new push-to-talk service.

AT&T Mobility (NYSE:T) appears to be preparing to take its Enhanced Push-to-Talk offering nationwide in November. The action could position AT&T to more effectively capture Sprint Nextel's (NYSE:S) remaining iDEN subscribers due to Sprint's decision to shutter its iDEN network by next year.

AT&T has made no secret of its plans to launch a new PTT service, which is based on technology from Kodiak Networks. In June the carrier said it expanded its testing of the service, which at the time the company said would offer "great performance, advanced features, integration with mobile apps and interoperability with radio systems." The carrier has been pushing the service to prospective business customers via a series of sales events in cities across the country.

And now it appears that AT&T is poised to launch the service nationwide. According to an AT&T website, the service will launch in November and will work across a number of devices, including Android and BlackBerry devices. AT&T spokeswoman Mari Melguizo confirmed that the service would work on six different smartphones, including multiple devices from Samsung Electronics.

"AT&T Enhanced Push-to-Talk is a Voice-over-IP solution," Melguizo wrote in response to questions from FierceWireless. "Using AT&T's IP data network as the backbone for the solution we're trialing will provide faster connection times and better quality of service. Kodiak's InstaPoC technology is an advanced PTT service that achieves sub-second call setup times without requiring customization on radio access networks (RANs) or underlying cellular networks."

Melguizo declined to confirm the November launch date, and did not offer any further details on AT&T's PTT plans.

According to a source familiar with AT&T's plans, the carrier's Enhanced PTT service will be available on smartphones running Android 2.3 and up, Windows Phone 8 and BlackBerry 7. It will also work on feature phones with Java, though those phones won't support all the features available on smartphones. Interestingly, AT&T's Enhanced PTT service will also work across laptops, tablets and in-vehicle devices. It will cost around $30 per month.

As for performance, AT&T's new PTT service will support sub-second connections, can be used simultaneously with data, and will work internationally, the source said. In the first quarter of next year, AT&T will upgrade the service to work over Wi-Fi networks, and will support seamless roaming between Wi-Fi and cellular networks.

AT&T's new PTT service is an attempt by the carrier to capture at least a portion of Sprint's iDEN subscribers. Sprint reported 4.4 million iDEN customers at the end of June; the carrier has been steadily losing iDEN customers for years. The iDEN network's speedy and reliable Direct Connect PTT service has long been the main selling point for the service, with field service, construction and other workers using it in their jobs.

In May, Sprint announced it would shut down its iDEN network as soon as June 30, 2013, and will refarm its 800 MHz iDEN spectrum in order to launch LTE. In a bid to persuade its iDEN customers to switch to its CDMA network, Sprint in May introduced its new CDMA Direct Connect PTT service, powered by a new solution from Qualcomm (NASDAQ:QCOM), which the carrier said offers similar PTT speeds as its iDEN network with greater coverage.

Indeed, AT&T is clearly taking aim at Sprint's iDEN customers: "Is your business using iDEN push-to-talk, and looking for a better alternative that will be around for the long run?" AT&T noted on its website. "AT&T Enhanced PTT is a high-performance cellular push-to-talk solution designed for a wide range of popular smartphones and ruggedized devices, with the power of nationwide 4G + 3G network coverage."

4. Microsoft's Ballmer acknowledges 'big challenge' for Windows Phone 8 launch

Microsoft (NASDAQ:MSFT) CEO Steve Ballmer admitted that the company still has a "big challenge" ahead of it in smartphones, two years after it launched its Windows Phone platform. 

The software giant and its handset partners are gearing up for the fall launch of Windows Phone 8 smartphones. Ballmer said he is confident the unique features of Windows Phone will shine through.

"We've got a big challenge in front of us. We're a very small player, but we have a different point of view in terms of user experience. We've got great cloud integration with the rest of the Microsoft world, which a lot of people participate in," he said in an interview with the Seattle Times, during which he brandished a Nokia (NYSE:NOK) Lumia 920, one of the flagship Windows Phone 8 phones. "So I think our point of view on user interface, the great work that our hardware vendors are doing and the integration with Windows should help ratchet us up."

Microsoft first previewed Windows Phone 8 during its Windows Phone Summit event in June. The revamped platform touts multi-core chipsets to bolster smartphone performance and optimize battery life, a reformatted home screen to change the size of Microsoft's live tiles, integration of VoIP and video chat, a customizable start screen and Wallet Hub, which combines support for Near Field Communications-enabled m-commerce services including contactless payments, deals and loyalty cards, in addition to in-app purchase mechanisms. Microsoft also will integrate remote access features from its forthcoming Office 13 productivity suite. The Verge recently reported that Microsoft's unannounced Rooms feature will allow Windows Phone 8 device users to designate invitation-only groups for sharing conversations as well as photos, notes and calendar items.

Microsoft and its handset partners will need strong carrier support to increase Windows Phone adoption; Microsoft captured 2.7 percent of the global smartphone market in the second quarter, according to Gartner. Executives from Verizon Wireless (NYSE:VZ), AT&T Mobility (NYSE:T), Sprint Nextel (NYSE:S), T-Mobile USA and U.S. Cellular have voiced their support for the platform.

Meanwhile, rumors continue to swirl about the commercial availability of Windows Phone 8 devices. Multiple reports, including from ZDNet and The Verge, indicated that Microsoft has released finalized Windows Phone 8 software to manufacturers, with commercial availability of devices coming in early November. A Microsoft Windows Phone spokesperson told ZDNet that Microsoft "had nothing to share at this time."

A November release date would get the phones into the market for the holiday shopping period but it will come weeks after the rush for Apple's (NASDAQ:AAPL) iPhone 5, which tallied 2 million pre-orders in 24 hours. Microsoft will also need to contend with new smartphones running Google's (NASDAQ:GOOG) Android as it competes for holiday sales.

5. Study: Carriers overcharging on actual data consumption

Researchers at the University of California-Los Angeles say a data-counting issue in mobile networks may be causing operators to overcharge their customers for monthly data consumption.

UCLA researcher Chunyi Peng, along with three colleagues, determined that even typical use of a phone could lead the data to be over-counted by 5 to 7 percent, reported Technology Review, which is published by the Massachusetts Institute of Technology.

The researchers came to their conclusion after using a data-logging app on Android phones to check the data use being recorded by mobile networks. "The carriers were found to usually count data correctly, but they tended to over-count--and hence potentially overcharge--when a person used applications that stream video or audio, and particularly when coverage was weak or unreliable," said the article.

Peng said the study was performed on two large U.S. cell-phone networks that together account for 50 percent of that nation's mobile subscribers. That leaves unclear which networks were tested as the market leaders, AT&T (NYSE:T) and Verizon Wireless (NYSE:VZ), are generally estimated to hold a combined  65-70 percent of the U.S. market. AT&T reported 105.2 million customers at the end of 2012's second quarter, while Verizon reported 111.3 million. Overall, the United States has some 325 million wireless subscriptions.

The data-consumption counting problem stems from the fact that operators count data sent over their networks whether or not a handset receives it, said Peng, who presented her work last month at the MobiCom conference in Istanbul. Video and audio streaming apps are particularly affected because their protocols do not require the end user's device to acknowledge the receipt of every chunk of data, or halt data transmission immediately, as Web browsers or many other apps do. Thus, video apps might keep sending data over the network long after a device has lost its connection.

Though operators may consider their current data-counting practices fair, since their networks bear the burden of carrying data regardless of whether a device receives it, Peng suggested operators could do a better job of charging customers for what their devices actually receive. "From the perspective of a mobile user, I think it's not fair," she said, "because I didn't get to use it."

On the flipside, the same researchers found a way to hide data from a cellular network by disguising a data request as a DNS request, which is normally used by a Web browser to convert a user-friendly domain name into its numerical IP address. Peng said the team was able to use 200 megabytes of data without the carrier recording any of it.

Technology Review noted that Benjamin Lennett, a technology policy director at think tank New America Foundation, said that if the FCC is willing to allow usage-based prices, the agency should "ensure that consumers are being charged accurately."

Despite their growing use by carriers, usage-based data plans have not won over all mobile customers. A recent consumer survey conducted by Parks Associates revealed that 31 percent of AT&T subscribers, 30 percent of Verizon subscribers and 35 percent of T-Mobile USA subscribers say they prefer unlimited data plans, while 44 percent of Sprint Nextel (NYSE:S) subscribers selected that option.

SPOTLIGHT ON... House to hold hearing on FCC's role in granting LightSquared waiver

The House Energy and Commerce Committee will hold a hearing Sept. 21 on the FCC's role in granting a conditional waiver for LightSquared to launch terrestrial service on its network. The committee, which launched an investigation into the matter earlier this year, has not said which witnesses will be called to testify. The hearing, titled "The LightSquared network: An investigation of the FCC's role," will look at whether the FCC followed its own policies, procedures and precedents, according to a statement from the committee. In February the FCC revoked the waiver for LightSquared to build a wholesale LTE network due to GPS interference concerns related to the 1.6 GHz L-band spectrum that LightSquared intended to employ, a move that subsequently forced LightSquared into bankruptcy. LightSquared has disputed the studies that were used to show that GPS interference existed, and alleged that the tests were biased against the company. The conditional waiver to launch terrestrial service on the spectrum was always contingent on LightSquared resolving GPS interference concerns, but the Republicans have questioned how LightSquared got so far along in the regulatory process.
