More like a last gasp  Two of the nation's four major wireless carriers have recently updated their push-to-talk offerings, an indication that the service still has a loyal group of core users who prefer walkie-talkie-type conversations to plain old phone calls. But it's clear that PTT is no longer the hot-button topic it had been in the past. "In terms of the overall market, there is much less demand for PTT than there was during its heyday around 2005 when it was being played up as a consumer service with lots of potential," wrote Current Analysis analyst Weston Henderek. "Now it is very business centric and focused on specific verticals." Today, AT&T Mobility (NYSE:T) announced it will launch its Enhanced Push-To-Talk service powered by Kodiak Networks nationwide in November. The carrier said its new service will offer a number of features, including support for up to 250 contacts; presence indicators; and the use of mobile applications, GPS or cameras during PTT calls. AT&T said it has received interest in its new PTT offering from "dozens" of Fortune 500 companies. AT&T's renewed PTT offering is an attempt by AT&T to tap into the market for Private Mobile Radio. The carrier said there are 24 million PMR users who are looking for an alternative due to an upcoming FCC Narrowbanding Mandate. AT&T cited market research by Ericsson (NASDAQ:ERIC) showing 58 percent of these PMR systems will be replaced within the next five years. But perhaps more importantly, AT&T is also trying to capture Sprint Nextel's (NYSE:S) iDEN subscribers. Verizon expects 6 rural LTE carrier partners to launch by year-end Verizon Wireless (NYSE:VZ) expects a total of six of its rural LTE program partners to offer commercial service by the end of the year, according to a Verizon executive. So far two operators have already launched service. In an interview with FierceWireless, Verizon's Philip Junker said the carrier expects to add more rural carrier members in the months ahead. "We have many carriers in the pipeline," said Junker, Verizon's executive director of strategic alliances. "We expect to sign more carriers up." Junker, the head of Verizon's LTE in Rural America program, will preside over a summit for the program's 17 carrier partners in Waltham, Mass., on Wednesday and Thursday. Verizon's LTE Innovation Center is located there and the summit will include a tour of the facility, details on how the carriers can take advantage of it and sessions in which the carriers can provide feedback to Verizon. Verizon announced its LRA initiative in June 2010. Under the program, Verizon shares access to its 700 MHz Upper C Block spectrum with rural operators, who use their tower and backhaul assets to build an LTE network and market the LTE service under their own brands. Earlier this spring Oklahoma-based Pioneer Cellular and Wisconsin-based Cellcom became the first two carriers to launch commercial service under the program. Junker said Verizon expects four more by year-end, though he declined to name them. Junker said that the program allows Verizon to have rural areas without the need for direct investment. The 17 carriers in the program cover 2.7 million POPs over 144,000 square-miles, for a density of 19 people covered per square mile. (The FCC defines rural areas as geographic areas with population densities of 100 people or fewer per square mile.) The operators in the program include: Bluegrass Cellular; Cross Telephone; Pioneer Cellular; Cellcom; Thumb Cellular; Strata Networks; S and R Communications; Carolina West; Custer Telephone Cooperative; Convergence Technologies; Chariton Valley Communication Corporation; Appalachian Wireless; Northwest Missouri Cellular; Chat Mobility; Matanuska Telephone Association; Sagebrush Cellular; and Copper Valley Telecom. Once a carrier signs up with the program, Verizon and the operator collaborate on a buildout plan for the territory to be covered. Junker said Verizon and the carriers do rigorous testing and work through backhaul issues, ensuring that customers can be provisioned properly on Verizon's all-IP network. All of the carriers need to connect to Verizon's core network, so Verizon needs to make sure that the proper security is in place. Junker said there are "hundreds" of people across Verizon working on the LRA program. The team dedicated to the program is based in Little Rock, Ark., where Alltel used to be based. Junker said Verizon is working out the kinks in the program and is making it smoother. Two of the carriers in the program--Cellcom and Appalachian Wireless--said last week that they will launch Apple's (NASDAQ:AAPL) LTE-capable iPhone 5 Sept. 28. Junker said any carrier in the program that can certify that the devices meet Verizon's standards for LTE can provision those devices. However, he noted that the carriers have to purchase the devices themselves. As Verizon's LTE coverage expands--the carriers covers around 235 million POPs now and plans to expand to 260 million by the end of the year--Junker conceded that the number of partners added to the rural program may slow down. In order to participate, carriers need to operate in areas "substantially" outside of Verizon's LTE footprint. "As we add more participants we're eating into that part of the country" where Verizon does not offer service, he said. Despite the close ties Verizon is forging with rural carriers, there is still a great deal of tension between smaller carriers and Verizon and AT&T Mobility (NYSE:T). The Rural Cellular Association recently rebranded itself as the Competitive Carriers Association to better reflect its membership and role in the industry. The CCA now supports the interests of operators with fewer than 80 million subscribers--only Verizon and AT&T have more than 80 million customers. Additionally, tensions continue to flare between AT&T and smaller carriers demanding Lower 700 MHz interoperability to better enable nationwide roaming and broader device availability. AT&T continues to insist that such a requirement is unnecessary and ignores the fact that CCA members could be seeking seamless coverage across the LTE deployments of Sprint Nextel (NYSE:S), T-Mobile USA and A-Block carriers instead of demanding interoperability with AT&T. Time Warner Cable to sell 7.8% stake in Clearwire Time Warner Cable said it will sell its entire 7.8 percent stake in Clearwire (NASDAQ:CLWR), another sign that the WiMAX provider is losing former allies as it moves toward its LTE launch next year. In a filing with the Securities and Exchange Commission, TWC said it will sell its 46.4 million shares. Though TWC holds a 7.8 percent economic interest in Clearwire it only holds 3 percent of the voting shares in the company. The decision to shed the shares comes after TWC, Comcast and Bright House Networks finished their sale of AWS spectrum to Verizon Wireless (NYSE:VZ). Under the terms of the companies' deals, the cable companies can become MVNOs of Verizon's service. Comcast and TWC stopped reselling Clearwire's mobile WiMAX service earlier this year. "It seems like an opportune time to start to sell the shares in light of the company's arrangements with Verizon Wireless," Time Warner spokesman Justin Venech told Bloomberg. Clearwire declined to comment. Time Warner invested $550 million in Clearwire in 2008, part of a round of $3.2 billion in strategic investments. Today TWC's shares are worth less than $75 million. Yet it is not the only Clearwire investor to have sold its stake. Google (NASDAQ:GOOG) sold its stake earlier this year and lost the vast majority of its $500 million investment. Comcast still owns its 88.5 million shares in Clearwire. Clearwire has defended its financial position despite concerns about its long-term funding. The company said it had $1.21 billion in cash, cash equivalents and investments on hand at the end of the second quarter, down from $1.4 billion at the end of the first quarter. Clearwire CFO Hope Cochran has said the company has enough cash on hand to last for the next 12 months, and that it expects to receive LTE payments next year from Sprint Nextel (NYSE:S), which is Clearwire's largest wholesale customer and shareholder. However, Cochran said the company is still open to "strategic transactions" or asset sales--likely spectrum--to increase its cash position. Interestingly, Dish Network disclosed in an August SEC filing that it had made a $396 million strategic investment in debt securities of an unnamed "single issuer," which Dish said "has indicated that it will need substantial additional capital to meet its business and financial obligations beyond the next 12 months." There has been speculation that the investment was in Clearwire. Neither Dish nor Clearwire commented on that speculation. AT&T faces net neutrality complaint over FaceTime plans Public interest groups Free Press, Public Knowledge and the New America Foundation's Open Technology Institute said they will file a formal complaint against AT&T Mobility (NYSE:T) for violating the FCC's net neutrality rules. The groups argue that AT&T's decision to offer Apple's (NASDAQ:AAPL) FaceTime video calling feature over cellular at no extra charge only to its Mobile Share data plan customers contravenes the FCC's Open Internet rules. AT&T's disclosure in August about its plans for FaceTime over cellular, which will be allowed on iOS 6 software, caused a furor over whether such a strategy runs counter to net neutrality. Prior to iOS 6, FaceTime was only available on Wi-Fi--and it will remain free on Wi-Fi, AT&T has said. "We respectfully request that AT&T reconsider its behavior and the impact that blocking FaceTime will have on its customers, particularly the deaf and hard of hearing, as well as all who use this application to communicate with family and friends over the Internet," the groups said in a letter to AT&T. "Making mobile use of the application available only to those customers who pay for unlimited voice and text messages harms individuals and innovation alike. We ask instead that AT&T make this core feature of the popular iPhone and iPad devices available to all of its customers, in compliance with the Open Internet rules that 'preserve the Internet as an open platform enabling consumer choice, freedom of expression, end-user control, competition, and the freedom to innovate without permission.'" The complaint is expected to be filed within 10 days. An AT&T spokesman did not immediately have a comment. However, AT&T defended its actions last month. In a company blog post, Bob Quinn, AT&T's senior vice president of federal regulatory, noted that wireless carriers are subject to transparency and no-blocking rules via net neutrality. He said AT&T has been transparent in its actions and said there is not a blocking issue either. Quinn made a distinction between apps like FaceTime that are pre-loaded on devices and apps that customers download from application storefronts, and said AT&T is not blocking users from downloading apps like FaceTime. Quinn also noted that AT&T is limiting who can use FaceTime over cellular to protect its network. However, AT&T's usage-based data plans--separate from AT&T's Mobile Share plans--were designed to inhibit high data usage. Under the FCC's rules, wireless carriers are barred from blocking services such as Google Voice and Skype that compete with their own voice and video offerings, as well as those in which they have an attributable interest. However, wireless carriers do not face the same restrictions wired operators will on blocking Web traffic and other applications--a ban on unreasonable discrimination in transmitting lawful network traffic. Wireless carriers also face transparency requirements on network management policies and a basic "no-blocking" rule on lawful content and applications. LG to push high-end Optimus G to the U.S. in November  | | LG Optimus G | LG Electronics said its new flagship smartphone, the Optimus G, will hit the United States in November, putting it squarely in the middle of the holiday shopping season. LG announced the phone late last month but just formally unveiled its launch plans. The high-end gadget will go on sale in South Korea next week, Japan in October and the U.S. and other markets in November. LG did not reveal any U.S. carrier partners for the device. LG also offered a glimpse at its smartphone plans. Park Jong-seok, president of LG's mobile business, said that Google's (NASDAQ:GOOG) Android platform remains the company's main focus. According to CNET, he told reporters that LG has "no specific plans for other mobile platforms." This spring LG said that it would focus more on Android smartphones and that Microsoft's (NASDAQ:MSFT) Windows Phone would be taking a back seat at the company. Park also said LG is sticking to its 2012 handset sales targets in the hopes that a strong second half, powered by the likes of the Optimus G and LG Intuition phablet, will help make up for lackluster first-half sales. In March LG said it expected to sell 80 million handsets, 35 million smartphones and 8 million LTE smartphones in 2012. Through the first two quarters of the year LG sold 26.8 million handsets. The Optimus G sports Qualcomm's (NASDAQ:QCOM) 1.5 GHz Snapdragon S4 Pro quad-core processor. LG said the new processor will allow for better performance, battery life and enable more fluid mobile gaming. The Android 4.0 device has a 4.7-inch WXGA True HD IPS+ Display with a resolution of 1280x768 pixels, as well as 13-megapixel voice-activated camera that can be triggered by saying things such as such as "cheese" or "kimchi" in Korean. The device also allows users to complete two tasks concurrently on the same display--for example, watching a video while sending a text message. Additionally, the Optimus G has the ability to display different content on multiple screens wirelessly. Motorola partners with Intel for Razr i smartphone The partnership between Intel and Google's (NASDAQ:GOOG) Motorola Mobility unit has finally borne fruit, with the companies announcing the Razr i, Motorola's first smartphone packing Intel's Atom-based silicon. Intel and Motorola inked a deal in January and it is expected that Motorola will release multiple Intel-powered devices in the years ahead as the chip giant tries to crack into the wireless market. ZTE last month unveiled the Intel-powered Grand X IN, which it will start selling across Europe in September. Like that device, the Razr i runs on Android 4.0 Ice Cream Sandwich; Motorola said it will update the device to Android 4.1 Jelly Bean. The Razr i packs a 2-GHz Medfield processor, but it is not dual-core. Still, the chipset offers hyperthreading to support fast switching between applications. The gadget sports an 8-megapixel camera and has a dedicated camera key, a feature not found on the Qualcomm (NASDAQ:QCOM)-powered Razr M, which is similar to the Razr i, according to CNET. Motorola said the Razr i phone has 20 hours of "mixed use" time, which is Motorola's measurement of a person's normal smartphone use, according to CNET. Jim Wicks, senior vice president of consumer experience design for Motorola, said the Razr i lasted a bit longer than the Razr M. Starting in October the Razr i will go on sale in the United Kingdom, France, Germany, Argentina, Brazil and Mexico, with more markets to be announced. The gadget will be able to roam onto the HSPA+ 14.4 Mbps networks of AT&T Mobility (NYSE:T) and T-Mobile USA. Intel is working to displace the likes of Qualcomm (NASDAQ:QCOM), Texas Instruments and Nvidia in the smartphone space--firms that use low-power chipset architecture from ARM Holdings and have significant traction among the likes of Samsung, HTC and others. The ARM-based companies--and Qualcomm in particular--dominate the smartphone application processor market, even though Intel is the largest silicon vendor in the world based on its success with PCs. Intel will also have to fend off smaller rivals Broadcom and MediaTek, which are increasingly looking to get into smartphones both at the low end of the market and in higher tiers as well.
