Unlimited vs. metered data: Which pricing strategy will win?

When it comes to mobile data pricing, it appears as if wireless operators have quickly aligned into one of two camps: Those that offer metered data  (AT&T (NYSE:T) and Verizon (NYSE:VZ)) and those that don't (Sprint Nextel (NYSE:S) and T-Mobile). I believe that the challengers in the market (T-Mobile and Sprint) are using unlimited data to entice subscribers to their networks and then hoping they can hold onto them when they inevitably end up migrating to a metered data pricing scenario.

Some believe that there is no need for T-Mobile and Sprint to move to metered data pricing. NPD's Connected Intelligence group released a report indicating that most people use less than 2 GB of data per month with their smartphones and that unlimited data plans aren't necessary. Specifically, the firm said that just 11 percent of T-Mobile customers use more than 3 GB of data per month vs. 4 percent for AT&T and Sprint and 3 percent for Verizon. NPD noted that T-Mobile's users tend to be younger and more likely to view video and stream music.

1. AT&T CEO praises FCC's move on spectrum holdings

AT&T (NYSE:T) CEO Randall Stephenson commended the FCC for moving to review its rules for how much spectrum a carrier should be able to hold. The tone from Stephenson is noticeably different from the combative stance AT&T and the FCC had last year amid the agency's review of AT&T's failed $39 billion T-Mobile USA acquisition. 

Stephenson, speaking at the Goldman Sachs Communacopia Conference, said that he "applauded" the FCC's move. He said that a lack of clarity from regulators was causing a "pause" in deals between carriers.

At its Sept. 28 meeting, the FCC is expected to begin exploring rules that determine the agency's so-called spectrum-screen, which it uses when reviewing spectrum transactions. If a carrier acquires too much spectrum and violates the screen, the deal is more closely scrutinized. Currently, the screen is different for each proposed transaction. The rulemaking is expected to look at spectrum transfers between companies and will likely explore whether to treat lower-band spectrum differently than higher-band radio waves.

Stephenson said that the rulemaking is the "only chance" the wireless industry has to get more clarity on how much spectrum carriers can hold. He said he welcome the opportunity for carriers to add their views and data to the public record on the issue. "Right now there is zero clarity on what spectrum holdings are allowed," he said.

The issue comes as the FCC reviews AT&T's proposed purchase of nationwide 2.3 GHz WCS spectrum licenses from NextWave Wireless, Comcast and Horizon Wi-Com, which AT&T intends to use for extra LTE capacity. Stephenson said that spectrum, along with Verizon Wireless' (NYSE:VZ) 700 MHZ B Block spectrum--which Verizon intends to sell and AT&T plans to bid for--could give AT&T a solid spectrum position for the next three to five years. But he said that AT&T and other carriers are always looking for more spectrum.

Stephenson also said that the expected auction of broadcast TV spectrum for mobile use will likely result in 50 MHz of spectrum auctioned to five or six bidders, which he said will "not solve any long-term problems" in terms of capacity.

The AT&T chief also talked about the carrier's new Mobile Share shared data plans, which it launched Aug. 23 for new and existing customers. The plans, like the shared plans from Verizon, provide unlimited voice and texting and various tiers of data, which users can share among multiple devices. With AT&T's plans, the price per GB goes down the more customers use and buy. He said that AT&T has been surprised that customers who have signed up for the plans have opted for the plans at the higher end of the price range, near to the 10 GB/$120 per month range.

Stephenson said the new plans allow AT&T to monetize data, which is costlier to transport than voice and texting traffic. "What it does is it kind of changes the dynamic in the industry," he said. "You go from a place where people are worried about more devices to, 'We want more devices using more data.'"

2. T-Mobile names John Legere as new CEO

T-Mobile USA tapped John Legere as its new CEO, replacing interim CEO Jim Alling, who will go back to being the carrier's COO. Legere will take the helm Sept. 22.

Legere, a 32-year veteran of the communications and technology industries, is the former CEO of Global Crossing, where he helped build the company into a major global provider of IP services. Legere also served in senior positions at Dell and AT&T (NYSE:T). Alling had served as the No. 4 carrier's CEO following the late June departure of Philipp Humm, who left parent firm Deutsche Telekom to join Vodafone.

Legere's appointment comes at a critical time for T-Mobile. The company is undergoing a major $4 billion overhaul of its networks and is trying to stop bleeding postpaid subscribers. Deutsche Telekom CEO Rene Obermann said that the company was looking for "an entrepreneurial leader who could strategically guide T-Mobile and translate our strategy into measurable success."

In a YouTube video introduction, Legere said that the company's focus on its network modernization, its newly reintroduced unlimited plan and its emphasis on the business-to-business market will help it improve its competitiveness. "I couldn't be more excited and thrilled to be with your here at this time because we have tremendous things in front of us," he said.

T-Mobile plans to use its 1700 MHz AWS spectrum for LTE while it refarms its 1900 MHz PCS spectrum for HSPA+ service. The carrier plans to launch LTE next year.

Apple (NASDAQ:AAPL) decided not to offer T-Mobile its latest iPhone 5, but T-Mobile  is taking steps to make its network iPhone-ready. The company has started rolling out iPhone demonstration units to its retail stores and is training its staff to help customers switch their iPhones to the T-Mobile network. In addition, the company is developing iOS versions of its popular apps such as T-Mobile myAccount, T-Mobile Visual Voicemail and T-Mobile TV. The company already offers an iOS version of its Bobsled VoIP app.

Additionally, T-Mobile is refarming its PCS spectrum in order to offer HSPA+ speeds to iPhones designed to work on AT&T's network. T-Mobile is already starting to turn up its HSPA+ service in the 1900 MHz band in cities such as Seattle, Las Vegas, Washington, D.C., and the New York City metro area.

In other T-Mobile news, the company announced its "Magenta Deal Days" Zero Down promotion. Starting Sept. 21, customers can purchase any device, including the Samsung Galaxy S III, for no down payment on qualifying Unlimited Value and Unlimited Nationwide 4G Data plans, after a mail-in rebate card.

3. Clearwire to start major TDD-LTE network construction in Q4

Clearwire (NASDAQ:CLWR) CFO Hope Cochran said that the company will begin building out its TDD-LTE network this quarter but that construction will pick up significantly in the fourth quarter.

Speaking at the Goldman Sachs Communacopia Conference, Cochran said that Clearwire is in constant contact with its wholesale partners, and especially Sprint Nextel (NYSE:S), about its LTE buildout. Sprint is Clearwire's largest wholesale customer and shareholder and plans to use Clearwire's TDD-LTE network to augment its own FDD-LTE service. Cochran said that Clearwire is "talking to Sprint at all times to make sure it's there when they need it."

Clearwire intends to deploy LTE at 5,000 cell sites by June 30, 2013, in areas of high network traffic and congestion, since Clearwire will charge Sprint usage-based pricing for access to its LTE network. "We're focused on putting in capacity where congestion will happen quickly," Cochran said. "So when we see we can get the revenue from that site, that's where we're focused."

Clearwire intends to make use of vendor financing for its LTE network buildout, and will announce its vendors next month. Cochran said the vendor financing deals are not tied to company's liquidity or financial position.

The transition to the LTE network is coming as a critical time for Clearwire. As Sprint deploys its LTE network, it is sending fewer wholesale WiMAX customers Clearwire's way, though Sprint is paying Clearwire a flat $900 million fee for WiMAX access this year and next. Time Warner Cable recently said it will sell its entire 7.8 percent stake in Clearwire, due in large part to TWC's new relationship with Verizon Wireless (NYSE:VZ), which allows it to resell Verizon's service.

Cochran said that nothing about Clearwire's relationship with Sprint legally forbids Clearwire from striking wholesale partnerships with other carriers. However, she said that Clearwire does need to think of its strong relationship with Sprint when looking at other deals. "I do feel that Clearwire and Sprint are very aligned," she said, adding that Clearwire's LTE buildout benefits both companies.

Leap Wireless (NASDAQ:LEAP) signed a five-year wholesale agreement with Clearwire earlier this year that will allow the Cricket provider to buy capacity on Clearwire's LTE network. Interestingly, Cochran said that Clearwire will establish a "light" LTE core network that will feed traffic off its LTE sites into the core networks of Sprint, Leap and presumably any other facilities-based carrier that uses Clearwire's network.

4. Sprint, Dish clash over 5 MHz satellite spectrum shift

Sprint Nextel (NYSE:S) and Dish Network are at odds over whether the FCC should shift part of Dish's MSS S-band spectrum by 5 MHz, a move that both companies said could have far-ranging consequences for their long-term LTE plans.

In filings with the FCC, Dish has been repeatedly urging the commission not to shift its holdings at 2000-2020 MHz up 5 MHz to 2005-2025 MHz. Dish has said doing so would cause delays in the standards-setting process and could lead to harmful interference between its uplink band in that spectrum with Broadcast Auxiliary Service (BAS) and government operations in the 2025-2110 MHz band. Dish hopes to launch an LTE Advanced network with its spectrum by 2016.

The FCC is currently weighing rules governing the terrestrial use of MSS spectrum. Dish wants the FCC to grant it a waiver to offer terrestrial-only devices on the satellite spectrum. The final rules are expected by year-end.

Sprint, on the other hand, in an FCC filing released Monday said that 5 MHz shift would help its LTE operations by freeing up more PCS spectrum for auction. Sprint is currently using the 1900 MHz PCS G Block for its nascent LTE network, which allows it to deploy 5 MHz x 5 MHz channels. However, Sprint has made clear it would like to get access to the adjacent PCS H Block, which would give it the ability to deploy 10 MHz x 10 MHz channels. Wider channels result in faster speeds and more capacity.

In its filing, Sprint said that it still supports Dish's goal of using its 2 GHz S-band spectrum for terrestrial use, but that "realization of this goal must not come at the cost of idling the valuable H Block spectrum." Sprint said a 5 MHz shift of Dish's spectrum would allow the FCC to "auction the 1915-1920 MHz and 1995-2005 MHz blocks as a unit, which would provide more PCS spectrum for auction, increase the amount of highly-valued downlink spectrum available to bidders, and, as a consequence, produce more auction revenue for the United States than auctioning the current H Block alone."

Additionally, Sprint said that if the FCC shift's Dish's spectrum, "it could auction the H Block as currently configured and declare a 'guard band' at 2000-2005 MHz to separate the H Block downlink from the MSS uplink. Regardless, however, of whether or not the commission upshifts the MSS S-band, it should establish adjacent channel emissions limits for the MSS S-band that ensure maximum use and value of the adjacent H Block is not impaired."

Dish has said a 5 MHz shift would set back its mobile broadband plans for several reasons, most notably because it "would introduce substantial delay and risk into the standard-setting process, which in turn would further delay--if not possibly scuttle--Dish's planned deployment." Dish also recently said a shift in its holdings "is unnecessary to provide protection to PCS or G Block operations, and would not resolve challenges associated with the auctioning of the H Block, which are likely to be constrained by other factors."

Earlier this year the FCC voted to explore how the S-band of MSS spectrum, which the FCC has renamed "AWS-4," should be designed so that the satellite spectrum can be repurposed for terrestrial use. Dish currently owns 40 MHz of S-band spectrum--specifically from 2000-2020 MHz and 2180-2200 MHz.

The clash over the 5 MHz shift may seem trivial, but it could have major implications for the FCC's auctioning of additional spectrum, including the H Block. TMF Associates analyst Tim Farrar said there has been concern that the FCC could be favoring Dish if it permits terrestrial-only use of its satellite spectrum, and that a shift and the resulting funds the FCC would get at auction could offset that.

"It's a natural way for the FCC to go," he said. "There is a strong interest in doing something which results in concrete auction revenues."

Dish said in a filing to the FCC in May that it will not be able to launch its proposed LTE Advanced network using its spectrum until 2016 or later. This is about 12 months beyond the FCC's current proposed buildout schedule, which requires Dish to launch its network in three years covering 30 percent of the U.S. population. However, Dish has indicated that when it does launch its network, it will cover 60 percent of the U.S. population.

Dish, which paid $2.78 billion in 2011 for its spectrum in bankruptcy proceedings, has argued that the FCC's buildout requirements are not feasible and are not in line with similar requirements for terrestrial services. For example, Verizon Wireless and AT&T Mobility (NYSE:T) have 10 years to cover 75 percent of the population using the 700 MHz spectrum licenses they won at auction.

5. MVNO Voyager to offer tablets, portable hotspots, tethering in Q4

Voyager Mobile plans to significantly expand its device portfolio in the fourth quarter with the release of tablets, portable hotspots, smartphone tethering and USB modems.

John Mardini, president of Voyager Mobile, confirmed the news in an email to FierceWireless. "The price plans are being completed now and we hope to make another announcement about it soon," he said.

Mardini didn't provide details on exactly which tablets or portable hotspots Voyager will launch, or how much the gadgets would cost. However, it's likely that Voyager will offer Android tablets from the likes of HTC or Samsung Electronics. As for portable hotspots, Mardini mentioned Novatel Wireless' MiFi, though he didn't provide details. Voyager's website also mentions plans to offer "USB Aircards." Sierra Wireless offers USB-capable modems under the "AirCard" brand.

Intersetingly, Mardini also said Voyager would offer "device hotspot capabilities" in the fourth quarter. The service would allow smartphone users to broadcast a Wi-Fi network to nearby devices, and backhaul that connection through their smartphone's cellular link. Few MVNOs offer such tethering services.

Voyager is the brainchild of Mardini, a 22-year-old entrepreneur and New York University student. The company's offering runs on Sprint Nextel's (NYSE:S) CDMA EV-DO network, Clearwire's (NASDAQ:CLWR) mobile WiMAX network, and Sprint's LTE network. Voyager offers no-contract plans starting at $17 per month (plus tax) for unlimited voice and ranging to $39 per month (plus tax) for unlimited voice, texting and data. "Our unlimited data plans are available for 3G and both types of 4G--we do not throttle or limit usage, it is truly unlimited," Mardini confirmed.

That Voyager is adding tablets and hotspot functions is notable; most MVNOs to date have focused mainly on feature phones and smartphones. Only a few, such as Voyager's fellow Sprint MVNOs FreedomPop and Ting, have ventured into the market for devices beyond feature phones and smartphones. FreedomPop, for example, plans to offer iPhone cases with WiMAX capabilities.

As what of the iPhone for Voyager? "I'm unable to comment about the iPhone on Voyager Mobile," Mardini said.

SPOTLIGHT ON... HTC stabs at Nokia with first 'signature' Windows Phones, 8X and 8S

HTC is teaming up with Microsoft (NASDAQ:MSFT) for a joint marketing push to sell its newest Windows Phones, the high-end Windows Phone 8X and the mid-range Windows Phone 8S. The branding is deliberate, with both Microsoft and HTC wanting to raise brand awareness about Windows Pone as a platform. According to a live blog account by The Verge of HTC's media event, Jason Mackenzie, HTC's global president of sales and marketing, said that the two phones are going to be the signature devices of Microsoft's Windows Phone advertising push this fall. That could be a poke in the eye at Nokia (NYSE:NOK), which has been Microsoft's closest Windows Phone partner and is also releasing two Windows Phone 8 phones this fall, the Lumia 920 and 820. For what it's worth, Nokia released a statement that essentially called HTC's new phones a "tactical rebranding." HTC confirmed that the 8X and 8S will be available this November from Verizon Wireless (NYSE:VZ), AT&T Mobility (NYSE:T), and T-Mobile USA, among 150 other carriers around the world, but did not reveal pricing or specific launch details. Paolini: Small cells or Wi-Fi offload?

The answer to this question is easy: We need both small cells and Wi-Fi to fit all the traffic generated by smartphone, tablets and laptops.

Historically, the increase in wireless capacity has mostly come from increased cell density. Over the last 45 years, greater cell density accounted for a 1,600-fold increase in capacity, according to Martin Cooper, who led the Motorola team that developed the mobile phone in the 70s. The increase in cell density was mostly aimed at achieving coverage across the footprint.

Today the challenge is different. Mobile networks cover most of the places where humans live, work, or travel. The need is to increase cell density where coverage is already provided by the macro cells. Technological advances and new spectrum allocations will definitely help to improve capacity, but alone they are not sufficient to address the 18-fold traffic increase over the next five years predicted by Cisco's VNI. According to Alcatel, increase in cell density will have five times the impact of new spectrum allocation or improvements in spectral efficiency from new technologies such as LTE...Continued
