Register Now! | |  Maybe AT&T could monetize FaceTime  AT&T (NYSE:T) has faced loads of criticism ever since it announced plans to offer Apple's (NASDAQ:AAPL) FaceTime video calling feature over cellular at no extra charge only to its Mobile Share data plan customers. And now that public interest groups Free Press, Public Knowledge and the New America Foundation's Open Technology Institute intend to file a formal complaint against AT&T because they feel the operator's FaceTime policy violates FCC's net neutrality rules, one has to think AT&T could have played this better and maybe even generated new revenue streams while keeping net neutrality advocates at bay. In a letter to AT&T, the group alleged that the operator's FaceTime restrictions will have a particularly negative impact on deaf and hard of hearing customers, and said, "Making mobile use of the application available only to those customers who pay for unlimited voice and text messages harms individuals and innovation alike." AT&T implemented its new policy because Apple's iOS 6, used in the new iPhone 5, will enable FaceTime use over cellular for the first time. Previously, the app was limited to use over Wi-Fi. I believe AT&T is sincere in wanting to protect its network from massive amounts of traffic that FaceTime could generate, but the FaceTime policy clearly has upset a number of subscribers and potential subscribers. I'm baffled as to why the operator issued what it had to know would be a vastly unpopular decree, particularly when its competitors are promising FaceTime access to all of their customers. Given that many of AT&T's customers are now on tiered data plans, it doesn't seem likely that they would want abuse FaceTime and rack up massive overage charges for exceeding their usage caps. But AT&T is nonetheless concerned, perhaps because it figures customers on its grandfathered unlimited data plans are power users who will run marathon FaceTime video chat sessions over its cellular network unless they are totally prohibited from using FaceTime over anything but Wi-Fi. Regardless, it seems there must have been a better way for AT&T to handle this. Carla Fitzgerald, vice president of marketing at Smith Micro Software, has suggested the operator could implement a new business model that would let anyone use FaceTime for a nominal fee. "The strategy of pushing their Mobile Share plans on subscribers in order to monetize specific apps over the network isn't going to fly. Instead, carriers need to modify their business models to make impulse data purchases easier," she said. Fitzgerald suggests AT&T could charge users $1.99 for a half-hour of FaceTime use over cellular when Wi-Fi isn't available. That would let customers use the service on an ad hoc basis when they want and guarantee AT&T is paid for enabling use of this data-generating app over its networks. I find some merit in that approach, but I'm not sure it would avoid the wrath of net neutrality's defenders, who I don't think would take kindly to the idea of a specific app, whatever it is, incurring an additional network access charge. AT&T grabs more WCS spectrum for LTE buildout AT&T (NYSE:T) is seeking FCC permission to acquire two WCS 2.3 GHz licenses from San Diego Gas & Electric, saying they will enable the operator to expand its wireless broadband capacity and provide more robust mobile broadband services in San Diego. The proposed transaction would assign 10 MHz of C and D Block WCS spectrum to AT&T in San Diego, according to an FCC public notice. The FCC is already reviewing reviews AT&T's proposed purchase of nationwide 2.3 GHz WCS spectrum licenses from Comcast, Horizon Wi-Com and NextWave Wireless, which AT&T intends to use for extra LTE capacity. Comcast proposes to assign 13 WCS licenses (A, B and C Blocks) to AT&T. Horizon proposes to assign eight WCS licenses (A Block) and NextWave proposes to transfer control of 30 WCS licenses (A, B, C and D Blocks) in addition to 12 AWS-1 licenses, all to AT&T. Speaking yesterday at the Goldman Sachs Communacopia Conference, AT&T CEO Randall Stephenson said those spectrum transfers, along with Verizon Wireless' (NYSE:VZ) 700 MHz B Block spectrum--which Verizon intends to sell and AT&T plans to bid for--could give AT&T a solid spectrum position for the next three to five years. The FCC has consolidated all of AT&T's WCS and AWS-1 license applications, including this newest one in San Diego, into a single docket. The commission said that after this transaction, AT&T would hold 30 MHz of WCS spectrum and 120 MHz of spectrum in total, assuming that the other pending applications in this docket are granted. Under the FCC's pleading cycle for AT&T's proposed acquisitions, petitions to deny are due Oct. 1, 2012, while oppositions are due Oct. 11 and replies are due Oct. 22. Mobile LTE FDD/TDD handover demoed by SKT, Ericsson and Altair SK Telecom, Ericsson (NASDAQ:ERIC) and Altair Semiconductor showcased their jointly developed two-way handover technology that supports the FDD and TDD flavors of LTE in one device--the first time this technology has been demonstrated in a moving vehicle. SK Telecom said it introduced the technology at an operating committee meeting held by the Next Generation Mobile Networks (NGMN) this week in Turin, Italy. The company noted enablement of bidirectional handover between LTE's FDD and TDD versions is expected to increase the use of dual-mode devices that support both duplex modes with a single modem chipset. "The bidirectional LTE FDD/TDD handover technology will allow users to experience seamless LTE service even while on international roaming," said Kang Jong-Ryeol, head of SK Telecom's network technology R&D center. The South Korean operator said that the technology demonstration verified that the handover between FDD LTE and TD-LTE achieved the same performance as single FDD mode handover. The demonstration also proved that the technology is capable of adjusting the coverage of LTE FDD and TD-LTE base stations as well as offloading traffic depending on the level of concentration in areas covered by both duplex modes. In June, Ericsson said it performed the first bidirectional handover between LTE's FDD and TDD flavors on a live network. That handover was accomplished on China Mobile Hong Kong's Ericsson-supplied LTE network, which operates in FDD mode. FCC's Pai: Broadband shouldn't replace TV broadcasting FCC Commissioner Ajit Pai has stepped up to defend the role of television broadcasting in modern U.S. society, suggesting at least some broadcast frequencies need to be protected from spectrum-hungry wireless broadband providers.  | | FCC's Ajit Pai | "I don't view broadband as a substitute for broadcast. Instead, I see broadcast and broadband as complements," said Pai, according to the prepared text of Pai's speech to the National Association of Broadcasters Radio Show in Dallas. "As we head into the future, I believe that broadcasting should and will continue to play an important role in America's media landscape," he said. While Pai said the FCC should aggressively pursue policies to remove regulatory barriers to wireline and wireless broadband deployment, he suggested that some services--for instance, high-demand programming such as the annual airing of the Super Bowl--should be delivered through a one-to-many broadcast rather than millions of one-to-one wireless broadband connections. "If we were to shift all of the services provided by broadcasters to broadband that would actually be counterproductive. It would make our spectrum problems worse, not better. So that's not what the market will demand," Pai said. Some TV broadcasters have assailed the FCC for showing what they perceive as preferential treatment to the growing broadband industry. The commissioner defended the FCC, saying it is not indifferent to the needs of broadcasters, though he acknowledged, that the commission "can do a better job of focusing on what's important to broadcasters." Pai's comments were made with the backdrop of the impending incentive auction of broadcast TV spectrum, which Congress authorized in Feb. 2012. Under the law, the FCC will pay the broadcasters to relinquish their 6 MHz pieces of spectrum, and the revenue raised from the auctions will be used to compensate the carriers. At its Sept. 28, open meeting, the commission will consider a Notice of Proposed Rulemaking to implement the incentive auction, which is aimed at enticing TV broadcasters to give up their frequencies. The agency hopes to issue formal auction rules by mid-2013, enabling the auctions to take place in 2014. The rulemaking will outline and seek comment on plans for the reverse auction of broadcast spectrum as well as establish rules for how wireless carriers will bid on the spectrum. Additionally, the proceeding will outline specifics on how remaining broadcasters will be moved off the spectrum, a process often referred to as "repacking." JetBlue to offer ViaSat in-flight broadband The in-flight Wi-Fi business is picking up with JetBlue and ViaSat working to launch satellite-based broadband service next year and air-to-ground service provider Gogo expanding its partnership with Delta Airlines.  | | JetBlue and ViaSat aim to launch in-flight broadband next year. | "We're on track to deliver the airline industry's first in-flight broadband service in early 2013 through a partnership with ViaSat," according to an announcement on JetBlue's website. The airline will offer free baseline service for at least the first 30 planes in its fleet, according to PCWorld. ViaSat last week announced that it would install its Exede in-flight Internet service in collaboration with partner LiveTV onto 370 aircraft operated by JetBlue and one other unnamed U.S. carrier. "Installations are expected to begin later this year with all 370 aircraft scheduled to be online by the end of calendar 2015," ViaSat said. The service will provide high-capacity broadband functionality using the ViaSat-1 satellite, which operates in the Ka-band (26.5–40 GHz) and was launched in fall 2011. JetBlue said it is working to secure Federal Aviation Administration certification for the service on its aircraft. The airline did not say what data speeds the service will be capable of but promises its passengers will have access to "exponentially more bandwidth than any other product in commercial aviation today." ViaSat has said its Exede service can deliver 12 Mbps or more to each connected passenger. Meanwhile, Gogo said it will expand Gogo Vision, its wireless in-flight entertainment product, across the entire two-class and Delta Connection fleet of Gogo-equipped aircraft. Gogo, which provides in-flight services via air-to-ground technology using terrestrial towers, said installations are expected to begin this year on Delta's domestic fleet and be completed by 2013. New international Wi-Fi service including Gogo Vision should be finished by the end of 2015. When complete, Delta will have more than 950 aircraft equipped with Gogo connectivity and Gogo Vision. Delta has committed to upgrading its fleet to Gogo's ATG-4 technology, which is expected to enhance its existing air-to-ground network and improve capacity to the aircraft."As we begin updating their fleet with our next generation ATG-4 connectivity service, we will also add the Gogo Vision product to those aircraft," said Michael Small, Gogo's president and CEO. Videos for Gogo Vision are stored on an internal server on the plane and streamed to passengers' own Wi-Fi enabled devices. Introductory prices will range from $1 for television episodes to $4 for full-length movies from major Hollywood studios. Gogo currently provides Gogo Vision to more than 200 aircraft operated by American Airlines and Delta Air Lines. More than 1,400 aircraft are expected to receive Gogo Vision on Delta, American and US Airways by the end of 2013, Gogo said. The vendor recently upped prices for its Internet service on several flights throughout the United States, including the popular San Francisco to New York flight on Virgin America, as it is "experimenting" with pricing, according to VentureBeat. Earlier this month, Intelsat announced it will provide broadband satellite capacity to Gogo for in-flight Internet access on transoceanic air routes and other areas around the globe starting in early 2013. Gogo signed a multi-year, multi-transponder contract to use Ku-band satellite capacity on Intelsat 19, Intelsat 21, Intelsat 22 and Intelsat 27. First multivendor public-safety LTE network used at GOP convention The Republican National Convention in Tampa, Florida last month featured a public-safety milestone: the first private, interoperable, multivendor 700 MHz public-safety LTE network. The temporary network, which was deployed in downtown Tampa under special temporary authority from the FCC, provided Florida state and local police, the FBI, Secret Service, Coast Guard and National Guard personnel with secure or encrypted video and voice communications and "an evidence-quality, permanent recording of all data collected at the event," according to Nokia Siemens Networks, which was part of the consortium that build the network. Other consortium participants included Amdocs, Cisco Systems, Raytheon and Reality Mobile. The network used 20 MHz of 700 MHz Band 14 public-safety broadband spectrum, reported Urgent Communications. The system marked the first time federal, state and local first responders have simultaneously used a 700 MHz D-block broadband network for a National Special Security Event (NSSE). The network was deployed under special temporary authority (STA) from the FCC and provided a field trial of a multivendor integrated LTE system in advance of the $7 billion deployment of the national public safety broadband network "Communications kits utilizing LTE modems from multiple manufacturers were configured to provide portable links to uniformed and undercover operatives using smartphones, tablets and laptop computers. The system provided video feeds from the cities' permanently mounted video cameras as well as live mobile video feeds from operatives and law enforcement officers in the field," said Nokia Siemens on its blog. The network was funded mainly through donations from the participating vendors, though the applications and commercial off-the-shelf devices devices were purchased by the county, said MissionCritical Communications. Among the devices used on the network were some 40 Apple (NASDAQ:AAPL) devices, including both iPhones and iPads. The LTE packet core, Unified Communications applications, IP routing/switching, and cybersecurity were provided by Cisco. Nokia Siemens provided the LTE radio access network, and Reality Mobile supplied the RealityVision mobile video and visual collaboration platform. Amdocs contributed subscriber and device data management and policy control with the Amdocs Home Subscriber Server and Amdocs Policy Controller (PCRF) solutions. Raytheon provided project management and systems engineering support. The STA is valid until Jan. 2013, and the St. Petersburg Police Department plans to use the network for testing over the next three months.
