After much prodding by California utilities, the Federal Energy Regulatory Commission on Thursday launched a formal investigation into accusations that investment bank JP Morgan presented the California Independent System Operator with misleading or incomplete information about the state's energy market. 1. Report: Mandatory markets not necessary for new generation

The American Public Power Association (APPA), National Rural Electric Cooperative Association (NRECA) and the New York Association of Public Power (NYAPP) have released the results of a study into the capacity market operated by the New York Independent System Operator (NYISO).

The study provides a comprehensive review of electricity generation built in New York between 2000 and 2012, and new generation construction planned through 2016.

The research found numerous drivers of new generation outside of the NYISO capacity market, including utility obligations to serve, reliability standards, renewable portfolio requirements and environmental regulations, concluding that the success of new generation has been achieved without a mandatory forward market such as PJM and ISO New England.

In contrast to the mandatory capacity markets, the NY ISO operates a voluntary capacity market that the study finds "provided a workable complement to the bilateral market, utility-owned supply, and NYSERDA and federal tax-supported renewable resources."

NYAPP calls the study "a welcome addition to the discussion in New York about whether to fundamentally change how utilities are able to meet the power supply needs of consumers."

2. EU smart meter activity to drive clean tech

Smart meter deployments across Europe are driving new technical and market innovations that will have far-reaching effects, according to Pike Research.

Most European countries see the clean technology market as one of the key areas for future growth and are making the case for smart meter deployments to create local jobs, Pike Research reveals.

Deployment of smart meters across Europe will remain steady with the most intensive activity between 2015 and 2019. By 2020, nearly 90 percent of installed electricity meters in Western Europe will be "smart".

"However, as European utilities move closer to large-scale rollouts, it is inevitable that there will be growing debates over the precise benefits of smart meters, the cost of deployments, and privacy and security issues," said Eric Woods, Pike's research director.

He added that, "The task facing governments, regulators, utilities, and suppliers is to demonstrate the advantages of smart metering to consumers, as well as their contribution to meeting energy-efficiency targets and improving energy security."

3. NW's largest solar plant 50% complete

Smart Energy Capital, BELECTRIC and Obsidian Finance are halfway to their goal of building the largest solar power plant in the Northwest.

The 5.7 MW "Outback Solar" PV project – made possible by a $5 million incentive from the Energy Trust of Oregon, along with tax credits from the Oregon Department of Energy – will be the first to utilize the Bonneville Power Administration's transmission system.

Outback is located in a high desert area that gets sun most of the year. The single-axis tracking ground mount solar array will utilize approximately 20,000 polycrystalline modules and is expected to produce approximately 10 million kWh of zero-emission electricity annually.

Once operational, Portland General Electric will purchase all of the output under a 25-year power purchase agreement.

4. EPRI, IAEA to promote nuclear safety

The Electric Power Research Institute (EPRI) and the International Atomic Energy Agency (IAEA) have entered into a three-year agreement with the goal of strengthening plant operations and promoting the safe launch of new nuclear generating stations.

"Continued interest in and growth of commercial nuclear power around the world highlights the importance of coordinated global engagement on issues related to safe, reliable nuclear plant operation and management," said Neil Wilmshurst, EPRI Vice President and Chief Nuclear Officer. "Our collaboration with IAEA will facilitate the transfer of knowledge and research results to a broader set of stakeholders, supporting operational and safety improvements across the global nuclear industry, particularly in countries new to nuclear power."

The partnership will facilitate joint workshops and training seminars, and the publication of joint reports and guidelines.

5. NY utilities standardize crew callout

New York has become the first state to standardize the automated callout software used by its electric utilities.

New York State Electric & Gas (NYSEG), Rochester Gas & Electric (RG&E), and Central Maine Power Company (CMP) have all implemented the ARCOS Suite to speed the crew callout process for gas and electric services, making ARCOS the callout system of record for all electric utilities in the State of New York and half of Maine.

Since its deployment, the software has been used for 11,574 callouts among the utilities and has reduced response time by more than 90 percent.
