The Editors of Nature Immunology said it best:
 

The goals of peer review are both lofty and mundane.
It is the responsibility of journals to administer an effective review
system… Referees are expected to identify flaws, suggest
improvements and assess novelty (providing citations of papers
that detract from the impact of the paper under review).  If the
manuscript is deemed important enough to be published in a
high visibility journal, referees ensure that it is internally
consistent, thereby ferreting out spurious conclusions or
clumsy frauds. (1)

In our ongoing effort to explore and understand global peer review processes and how peer-review comments are used both during and after a publishing decision is made, we invite you to take part in our survey investigating these issues. This survey also takes a closer look at previous submissions and how authors feel about declaring previous unsuccessful submissions and including peer reviewers’ comments when submitting a manuscript elsewhere. The survey will also explore views on the impact this has on perceptions of transparency of scientific research.
