OTT is largely misunderstood as either threat or opportunity


Jim Barthold, FierceIPTVThroughout their long history, pay TV service providers have justifiably incented an aura of distrust with customers who, while agreeing to pay to watch television, often feel abused by the companies delivering those channels to them.

Some of this distrust can be laid at the feet of a consumer electronics industry that has sought to capitalize on TV in general and pay TV in particular with their own revenue-sapping devices--at least as perceived by pay TV operators who, too often, overreacted to the threat.

CE guys selling "cable-ready" gear? Scramble all the channels and make subscribers rent a cable box, even though it negates the features those same subscribers purchased with their VCRs and TVs, including peripheries like picture-in-picture.

CE guys selling universal remotes? That's an easy one. Block the IR eye on the cable box and only open it up when subscribers agree to pay a monthly fee for a cable-provided "clicker."

The list goes on, but those are the two most egregious examples of a pay TV industry that just did not understand its subscriber base and, more importantly in talking and listening to the leaders of that industry, did not understand why subscribers lumped them with used car salesmen and journalists.

Today's challenge for pay TV providers is the so-called smart or connected TV and other devices that tap into the providers' broadband link and (shudder) let broadband subscribers actually look outside the pay TV lineup for video content. Called over-the-top or OTT, for the cognoscenti, this content, based on past experience, can engender the same knee-jerk overreaction of cable-ready TVs and universal remotes.

That overreaction might not happen this time, not because pay TV operators have become more sensitive to their subscribers but because they finally realize they're not the only game in town and, with the addition of telco and satellite competitors, someone will probably break ranks and accommodate the needs of the subscriber base.

Incognito Software, with, of course, its own business to promote, provided a new perspective on the threat versus opportunity that OTT presents for pay TV providers. The broadband provisioning software provider authorized a survey that showed that most pay TV operators at least publicly see OTT as an opportunity and not a threat and, an Incognito press release said, "recognize new business opportunities presented by OTT services."

There is, of course, a catch. These same respondents are, again according to a software company that provides a remedy, worried about managing bandwidth consumption.

"Of the providers who reported growth in bandwidth consumption, 75 percent attribute this increase to streaming video sites," Incognito reported in the press release, calling this data "consistent across operator size and geographic location."

For once, it seems, the pay TV guys actually have a point that should be reckoned into public opinion. Streaming video, especially for IPTV providers still stuck with copper wires and DSL, is a bandwidth hog. It's certainly attractive to subscribers--especially as hyped by CE companies eager to sell new televisions now that 3D has gone bust and UHD is still a pipe dream--but it's not always the easiest thing to accommodate unless you're Google Fiber (Nasdaq: GOOG) or one of the incumbents battling that ultra-high bandwidth service.

So maybe, just once, it would be fair to cut the pay TV guys--at least many IPTV providers--a little slack when it comes to OTT. They seem to have a justified worry about how OTT bandwidth consumption will affect their limited networks.

Of course that slack can only stay loose for so long. The availability of fiber and, certainly, the ITU's G.fast initiative to push respectable broadband speeds over existing copper pairs, will change that perception quickly. Still, OTT is not a cable-ready TV nor a universal remote and, to be fair, it's not for every IPTV operator.--Jim

1. AT&T invests $625M in Illinois for Project VIP upgrade


AT&T (NYSE: T) offered a look at where it's spending some of the multiple billions of dollars it has committed to its three-year Project VIP broadband infrastructure upgrade by announcing that it invested "nearly $625 million" in Illinois during the first six months of this year.

According to an AT&T press release, the investment was used in the deployment of advanced wired IP broadband connections (U-verse broadband and IPTV) for nearly 32,250 customer locations in the state as well as for new macro cell sites, small cells and distributed antenna systems (DAS) across the state of Illinois to expand and enhance its 4G LTE network.

In addition to the residential investments, the carrier said it deployed fiber optic connections to "thousands of Illinois businesses" in 125 multi-tenant office buildings across the state.

As usual, AT&T emphasized the mobile aspects of Project VIP, quoting AT&T Illinois President Paul La Schiazza as calling faster wireless connectivity "essential to both quality of life and competitiveness at work."

"No one understands that better than we do and no one is doing more than AT&T to mobilize a world that works for people in Illinois," La Schiazza said in the press release.

Not surprisingly, the investment and the upgrade drew praise from Illinois Gov. Pat Quinn who also emphasized the mobile portion as helping "to ensure that people across the state have greater access to the latest mobile services and applications."

2. Hawaiian Telcom doubles TV subscribers year-over-year


Hawaiian Telcom (Nasdaq: HCOM) more than doubled its TV subscriber base in the last year, according to second quarter earnings results. The telco now has 13,618 TV subscribers, compared with 6,354 in the year-ago quarter and a 16.7 percent increase over the 11,671 the carrier numbered in the first quarter.

The carrier also said that it has now enabled 100,000 video homes, 17,000 more than the year ago period.

Video service revenue was $2.9 million in the quarter, about $1 million more year-over-year. Hawaiian Telcom also said that video ARPU was up about 12 percent year-over-year.

"We successfully executed on our goal to expand the reach of our enhanced broadband network to 100,000 households on Oahu by the second anniversary of our commercial launch of Hawaiian Telcom TV," said Eric Yeaman, the carrier's president-CEO in an earnings release. "This buildout gives us a solid foundation for future revenue growth in our consumer channel, which is expected to increase as we continue to deliver Hawaii's best home entertainment experience to more neighborhoods and homes every week."

3. MTS, Bell Aliant post IPTV revenue and subscriber gains in second quarter


Canadian telcos Manitoba Telecom Services (MTS) and Bell Aliant continued to gain subscribers and revenue from their nascent IPTV businesses, according to second quarter earnings announced by both companies this week.

MTS reported IPTV revenue of $20.5 million, up 4.1 percent from $19.7 million in the first quarter, driven, the company said, "by an increase in new customers, Classic TV subscribers migrating to higher-ARPU Ultimate TV (IPTV) and a price increase (but) partly offset by an increase in subscribers on promotional pricing plans." The company topped the 100,000 subscriber mark with 100,291 Ultimate and Classic TV subscribers, financial data on the company's website revealed.

At the end of the quarter, MTS said, 82 percent of its IPTV subscriber base paid for the premium Ultimate TV IPTV service. IPTV ARPU also continued to climb, albeit by only 0.2 percent, from $66.74 during the corresponding period in 2012 to $64.90 by June 30, 2013.

Bell Aliant, meanwhile, added 13,300 new customers for its FibreOP IPTV service to hit 128,800 FibreOP IPTV customers at the end of the second quarter. A portion of these new subscribers were migrations from BA's FTTN TV service, but the company still charted 11,500 net IPTV customer additions in the quarter compared to the second quarter of 2012. The company still has 22,900 non-FibreOP IPTV customers to bring its total IPTV customer base to 148,700 subscribers.

Bell Aliant's IPTV revenue grew $12 million year-over-year as part of a revenue trend that "offset declines in local and long distance revenues," said Karen Sheriff, president and CEO during in an earnings release.

Sheriff credited the gains to the company's growing FTTH footprint which, she said, now passes 725,000 residents on the way to a target of 800,000 by year-end.

"Having the best technology for the future with the best TV and Internet service at a competitive price will provide the greatest value to customers in our FibreOP markets, she said. "Continuing to add FibreOP customers is the key to our future success and that continues to be our focus."

4. Eagle County, Colo. to get CenturyLink Prism TV service


Residents in the western half of Eagle County, Colo., will be among the first U.S. subscribers to get CenturyLink's (NYSE: CTL) Prism TV IPTV service after the county formally renews a franchise agreement with the telco.

The county will also be the smallest franchise area for the TV service, which has launched in markets like Phoenix, Omaha and Las Vegas.

"Since we already have a franchise here, this is an opportunity to do two things--upgrade it and test it in a rural market," said Abel Chavez, CenturyLink's director of state and local government affairs in a story in the Vail Daily newspaper. "In this case, a small mountain community is going to have something that Denver doesn't have yet and it's all going in our existing network; we're not adding to our footprint."

It's not as if everyone in the rural county will be getting it. CenturyLink's service covers the western half of the county, including the towns of Eagle and Gypsum while Comcast (Nasdaq: CMCSA) dominates the eastern half.

The upgraded service promises to offer more high definition channels over a fiber optic network, whole home digital video recording, and in-home iPad connectivity, Chavez said. CenturyLink is also promising faster search and navigation features, VOD and an interactive dashboard.

The service rollout/upgrade has been a while coming, but, after a meeting between county commissioners and phone company reps July 23, it's almost here.

"We've been working on this for five years," Alan Davis, CenturyLink's area operations manager said.

5. CEA claims only 7% of Americans rely on over-the-air TV, draws criticism from NAB


The Consumer Electronics Association (CEA) has raised the hackles of the National Association of Broadcasters (NAB) by issuing a report that said only 7 percent of U.S. TV households rely strictly on an antenna for their TV programming.

"The vast majority of Americans no longer rely on over-the-air TV signals," Gary Shapiro, longtime president and CEO of the CEA said in a press release. "Consumers have moved away in droves from traditional broadcast television thanks to a surge in programming alternatives available through wired and wireless broadband connections."

Shapiro then tossed a little salt in the broadcasters' wounds by crediting the U.S. Congress with being correct "when they authorized the FCC to hold voluntary broadcast spectrum incentive auctions to reallocate broadcast television spectrum to greater uses, like wireless broadband."

Those spectrum auctions, and the digital aftermath with which broadcasters now deal, have long been a sore spot for broadcasters who were clearly unhappy with the whole report and the inferences which flew off of it.

"CEA's findings strain the bounds of credulity, beginning with the fact that its alleged 'research' was conducted by CEA staff members rather than an independent firm," the NAB shot back in a statement attributed to NAB EVP of Communications Dennis Wharton.

NAB, Wharton said, was more inclined to believe a "recent independent study by Gfk" that determined 19.3 percent of homes rely exclusively on over-the-air television.

"We're confident that Gfk's research is far more credible than that of a trade association with a track record of anti-broadcasting bias," Wharton's comments continued.

The CEA study, "U.S. Household Television Usage Update," was completed last month. It polled 1,009 U.S. adults (as compared to 3,000 homes that participated in Gfk's study) and compared with a 2012 Nielsen study that found 9 percent of all U.S. TV households watch broadcast TV over-the-air only.

The survey also had something to say about potential cord cutters. While it showed that 83 percent of TV households get their TV through traditional pay TV services, that's five percentage points less than a survey conducted in 2010.

While hinting that this decline could come from connected devices, CEA also noted that 28 percent of TV households get programming on their TVs through the Internet and 4 percent use the Internet as the exclusive source of TV programming.
