1. Sprint's Hesse: A stronger No. 3 carrier would be better for the industry


Sprint (NYSE: S) CEO Dan Hesse said that, without a stronger No. 3 U.S. wireless carrier, Verizon Wireless (NYSE: VZ) and AT&T Mobility (NYSE: T) will continue to gobble up the lion's share of profit in the industry. However, he said that in any hypothetical merger between Sprint and No. 4 player T-Mobile US (NYSE:TMUS), Sprint would have to work hard to convince regulators to approve it.

In an interview Tuesday with Bloomberg TV, Hesse said that a lot of regulators have expressed skepticism about combining No. 3 Sprint with T-Mobile. "Theoretically, if such a transaction were to occur, we would have some convincing to do," he said. Regulators at the FCC and Department of Justice would need to approve such a merger.

Sprint executives met with banks last month to secure debt arrangements for the transaction, according to a recent Bloomberg report. The report, citing unnamed sources, said that Sprint CFO Joe Euteneuer and Treasurer Greg Block met with six banks to get financing in place for when Sprint decides to make a move on T-Mobile. Sprint is expected to make a formal bid in June or July, the report added. T-Mobile has a market capitalization of around $25.6 billion.

Hesse said the industry would be healthier with a stronger No. 3 player. "You'd have healthier competition with a stronger No. 3," he said. "I can't comment specifically on any speculation with respect to M&A, but I think a stronger No. 3 would be better for consumers."

The Sprint chief added: "A stronger No. 3 will get one and two to react more aggressively so everybody benefits. If you are smaller, the big two don't react as significantly or as aggressively."

During T-Mobile's first-quarter earnings conference call last week, held shortly after the release of the Bloomberg report, T-Mobile CEO John Legere reiterated that he is open to industry consolidation. "It's a matter of when, not if" such consolidation takes place, he said.

Legere said there are "multiple ways to play aggressively" and that T-Mobile has said consistently said that "one alternative" is to create a larger player with more scale. "Our scale, our growth, our momentum could benefit from a significant scaling of fixed assets," he said.

The earlier Bloomberg report said Sprint parent SoftBank and T-Mobile parent Deutsche Telekom, which controls around 67 percent of T-Mobile, are still debating who would run the combined company, with Legere seen as the leading candidate.

In the interview Tuesday, Hesse said he would be open to relinquishing control of a combined Sprint and T-Mobile.

Sprint and T-Mobile are at diverging points right now in terms of subscriber trends. Sprint lost 231,000 postpaid customers in the first quarter while T-Mobile gained 1.3 million. Hesse acknowledged in the interview that Sprint is still feeling the effects of replacing and upgrading its 3G CDMA network and adding in LTE as part of its Network Vision project, which Sprit expects to be substantially completed by mid-year. Sprint promised to reverse its subscriber losses in the second half of this year by posting positive net customer adds in the final six months of 2014.

Sprint is also hoping its Spark tri-band LTE service will set it apart from its competitors, though it will take time to roll that out. Some analysts and investors have grown frustrated with the slow pace of the Spark rollout, which started last fall. "It's never fast enough," Hesse said. "But no company has ever had to basically build something this large and complex."

Sprint's LTE network now covers more than 225 million people with LTE and remains on track to cover 250 million by mid-year. As for Spark, which uses 800 MHz, 1900 MHz and 2.5 GHz spectrum, the service is expected to cover 100 million people by year-end. Sprint Spark is now available in a total of 24 markets across the country.

Hesse said that by the end of 2015 Sprint will be able to deliver 150 Mbps of real-world speeds to smartphones. "When we're finished with it (Spark), it's just going to be a phenomenal network," he said.

2. T-Mobile: FCC auction rules that limit AT&T, Verizon will be a boon for competition


The lobbying fight is heating up over whether the FCC will approve rules that could limit how much spectrum Verizon Wireless (NYSE: VZ) and AT&T (NYSE: T) can bid on in next year's incentive auction of 600 MHz broadband spectrum. T-Mobile US (NYSE:TMUS) has fired the latest salvo, arguing that the FCC has the authority to issue such rules and that they will enhance competition, not lead to the failure of the auction.

The FCC is set to vote on rules for the incentive auction at its May 15 meeting. Verizon and AT&T have said in their recent filings to the commission that they are going to fight any rules that could restrict their bidding.

In its own filing to the FCC summarizing meetings its executives had last week with FCC officials, T-Mobile noted that Congress vested the FCC with authority to set auction rules and that it is "not required to allow every carrier to bid for every megahertz of a spectrum band that is made available for auction.'"

T-Mobile argued that "access to low-band spectrum and the economies of scale that greater access would enable represent two of the most pressing needs T-Mobile must satisfy if the company is to continue to play as disruptive a role in the market for the benefit of consumers as it has played over the last two years."

In discussing the proposed rules, T-Mobile wrote that "the prospect of having more demand than supply should come as welcome news to anyone concerned about generating sufficient auction revenues or generating large payments to broadcast licensees."  

"When demand exceeds supply, prices increase," T-Mobile wrote. "Preserving--and indeed expanding--the occasions when Verizon and AT&T must bid against one another for broadband spectrum, rather than contorting the rules to allow the two dominant carriers to divide the available resources evenly between them, may represent the single most meaningful thing the Commission can do to improve auction revenue, increase payments to broadcasters, and expand the amount of spectrum available for new wireless broadband services."

In the filing T-Mobile argued that more competitive bidding "not only increases revenue, but it will encourage AT&T and Verizon to increase overall bidding in order to clear more spectrum and avoid a lack of supply. This not only increases the amount paid to broadcasters, but increases the number of broadcasters that receive payment."

T-Mobile also wrote that arguments from AT&T that it needs 10x10 MHz blocks are without merit because two 5x5 MHz blocks that are combined via carrier aggregation produce the same peak data speeds for customers. T-Mobile also wrote that getting access to low-band spectrum will help smaller carriers cut down on roaming costs.

AT&T argued last week that "there is simply no basis" to give Sprint (NYSE: S) and T-Mobile special treatment in the auction, because they already control low-band spectrum. T-Mobile's 700 MHz A Block spectrum purchased from Verizon is a 5x5 MHz configuration covering 158 million POPs. Sprint controls 800 MHz spectrum and is now using that deploy LTE services to 150 million POPs by the end of this year.

Verizon made a similar argument last week, and told the FCC it would be "perverse and unjust" for the FCC to adopt auction rules that "subsidize some large multinational companies at the expense of their competitors."

The FCC 's proposed rules for the incentive auction would establish a market-based reserve of up to 30 MHz of spectrum for carriers that currently hold less than one-third of available low-band spectrum in a market. The FCC would then establish a still-undefined spectrum reserve "trigger point" to determine at what point the auction would split into "reserved" and "unreserved" bidding.

When that happens, the amount of "reserved" spectrum in each market will be established based on demand in that market by eligible bidders, but it will be no more than 30 MHz. If demand for the reserved spectrum is less than 30 MHz at that point, the remaining balance would be available on an unreserved basis.

Importantly, any carrier that holds more than one-third of available low-band spectrum in a market would be able to bid on all unreserved spectrum in that market, but would be ineligible to bid on any reserved spectrum, which is likely going to restrict Verizon and AT&T in many markets. The FCC also said that any provider that holds less than one-third of available low-band spectrum in a market would be able to bid on all unreserved spectrum in that market, and all reserved spectrum in that market.

Under the FCC's proposed rules, the agency will pay broadcasters to give up their spectrum, then the FCC will "repack" that spectrum so it can be auctioned to wireless carriers--broadcasters will share in the resulting auction revenues.

3. Sprint MVNO FreedomPop may partner with AT&T or T-Mobile


Sprint (NYSE: S) MVNO FreedomPop is considering a partnership with either AT&T Mobility (NYSE: T) and T-Mobile US (NYSE:TMUS), though the company has no firm timeline yet for striking a deal.

Partnering with another U.S. carrier is just one of many the MVNO hopes to make in the months ahead, a plan that includes international expansion. It also will come as FreedomPop is expanding its device lineup; the company just started selling a refurbished Apple (NASDAQ: AAPL) iPhone 5 for $349.

In an interview with FierceWireless, FreedomPop CEO Stephen Stokols said that the company wants to have a second U.S. carrier partner for "strategic reasons," mainly to partner with an operator that has traditionally used SIM cards. That would "open up a whole new avenue for us," Stokols said.

Stokols said FreedomPop wants to pair SIM-based devices with its OTT app, FreedomPop Free Voice and Text. The app will provide free calling and texting services, but will require customers to have some kind of data connection, either through Wi-Fi or cellular. He recently said that the app is intended to generate interest in FreedomPop's service among customers of other carriers, in the hope they may eventually switch over to FreedomPop.

Stokols was coy about whether FreedomPop will partner with AT&T or T-Mobile, but hinted that the company was in discussions with both firms. Without providing figures, he said the company's sales volumes are starting to get to the point where it can support two carriers. Stokols said it was possible that FreedomPop could strike the deal in the second half of 2014.

"AT&T has been traditionally slow to move to wholesale, but that's changing a bit," he said. "T-Mobile traditionally had a strong wholesale business. But they are becoming a little bit more retail-centric. They think they're the disrupter and 'uncarrier.'"

Stokols also revealed that FreedomPop is talking with international carriers about the SIM-plus-OTT app strategy. He said the aim is to get into multiple markets in Europe via a partnership with an operator like Orange or Vodafone. Such a deal might happen later this year, and Stokols said that international expansion is actually a higher priority for FreedomPop than getting a second U.S. carrier partner.

Stokols also said that by mid-year FreedomPop will start offering smartphones that work with Sprint's tri-band LTE Spark service. The goal is to get all of FreedomPop's Android phones off WiMAX and onto LTE. Other Sprint MVNOs, such as Ting, already offer Spark-capable devices.

Stokols said that within four to six weeks FreedomPop will offer Spark-capable smartphones, and will sell "higher-end devices and more popular" smartphones. He said FreedomPop still wants to make sure that it offers a $99 phone and an unsubsidized device for under $200.  He mentioned phones such as the Samsung Galaxy S4 as a possible addition to the lineup.   

With FreedomPop's phone plans, customers can get 200 voice minutes, 500 text messages and 500 MBs of data for free per month. Unlimited voice, text and data plans start at under $5 per month.

Sprint's LTE network now covers more than 225 million people with LTE and remains on track to cover 250 million by mid-year. Sprint Spark is now available in a total of 24 markets across the country.

Stokols said that Sprint's "network rollout has been a little bit slower than initially communicated to us" but that "the actual network itself, we're pretty happy with." He said in Sprint Spark markets, such as Los Angeles, his Spark-capable phone is receiving 80 Mbps downlink speeds.

As for other initiatives, Stokols said that FreedomPop is still interested in device sleeves that offer connectivity and work on FreedomPop's service. The company is moving away from plans to offer WiMAX sleeves and instead is working on an LTE-only sleeve for phones. That launch is probably about a year away.

4. ARM expects a $20 smartphone to hit the market in the next few months


A smartphone that sells for around $20 is likely going to hit the market within the next months, according to a presentation from chipset designer ARM Holdings. Such a device would herald the declining average selling price for smartphones many analysts have long predicted as smartphones become more ubiquitous around the world, especially in emerging markets.

According to AnandTech,  ARM predicted that a $20 phone, likely running Android and with a single-core Cortex A5-based chip will go on sale in the next few months. Other companies are already pushing in that direction. Mozilla, for instance, is partnering with Shanghai-based Spreadtrum to help drive down the costs of chipsets for smartphones and make the $25 price point a reality for phones running the Firefox OS. However, the obvious tradeoff is that phones at those price points do not have the specifications and processing capabilities of higher-end devices.

Overall, ARM believes smartphone prices will continue to drop and that by 2018 ARM expects more than 1 billion entry-level smartphones costing less than $150 on an unsubsidized basis to be shipped every year, around twice the current rate. Apple (NASDAQ: AAPL), Qualcomm (NASDAQ:QCOM), Broadcom, Nvidia and many others use ARM designs in their chipsets, and ARM would clearly benefit from falling smartphone costs and wider adoption.

The revolution in mobile processor design the last several years and increasing economies of scale have made producing smartphones a much cheaper proposition, driving down ASPs. AnandTech notes that a single-core Cortex A5 is a faster processor than the ARM11 in the original iPhone, which retailed for $599 in 2007.

Sales of smartphones at more mid-range prices are starting to take off as well. For example, the Moto G from Google's (NASDAQ: GOOG) soon to be sold Motorola unit was a winner for Motorola, which sold 6.5 million devices in the first quarter. The Moto G, which sports a 4.5-inch 720p screen, 1.2 GHz quad-core processor, Android 4.4 KitKat and a 5-megapixel camera, sells for $180 on an unsubsidized basis. Motorola has also recently announced that in London on May 13 it will unveil a new phone that is going to be "made to last" and "priced for all."

Research firms have been predicting that inexpensive smartphones will soon dominate the market.  ABI Research predicted in April 2013 that smartphones costing $250 or less before carrier subsidies will make up 46 percent of all global smartphone shipments by 2018, up from 28 percent in 2012.

5. Verizon's Shammo sees Wi-Fi, LTE as complementary; FCC's Rosenworcel says Wi-Fi deserves spectrum


Verizon Communications (NYSE: VZ) CFO Fran Shammo doesn't have any problem with the increasingly available wealth of Wi-Fi even if it cuts into the use of Verizon's increasingly available--and sometimes costly--4G LTE. That is, as long as Wi-Fi continues to do what it does best: offer a fixed wireless solution for handling data offload.

"They're complementary products," Shammo said during a presentation and Q&A at Jefferies Global Technology, Media and Telecom Conference in Miami. "We always get into the argument of whether we like Wi-Fi or we like LTE. We always tell our customers that when they're in their homes they should be running on their Wi-Fi network."

That's especially easy to tell customers who are part of Verizon's limited FiOS family and have access to high-speed fiber-fed broadband home networks. It's not quite as easy to tell the remainder of the customers who link into cable home networks and the increasing number of cable Wi-Fi hotspots throughout the country and who might start to see cable Wi-Fi as a mobile wireless replacement.

Cable's emphasis on building and lighting Wi-Fi hotspots has led to some speculation that the MSOs are planning a nationwide Wi-Fi network where subscribers can seamlessly roam from one operator's franchise to the next. Industry executives have been coy about why they're building this huge wireless network, maintaining, like Shammo, that Wi-Fi is "complementary" to mobile wireless.

Still, hints have been dropped, such as comments Comcast (NASDAQ: CMCSA) Chairman-CEO Brian Roberts made during a first quarter earnings call with analysts.

"Short-term, (Wi-Fi is) a big adder to broadband and longer term, including our MVNO potential and other wireless assets we have in the company, we're in a position to think about where wireless is going and how we can participate in a way to build value," Roberts said in answer to an analyst's question.

Roberts later backed off and said any discussion of a nationwide wireless network built on Wi-Fi were "premature."

They're also technically infeasible, Shammo said.

"Wi-Fi technology can't replace wireless; it's not a mobile technology but it is complementary," the Verizon CFO insisted. "If you're in your home you're going to run off Wi-Fi and not LTE."

Wi-Fi's strength, he continued, is its ability to offload heavy data traffic from Verizon's 4G networks.

"You can't build enough capacity to handle that so you need that Wi-Fi offload," Shammo said. But, "if you look at Wi-Fi growth and LTE growth they're both going in the same direction; they're complementary. We don't believe Wi-Fi is a replacement for wireless; it can't hand off. It's complementary, not replacement."

The telecommunications industry is not alone in defining Wi-Fi and what it means to American consumers. In an address at a conference, Moving Wi-Fi Forward at The Newseum, FCC Commissioner Jessica Rosenworcel outlined that agency's strategy for unlicensed spectrum and Wi-Fi, noting that it's first necessary to discard "the tired notion that we face a choice between licensed and unlicensed spectrum" because that argument "is a simplistic relic from the past that we should have long since retired--because good spectrum policy requires both."  

She also refuted that Wi-Fi's success takes spectrum from "others who wish to use the airwaves."

In particular, she said, it is necessary to recognize that some services demand access to 600 MHz band spectrum but technology is providing a way to more efficiently use the "white space" within that low band.

"Let's be creative," Rosenworcel urged, including considering expanded duplex gap, finding new locations for unlicensed microphones that operate in that spectrum and providing unlicensed opportunities in channel 37. "If we do this right, we can increase the value of licensed spectrum without diminishing the number of licenses we sell at auction."

The FCC is working on a "new game plan" for unlicensed spectrum that includes opportunities in high-band, mid-band, and low-band spectrum, she said, and unlicensed spectrum is "a powerful force in the economy.  More unlicensed spectrum means more Wi-Fi."

The long march to the availability text-to-911 is almost over, with Verizon Wireless (NYSE: VZ), AT&T Mobility (NYSE: T), Sprint (NYSE: S) and T-Mobile US (NYSE:TMUS) having committed to making the service available for customers by May 15. The carriers agreed to the text-to-911 mandate in December 2012. Text-to-911 is useful in situations where people feel unsafe or unable to call and speak to a 911 dispatcher. However, as CNET notes in a helpful explainer on the topic, not every jurisdiction will be supporting text-to-911 service on May 15, as it is up to local emergency call centers, or PSAPs (Public Safety Answering Points), to implement the technology. The FCC has a list of PSAPS that currently support text-to-911. However, the FCC has stressed that texting to 911 should be used as a last resort. In January, the FCC said it would consider a rule that would require all wireless carriers and providers of over-the-top messaging applications to provide text-to-911 service by the end of 2014.
