1. Verizon, Qualcomm and Ericsson partner on field trials of 3.5 GHz spectrum sharing


Verizon (NYSE: VZ) is joining chipmaker Qualcomm (NASDAQ:QCOM) and infrastructure vendor Ericsson (NASDAQ: ERIC) on field trials of spectrum-sharing technology in the 3550-3650 MHz band at multiple locations.

In an entry on Verizon's public policy blog, Patrick Welsh, director of Verizon federal government affairs, said the three companies filed applications with the FCC for the field trials, which will use the 3.5 GHz spectrum for a supplemental LTE downlink with Verizon's existing LTE network. This will "enable the addition of 3.5 GHZ capacity to an existing lower band coverage network," he explained.

Verizon has rolled out LTE nationwide using its 700 MHz band spectrum and is now adding capacity in many markets by implementing LTE on its AWS 1.7/2.1 GHz spectrum.

Welsh added the field trials will help Verizon understand the propagation characteristics of 3.5 GHz spectrum in a real-world environment.

The FCC intends to authorize new spectrum-sharing techniques to open up the 3.5 GHz band for wireless broadband services, small cells to increase network capacity and other licensed and unlicensed uses, creating what it calls a Citizens Broadband Radio Service (CBRS). The commission is still soliciting public input on its plan for 3550-3650 MHz spectrum. The agency is also pondering extending CBRS spectrum upward to 3700 MHz, providing a total of 150 MHz of spectrum for the service.

The regulators intend to create a three-tier licensing scheme for CBRS, but several industry players have advocated a two-tier model called authorized shared access (ASA), which is akin to Europe's version, licensed shared access (LSA).

Welsh said Verizon, Qualcomm and Ericsson also will collaborate with Ericsson subsidiary iconectiv later this month on lab tests of ASA/LSA technologies at Ericsson's facilities in Plano, Texas. Iconectiv, the brand name for Telcordia Technologies, is one of the FCC's authorized database administrators for TV White Space spectrum, which also relies upon spectrum sharing to open up vacant TV broadcast channels for wireless broadband use.

Via the Texas lab tests, the companies intend to prove that spectrum sharing using ASA/LSA technologies "can complement Verizon's LTE network while protecting government operations from harmful interference," according to Welsh.

He emphasized that Verizon's interest in spectrum sharing does not mean the operator has abandoned its support for auctioning spectrum for exclusive use when feasible. He said Verizon backs new approaches such as spectrum sharing between commercial and government users in instances when government operations cannot be moved to new frequencies because alternative spectrum is unavailable or costs are prohibitively expensive.

2. Alcatel-Lucent's outsourcing of 2G, 3G R&D unlikely to rock the boat


Alcatel-Lucent's (NYSE: ALU) move to outsource research, development and maintenance activities related to 2G and 3G technologies should not be a big deal to most of its customers, as long as the outsourcing scheme still results in solid products, according to industry analyst Peter Jarich of Current Analysis.

India-based HCL will take over Alcatel-Lucent's 2G and 3G efforts, including technical support services and associated design, development and testing operations. Alcatel-Lucent did not publicly announce the move, which was reported by Telecom Paper, citing an article in France's Les Echos.

The infrastructure vendor reportedly began outsourcing much of its 2G and 3G activities to India starting two years ago, when some French employees left the company or were reassigned to new R&D efforts, such as those focused on LTE.

The 2G and 3G outsourcing move is part of Alcatel-Lucent's Shift Plan, unveiled by CEO Michel Combes during June 2013, which aims to help the vendor achieve profitable growth and much-needed liquidity. At the time, the vendor said quite clearly that it would emphasize several core areas in IP networking. In wireless, the company planned to target LTE and small cells and move away from investing in legacy technologies, a clear reference to 2G and 3G.

In an entry on the Current Analysis Network Matter blog, Jarich, the research firm's vice president of consumer and infrastructure services, wrote that Alcatel-Lucent's outsourcing effort could provide a boon to Alcatel-Lucent's competitors, which will likely argue that "this is a sign of weakness and will impact Alcatel-Lucent's customers negatively."

Yet Jarich said the customer impact should actually be negligible, particularly since vendors routinely outsource R&D and product development to outside parties, especially when it comes to mature technologies that are "not strategic or are in end-of-life phases."

However, he also cautioned that "just because 2G and 3G are relatively mature, it does not mean they are dead." Therefore, Alcatel-Lucent's customers should tabs on how well HCL keeps up with continuing evolutions in the technologies.

Further, he indicated that with Alcatel-Lucent making a big push into small cells, including 3G small cells, it behooves the vendor to ensure that HCL's R&D keeps its 3G small cells technologically competitive.

3. FCC, NTIA eye creation of model city for dynamic spectrum-sharing tests


The FCC and the National Telecommunications and Information Administration (NTIA) are jointly soliciting comments regarding plans to set up a public-private partnership aimed at creating an urban test city where dynamic spectrum sharing could be demonstrated and evaluated.

The plan's genesis is found in the July 2012 report from the President's Council of Advisors on Science and Technology (PCAST), which advocated spectrum sharing as a mainline approach to spectrum management. The PCAST report also recommended formation of an urban test bed within a major U.S. city to address spectrum sharing.

NTIA and the FCC said the test city could include "large-scale sustainable facilities for systems-level testing in real-world environments across multiple frequency bands, including public safety and selected federal bands."

The agencies plan to promote this model city concept in conjunction with the Center for Advanced Communications, recently established by NTIA, the National Institute of Standards and Technology (NIST) and the FCC's existing experimental licensing program. The center was set up last year.

Spectrum sharing is seen as key to opening up a number of bands occupied by incumbent government users and others--including the 3.5 GHz band and parts of the 5 GHz band--for commercial broadband services in the United States. Other world regions are also eyeing spectrum sharing to open up various swaths of spectrum for commercial use.

Comments on the model city concept will be due from the public 45 days after the announcement's publication in the Federal Register.

4. Wi-Fi's 802.11ax standard could deliver gigabit speeds to devices


Researchers are busily working on 802.11ax, a follow-on technology for 802.11ac Wi-Fi that uses MIMO-OFDA signaling to deliver faster, even gigabit-speed, connections to individual devices rather than simply improving overall network capacity. But 802.11ax will not hit the shelves for a few years, given that 2019 is the target date for a ratified 802.11ax standard.

The board of IEEE officially approved the 802.11ax task group in March, and operators, chip vendors, OEMs and universities are wholeheartedly pursuing the effort, with a primary goal being a four-fold improvement in data speed to devices used in dense deployment scenarios.

At the Johannesberg Summit, held during May in South Africa, Stephen Rayment, Ericsson's (NASDAQ: ERIC) head of technology for Wi-Fi products (and former CTO of Belair Networks, which Ericsson acquired), said 802.11ax will also maintain or improve power efficiency plus maintain backward compatibility and coexistence. Outdoor operation will be limited to stationary and pedestrian speeds.

Though the focus for 802.11ax deployment is the existing 2.4 GHz and the 5 GHz unlicensed bands, additional bands between 1 GHz and 6 GHz may be added as they become available.

The 802.11ax standard should be complete in July 2018. However, ratification of the standard is not expected before March 2019, Greg Ennis, the Wi-Fi Alliance's vice president of technology, told PCWorld. Nonetheless, Ennis predicts that products based on a draft of the standard will likely reach the market as early as 2016, as happened with draft 802.11n and draft 802.11ac products as well.

A key change in 802.11ax will be the use of MIMO-OFDA, which combines multiple antennas (the MIMO, multiple in-multiple out, part) with orthogonal frequency division multiple access (which is abbreviated OFDMA or OFDA). OFDA is based on existing OFDM schemes, which encode data on multiple subcarrier frequencies. OFDM is already used in LTE and earlier Wi-Fi standards. But OFDA adds a new twist, the multiple-access component, meaning subsets are assigned within those subcarrier frequencies to essentially create a bigger pipe delivering data to individual devices.

Huawei's Osama Aboul Magd is chairing the IEEE 802.11ax WLAN standard task group, and the Chinese vendor has already staked out an 802.11ax beachhead, saying recently it achieved 10.53 Gbps data speed using Wi-Fi in the 5 GHz band during lab trials. Of course, that speed would not necessarily be delivered to an individual smartphone or tablet, but it does set the stage for possible gigabit speeds direct to devices.

While work is just getting started on 802.11ax, other new Wi-Fi certifications and standards should be arriving sooner rather than later.

The Wi-Fi Alliance, which certifies Wi-Fi products that have shown proven interoperability and industry-standard security protections, expects to initiate its certification program for 802.11ad WiGig products next year.

Meanwhile, IEEE expects to wrap up standardization work on the 900 MHz 802.11ah standard in January 2016. 802.11ah will compete with other technologies for in-building and home automation such as Zigbee and Z-Wave and could become a crucial piece in the Internet of Things jigsaw puzzle.

5. FCC approves $2B E-Rate changes aimed at improving broadband and Wi-Fi for schools, libraries


The FCC voted to move forward on a proposal that is intended to modernize the subsidy program that supports Internet access for public schools and libraries, commonly known as E-Rate. The changes will drive $2 billion toward the effort, including funding for Wi-Fi in schools. The agency also established a budget for rural broadband experiments.

The FCC voted 3-2 along party lines to approve the E-Rate changes.

"We're at a watershed moment," FCC Chairman Tom Wheeler said during the vote, according to Bloomberg. "Because of what we do today 10 million kids will be connected next year who otherwise wouldn't. That's a good day's work."

Some had opposed the move over worries it would lead to increases in phone bills for U.S. consumers, and that it wasn't an effective use of funds.

In a June blog post, Wheeler cited the need for reform to meet the new "realities of the Internet" that include tablets and other personal devices connected to broadband via Wi-Fi.

Wheeler's E-Rate proposal is part of a multi-year transition of E-Rate funding that will, he wrote, move away from dial-up services and address the need for "broadband to every classroom" by simplifying the application process for schools and libraries.

"The simple fact of the matter is that the free market has failed to provide basic broadband connectivity to more than 15 million Americans," Wheeler wrote in the June blog. "We cannot leave rural America behind."

Separately, the agency voted to fund experiments geared toward improving connectivity in rural America as part of the Connect America Fund. The agency is providing up to $100 million to fund experiments aimed at improving rural broadband speeds and lowering costs.

"A key goal of the experiments is to test this competitive bidding process before it is used to allocate funds more broadly from the Connect America Fund, anticipated to occur later in 2015," the FCC noted.

SPOTLIGHT ON... Apple refutes China TV report about iOS7 'frequent locations' feature

Apple (NASDAQ: AAPL) refuted a report from China's state broadcaster that described the iPhone as a "national security concern" because of a location-determination feature that it said records the time and location of a user's movements. According to The Wall Street Journal, researchers quoted in China Central Television's report said such data could provide people with knowledge of China's economic situation or "even state secrets."

In a statement, Apple said it neither tracks users nor shares their locations with third parties. It said the "frequent locations" feature included in iOS7 at the device level was created to help users "quickly and reliably determine their current locations for specific activities such as shopping, travel, finding the nearest restaurant or calculating the amount of time it takes them to get to work."

The feature uses pre-stored Wi-Fi hotspot and cell tower location data combined with information about which hotspots and cell towers are currently being received by the iPhone. "It's important to point out that during this collection process, an Apple device does not transmit any data that is uniquely associated with the device or the customer," Apple said. It added that iPhone users can enable or disable location services on their device.
