The Centers for Medicare and Medicaid Services CMSs internal controls did not effectively ensure the accuracy of nearly in aggregate financial assistance payments made to insurance companies under the Affordable Care Act during the first four months that these payments were madethe OIG said CMSs system of internal controls could not ensure that CMS made correct financial assistance payments they said The OIG reviewed subsidies paid to insurance companies between January and April The audit found that CMS did not have a process to prevent or detect any possible substantial errors in subsidy payments

The OIG said the agency did not have a system to ensure that financial assistance payments were made on behalf of confirmed enrollees and in the correct amounts In addition CMS relied too heavily on data from health insurance companies and had no system for statebased exchanges to submit enrollee eligibility data for financial assistance payments Controversial MIT economist Jonathan Gruber reportedly played key role in law MIT economist Jonathan Gruber who claimed the authors of ObamaCare took advantage of what he called the stupidity of the American voter played a much bigger role in the laws drafting than previously acknowledged according to a published report TheWall Street Journal citing pages of emails sent by Gruber between January and March reported Sunday that Gruber was frequently consulted by staffers and advisers for both the White House and the Department of Health and Human Services HHS about the Affordable Care Act Among the topics that Gruber discusses in the emails are media interviews consultations with lawmakers and even how to publicly describe his role

In the past few days weve witnessed something we never thought possible The biggest players in health insurance arecontemplating mergersthat are nothing short of gargantuan If they come to pass they willcreate shifts in market dynamicsthe likes of which Americas health care system has never seen and the effects on its many stakeholders could be catastrophic There are many factors behind these possible mergers two of which are putting the system on life support In the three years since the Affordable Care Act ObamaCare went into effect health insurance companies have been required by law to provide coverage to everyone including people with preexisting conditions and chronic illnesses Now that theyve figured out just how much that costs theyre seeking permission from the states to raise premiums to cover their losses But theres no guarantee that the commissioners in various states will accept those requests

Iran parliament votes to limit inspections vital to nuclear deal with line looming Irans parliament voted Sunday to oppose the inspections of government military sites as part of a pending multination agreement to curb the country nuclear program potentially complicating a final deal ahead of a June line A State Department official told Fox News that the agency has seen reports about the parliaments preliminary legislative steps to make its voice heard about the nuclear talks and any final deal

But any of these mergers would just add to those that have already been taking place in the health care industry the consolidations of providers and hospitals into exclusive networks that have limited the options available to subscribers In some ways whats happening in the insurance industry mirrors what happened in the airline industry The major airlines consolidated resulting in less competition and fewer choices for travelers Air travel has now become a suboptimal service and people have to put up with it because there are no alternatives The same thing could happen to health care When the major players consolidate in an effort to stay afloat the trickle down goes straight to the patient Theyll have fewer options for coverage fewer doctors in network and fewer participating hospitals Its a loseloselose situation Economics tells us that when you raise taxes on the rich they dont end up paying more taxes They find ways to game the system This is exactly whats happening in the health insurance industry The big players arent going to take on losses Theyll find ways to game the system and remain sustainable Providing health care to everyone has created unintended consequences that need to stop before two critical constituents consumers and the people who take care of them end up getting
