  The U.S. Department of State is currently accepting applications for a Capacity Building Maritime Program Advisor located in Guayaquil, Ecuador.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is under the Under Secretary for Democracy and Human Rights and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.

The purpose of this Personal Services Contract is to fill the position of Capacity Building Maritime Program Advisor. The CBMPA will have a key role in supporting the implementation of the United States Government (USG) and the Government of Ecuador (GOE) bilateral agreement as defined in the 2002 Letter of Agreement and 2019 Amended Letter of Agreement. The CBMPA will provide strategic advice and support to the INL Director, other INL colleagues, and representatives of law enforcement agencies at the Embassy on maritime, riverine, and port security issues and programs. In 2020, the U.S. Coast Guard identified significant challenges facing the Ecuadorian Coast Guard (ECG) and underscored the need to expand the range of the Ecuadorian current fleet of vessels.

This is a non-status, non-permanent Personal Services Contract position. You do not acquire a competitive or excepted service status from this position.
