President Jair Bolsonaro's defeat in Brazil presents a real chance to reverse Amazon deforestation, Axios Generate co-author Andrew Freedman reports.

Why it matters: Deforestation has surged by 72% during Bolsonaro's time in office.

  • Deforestation plummeted 43.7% and 52.3%, respectively, during the first two presidential terms of Luiz Inácio Lula da Silva, who beat Bolsonaro in Sunday's runoff.

2. Plunged into darkness

Russian missile attacks have plunged Kyiv into darkness, Axios' Ivana Saric reports.

  • 80% of consumers in the capital lacked water and 350,000 homes were without electricity, Kyiv Mayor Vitali Klitschko wrote in a Telegram post earlier today.

Strikes also targeted the cities of Kharkiv and Zaporizhzhia, AP reported.

Zoom out: Ukraine's energy system has suffered more attacks since the Russian escalation began on Oct. 10 than in the previous eight months of the war.

  • The attacks threaten to leave many Ukrainians without electricity, water and heat as winter rapidly approaches.

  1. The Supreme Court heard arguments today over affirmative action in higher education. The court has sent just about every conceivable signal that it's likely to put a stop to this type of policy, Axios' Sam Baker reports.
  2. President Biden will push for new taxes on oil companies if the industry doesn't take more action to lower fuel prices and boost domestic output, Axios Generate co-author Ben Geman reports.
  3. The man accused of attacking Paul Pelosi was charged Monday with assault and attempted kidnapping, among other charges, the Justice Department said. Go deeper.
  4. Indian police arrested nine people today as part of their investigation into the collapse of a footbridge in the city of Morbi in Gujarat on Sunday that killed at least 134, according to Reuters.
