Kemi Badenoch and Mel Stride, the shadow chancellor, will hold a press conference at 11.30am to condemn the increase in employers' national insurance contributions.
The government will trumpet a rise in the national minimum wage (but that worries business).
The Tories will also be on the attack over "two-tier Tuesday" as new sentencing guidelines advising judges to take account of racial, cultural and religious backgrounds take effect. Ministers are rushing through legislation to overturn the Sentencing Council's decision.
Keir Starmer will chair the cabinet's weekly session. The Commons will sit at 11.30am, starting with questions on foreign affairs.
A hearing of the work and pensions select committee in Manchester will hear from local mayor Andy Burnham on Jobcentre reform at 9am.
Rachel Reeves's spring statement will be analysed by the Treasury Committee. It will hear from Richard Hughes, chair of the Office for Budget Responsibility, at 10am, and from experts including from the Institute for Fiscal Studies and Resolution Foundation at 2.05pm.
