On December 11, 2025, President Trump launched an artificial intelligence (AI) initiative so significant, it's being compared to the Manhattan Project.

That's the top-secret U.S. government program during World War II that built the world's first atomic bomb.

This new federal effort is titled "Ensuring a National Policy Framework for Artificial Intelligence." And it's designed to supercharge American AI research and development.

The moment I read President Trump's executive order, I put my research team to work.

And when they drilled down into the numbers, you'll see exactly why I had to hold a special briefing last month…

Today, AI data centers account for 4% of total U.S. electrical consumption. This figure is expected to swell 133% by 2030.

To meet this demand, McKinsey estimates companies will invest almost $7 trillion in data center infrastructure by 2030.

Friends, that's nearly the combined GDP of Germany and France.

It's important to understand this: AI demand is so high right now, it's breaking the national power grid.

The numbers don't lie…

Engineering and construction firms such as MasTec, Quanta Services, and Parsons have hit their largest backlogs in years as the AI buildout grows.
Power grids are strained to the edge. PJM Interconnection – the largest grid operator in North America, spanning 13 states – predicts capacity shortages could affect the grid as soon as 2026. That's due to rising AI data center usage. And if data centers add strain to the grid, energy bills could rise by $70 per month for the average family.
Nuclear reactor projects are restarting after decades of being idle. In 2024, Microsoft inked a 20-year deal with Constellation Energy to bring the Three Mile Island power plant back online. Three Mile Island is known for one of the worst nuclear disasters on U.S. soil nearly five decades ago. Meta also signed a 20-year power purchase agreement with Constellation for clean nuclear energy.

So, it's no surprise that leading industry publisher, Construction Dive, found the backlog for data-center construction stretches 12 months.

That's massive. And it's one of the clearest signs a new multiyear wealth cycle is forming… Not in Big Tech, but in the companies powering the AI wave.

As the number of data centers skyrockets, it'll create the largest capital-expenditure boom since the interstate highway era. That will require massive upgrades across transmission, generation, and energy infrastructure.

Some estimates forecast AI hyperscalers like Amazon, Microsoft, Alphabet, and Meta will spend up to $5 trillion combined over the coming years.

They have to, if they want to win the race to build data centers and other critical infrastructure.

That's why the AI initiative I highlighted in my briefing is so significant. We haven't seen this many of the world's smartest minds come together around a single mission since the Manhattan Project.

And while Wall Street and mainstream investors continue to focus on those AI darlings, one of the key themes I've been focusing on is "picks and shovels" companies. These are the companies hired to build the physical infrastructure for the popular AI companies to function.

In my strategy briefing, I predicted the "picks and shovels" companies would eventually get a huge lift from the government.

I was right. I just didn't expect it to happen this fast.

The Phase Two Floodgates Have Opened

Earlier this week, a small group of these "picks and shovels" AI plays got a multibillion-dollar boost from the government.

On Monday, the Trump administration announced a $2.7 billion investment into domestic uranium enrichment. This capital is being deployed to build a secure U.S. nuclear supply chain and relieve strain on our national power grid.

This has caused one of my "picks and shovels" plays to be up as much as 26%. But that's just the beginning. My research suggests this one could rise another 16x from here.

This is just the latest proof that confirms my thesis: We're entering Phase Two of the AI boom… but it's happening much faster than even I believed it would.
