After photos were published, his staff said they didn't like the way he looked and decided to shut out some photographers. Staff bolted the plaque just inside an entrance on the west front of the building at 4 a.m. Saturday. But there's a problem: The location of the plaque is not on the public tour route at the Capitol. Two officers allege the plaque's placement is part of an unlawful effort to hide it.
