What Happened? |
The Interior Department has approved temporary reductions to Colorado River water deliveries for Arizona, California and Nevada in 2027 and 2028. Interior Secretary Doug Burgum signed the operating guidelines on August 21st as the river system confronts historically low runoff, depleted reservoirs and a 26-year drought. The winter of 2025–2026 also produced the lowest snowpack ever recorded in the basin. |
Together, the three Lower Basin states will receive 1.25 million fewer acre-feet of water each year. Arizona will absorb the largest reduction at 760,000 acre-feet, followed by California at 440,000 and Nevada at 50,000. Overall, deliveries to the Lower Basin will fall by 21% during the two-year period. |
The reductions were expected because the three states proposed a temporary agreement in May as conditions continued to deteriorate. Federal officials said the plan should maintain reliable operations while preserving flexibility for voluntary conservation and future negotiations. Lake Mead and Lake Powell have reached their lowest combined levels since Lake Powell began filling in the 1960s, igniting calls for a longer-term regional solution. |

The Colorado River irrigates millions of acres that produce vegetables, fruits, and other crops sold across the nation. Any time there is a shortage, it not only threatens agriculture in the region but also the overall economic security of the American West. Smaller water allocations may subsequently force farmers to leave fields unplanted, effectively reducing production, placing even more strain on food supplies and prices. |
Both Lake Mead and Lake Powell also support hydroelectric facilities that provide power across several Western states. Continued declines could reduce generation at a time when growing cities and extreme summer heat are increasing electricity demand. Utilities may have to replace the lost power with more expensive sources, raising costs even further for households and businesses alike. |
The reductions are exposing how little room remains for delaying a permanent agreement among the seven basin states. Arizona, Nevada and California accepted temporary cuts, but future reductions could be much larger. Without infrastructure upgrades, conservation, and a durable allocation plan, water uncertainty could restrict housing construction, industrial investment, and population growth in some of America’s fastest-growing metropolitan areas. |
How It Affects You |
Many residents are already living under conservation rules, so the 2027 cuts will not introduce every restriction. Southern Nevada already enforces seasonal watering schedules, limits new pools to 600 square feet, and will prohibit the use of Colorado River water to irrigate nonfunctional grass beginning in 2027. Phoenix remains under Stage 1 of its drought plan, which emphasizes education, conservation programs and existing water-use enforcement. |
How each state distributes its reduced allocation is still to be determined. Arizona must determine which users will absorb its 760,000-acre-foot cut, although agriculture has historically carried the burden during shortages. While Phoenix officials say the framework does not immediately change customer service, the city could move to a Stage 2 warning by the end of 2026. Residents should therefore expect existing programs to become more aggressive. |
