Does the Rockefeller-Hutchison Bill Endanger Free and Open Access to White Spaces Spectrum?

Dear Colleague,

On June 8th, the commerce committee overwhelmingly approved the Rockefeller-Hutchison bill, moving it one step closer to becoming law. The bill, called the Public Safety Spectrum and Wireless Innovation Act, awaits approval in the Senate.

This bill, while intended to enhance competition and resolve capacity issues for wireless network operators, may actually do just the opposite while endangering the potential of white spaces utilization in the process.

Pass or Fail, What are the Bill’s Ramifications for Carriers?

Will this bill further the interests of large carriers? What alternatives can be found to enhance competition while reducing “spectrum exhaustion"?
