1. Report: T-Mobile's HSPA+ almost as fast as AT&T's LTE

Among the six largest U.S. carriers, Verizon Wireless (NYSE:VZ) remains the carrier providing the fastest--and most consistently speedy--mobile data network, thanks in large part to its extensive LTE network, according to a new report from wireless testing company RootMetrics.

To obtain its findings, RootMetrics said it visited 75 markets, tested coverage across nearly 100,000 miles within those cities, and performed almost 500,000 drive and indoor data tests using off-the-shelf smartphones. The company tested whatever network was available from the carriers (LTE, CDMA or HSPA) and averaged the results.

The report found that Verizon's data network (combined LTE and CDMA EV-DO) on average supported downlink speeds of 13 Mbps and uplink speeds of 7 Mbps. AT&T Mobility's (NYSE:T) network (HSPA+21 and LTE) produced average downlink speeds of 7 Mbps, while T-Mobile USA's HSPA+ 42 network helped it keep pace with AT&T, producing average downlink speeds of a little more than 5 Mbps.

Sprint Nextel's (NYSE:S) CDMA network and MetroPCS' (NYSE:PCS) combined CDMA and LTE network both produced average downlink speeds of around 2 Mbps. However, the report didn't include Sprint's nascent LTE network, which it launched in July. Sprint says its LTE network produces average downlink speeds of 6-8 Mbps. Cricket provider Leap Wireless (NASDAQ:LEAP) scored the lowest in average downlink speeds, recording 0.6 Mbps, and also placed last in average upload speeds, offering a speed of only 0.4 Mbps. 

Many factors contribute to real-world network speeds, including traffic on a particular cell site and the user's distance from the site. But perhaps the most important factor is the amount of spectrum a carrier devotes to its network. For example, Verizon's 700 MHz LTE network sports a 10x10 MHz configuration nationwide.

RootMetrics also looked at the consistency of carriers' data speeds. The firm said Verizon's network supported speeds of 5 Mbps or higher 77.4 percent of the time (including 15 Mbps or higher 37.9 percent of the time). AT&T supported speeds above 5 Mbps 48.1 percent of the time; T-Mobile hit that mark 46.7 percent of the time, and Sprint produced speeds of 5 Mbps or greater 17.3 percent of the time. The Sprint speeds that measured above the 5 Mbps threshold came from Clearwire's (NASDAQ:CLWR) mobile WiMAX network, which Sprint resells. 

Interestingly, AT&T produced speeds of 15 Mbps or greater 13 percent of the time, while T-Mobile did so 6.2 percent of the time.

"Beyond Verizon, things get more interesting, especially given T-Mobile's strong performance without the availability of LTE," RootMetrics' Patrick Linder wrote in a company blog post. "Their HSPA+42 network proved a major story of our first-half testing. Though AT&T edged ahead of T-Mobile, the distance between the carriers was small. In fact, despite AT&T's rollout of LTE, they were often closer to T-Mobile than to Verizon."

AT&T's LTE network covers more than 75 million POPs, and the carrier plans to expand that to 150 million POPs by year-end. T-Mobile's HSPA+42 network covers 184 million POPs, and the carrier is planning to deploy LTE on its 1700 MHz AWS spectrum next year. Verizon's LTE network currently covers 75 percent of the U.S. population, around 235 million POPs, and the carrier plans to hit 260 million POPs by year-end. Sprint Nextel just deployed its LTE network in July but plans to cover 123 million POPs by the end of the year. 

However, the carriers' speedy networks may not matter to many consumers, according to new data from ABI Research and cited by TownHall Research. According to ABI Research, during the first quarter of 2012 only 5.6 percent of U.S. subscribers were on a 4G network. For all of 2011, ABI found that 2G networks carried 22 percent of users' data traffic while 4G networks carried only 4.2 percent. ABI forecasts that 2G networks will continue to carry more data traffic than 4G networks until 2014--the firm said 4G networks won't carry a majority of users' data traffic until 2017.

This lag is largely due to the market's relatively slow transition to LTE. Sprint recently switched on its LTE network, and T-Mobile doesn't plan to do so until next year. And after turning on their LTE networks, carriers must then convince users to purchase devices that support those new networks.

RootMetrics' survey is notable in light of new plans by the FCC to test and record the real-world speeds of wireless carriers' mobile data networks, much in the same way the FCC has already tested the nation's wired networks.

2. Apple's iPhone 5 could be boon to carriers, U.S. GDP

Apple's (NASDAQ:AAPL) expected introduction of its next iPhone on Wednesday has analysts and industry observers buzzing over what impact the new device will have on carriers, the smartphone market and even U.S. economic growth.

For carriers, the conventional wisdom has been that they suffer financially when a new iPhone is introduced due to the higher subsidy costs they pay to Apple when customers upgrade their smartphones. For example, AT&T Mobility (NYSE:T) saw its wireless service margin plunge by a third to 29 percent in the fourth quarter of 2011 after the introduction of the iPhone 4S.

However, that dynamic may be changing, in part because of the changes carriers have made to their handset upgrade policies. Specifically, in April 2011 AT&T increased its smartphone early upgrade fee by $50. Then, in February 2012, AT&T doubled its one-time upgrade fee for customers who were due for an upgrade to $36, following Sprint Nextel (NYSE:S), which did so in 2011. And in April 2012, Verizon Wireless (NYSE:VZ) started charging a $30 upgrade fee.

Additionally, the next iPhone is expected to have LTE connectivity, which could benefit AT&T and Verizon as they push customers to tiered data plans and their new shared data plans. Carriers are banking on higher usage of data services--especially streaming video on the new iPhone's larger screen--to increase revenue. Sprint still offers unlimited smartphone data plans.

Verizon has said that customers who were grandfathered into its unlimited data plans and want to upgrade to a new smartphone at a subsidized price will need to pick one of its Share Everything shared data plans. And AT&T has said customers who want to use Apple's FaceTime video chat feature over cellular data networks will need to sign up for one of its Mobile Share plans.

Meanwhile, analysts are debating how many iPhone 5s Apple will sell. "Until they do something really unimpressive, which I don't see happening this time around, Apple has a serious hit on its hands," IDC analyst Ramon Llamas told Bloomberg.

Some analysts are predicting a blowout of iPhone sales. "We believe that if the 21st is the actual ship date, Apple could sell 6 million to 10 million iPhone 5s in the final week of September barring supply issues," Piper Jaffray analyst Gene Munster wrote in a research note last week, according to AllThingsD, which noted that Apple sold 1.7 million iPhone 4s during that gadget's first weekend of sales and 4 million units of the iPhone 4S during that device's first weekend of sales.

Others are more skeptical. NPD Group analyst Stephen Baker wrote that Apple's iPhone 5 sales in the United States could be dampened by a number of factors, including a maturing market, the need to actively steal market share from other platforms as well as carrier dynamics.

"Last year's iPhone 4S launch could still take advantage of selling into what remained of the huge untapped base of potential subscribers at Verizon and Sprint who were not available to them previously," Baker wrote in a NPD blog post. "This year's introduction faces the specter of a much smaller base of previously unavailable consumers, based on their carrier preferences. None of this should of course be construed that Apple can't, or won't, have an extremely successful launch in the U.S. when the iPhone 5 comes to market. It merely points out that as the market matures the challenges of growing faster than the industry multiplies."

Finally, one analyst estimates that the new iPhone could boost U.S. GDP by 0.5 percent in the fourth quarter of 2012. J.P. Morgan economist Michael Feroli wrote in a research note that if Apple sells 8 million iPhone 5s in the fourth quarter of 2012 at $600 per unit, that could add $3.2 billion to the U.S. economy. According to Reuters, Feroli said the estimate of between a quarter to a half point of annualized GDP "seems fairly large, and for that reason should be treated skeptically." But, he said, "we think the recent evidence is consistent with this projection."

3. Nokia Siemens CEO Suri confirms desire to sell BSS unit

Nokia Siemens Networks CEO Rajeev Suri confirmed that vendor is in talks with various companies to sell its business support systems (BSS) unit as part of its restructuring.

Both Reuters and the Wall Street Journal reported that Suri told reporters in Bangalore, India, that the company is exploring the BSS sale, and the Journal also noted that Suri said NSN is looking to sell its application business. "I would say overall we have about six divestments that already took place," Suri said, according to Reuters. "They're either not core to our mobile broadband or we see that the profitability is not where we want it to be."

The BSS unit could attract up to $377 million, Bloomberg reported late month, citing unnamed sources with knowledge of the matter. Potential buyers include Ericsson (NASDAQ:ERIC), Amdocs and private-equity firms, the report said.

Suri said he expects overall carrier spending to be flat in 2012, but that Nokia Siemens sees "some rebound" in investments from U.S. customers in the second half of 2012. NSN and Ericsson were chosen in May by T-Mobile USA to upgrade the carrier's network and help it deploy LTE next year.

Nokia Siemens is undergoing a major restructuring to focus on mobile broadband and plans to slash up to 17,000 jobs--23 percent of the company's workforce--by the end of 2013 to save $1.3 billion. Suri said the company is about six months ahead of its restructuring plans, which were announced in November 2011. "We've taken out significant amount of headcount already, we're on track in the business line divestiture as well," he said. "As I said, we have a couple more (divestments) to go, but we're on track there as well."

As part of its restructuring, NSN sold its microwave transport business to DragonWave, its fixed line broadband access business to Adtran and its WiMAX business to NewNet Communication Technologies.

Separately, a top Nokia Siemens executive said that the company is going to use its restructuring and its recent contract wins to try and nab Huawei's No. 2 spot among network infrastructure vendors next year. Ken Wirth, NSN's head of customer operations for the Americas and an executive board member, told Reuters that NSN now has 64 LTE contracts in hand. "Those contracts we've signed will start to ramp up." he said. " We'll see share growth."

According to the research firm the Dell'Oro Group, Ericsson has a 35.5 percent  market share in the second quarter, followed by  Huawei at 22.3 percent, NSN at 18.1 percent and Alcatel-Lucent (NASDAQ: ALU) at 14 percent.

4. AT&T, Sprint, T-Mobile execs rally behind Microsoft's Windows Phone 8

SEATTLE--Executives from AT&T Mobility (NYSE:T), Sprint Nextel (NYSE:S) and T-Mobile USA voiced their support for Microsoft's (NASDAQ:MSFT) Windows Phone 8 platform, and they predicted that in time the operating system will become a strong contender against Google's (NASDAQ:GOOG) Android and Apple's (NASDAQ:AAPL) iOS platforms.  

Speaking at the Mobile Future Forward conference here, AT&T's Glenn Lurie said his company believes competition in the smartphone platform market is important. "If customers want it and like it and they use it on my network, I'm happy," said Lurie, president of AT&T's Emerging Devices unit. "I'm bullish on Windows 8 … it's hard to bet against a tablet that does what your PC and desktop will do."

Steve Elfman, Sprint Nextel's president of network operations and wholesale, agreed with Lurie. He noted that adoption is the key to Window Phone's success and Microsoft will need to get its OS on a lot of devices to fulfill its promise. "Adoption is key," he said.

Similarly, Brad Duea, senior vice president of value-added services at T-Mobile USA, said that Windows Phone 8 holds a lot of promise. "We think it's exciting," Duea said.

The comments from the carrier executives reflect what could be increased carrier support for future Windows Phone 8 gadgets, which would be key for Microsoft. Microsoft captured just 2.7 percent of the global smartphone market in the second quarter, according to Gartner.

Earlier this month Verizon Wireless (NYSE:VZ) announced that it will release multiple smartphones in the fourth quarter running Windows Phone 8 software. Verizon also said it is committed to working with Nokia (NYSE:NOK), which recently debuted two Windows phone 8 devices, the high-end Lumia 920 and mid-range Lumia 820.

Interestingly, Duea and Elfman also voiced their support for Research In Motion (NASDAQ:RIMM), which plans to unveil its first smartphones running its BlackBerry 10 platform in the first quarter of 2013. Duea said that RIM still has solid base of users who are loyal to the company and its platform. Elfman said he is hopeful for a RIM comeback.

5. Samsung exec says company isn't entering OS wars

SEATTLE--A Samsung Electronics executive speaking at the Mobile Future Forward conference here downplayed his company's role in the operating system wars and reiterated that Samsung's bada platform is primarily geared to low-end smartphones in Asia.

Kevin Packingham, chief product officer at Samsung, was responding to comments made by Verizon Communications (NYSE:VZ) CEO Lowell McAdam, at an investor conference last week in which he said that Samsung might be the "elephant in the room," meaning that Samsung could use its muscle to create a strong third mobile platform to counter Apple's (NASDAQ:AAPL) iOS and Google's (NASDAQ:GOOG) Android. McAdam and other carrier executives have repeatedly said they would like to see a strong third platform emerge.

"That's not core to Samsung's strategy," Packingham said. "Isolating Samsung and focusing on the vertical integration is not something we see as a way to be successful." Instead, Packingham said the company is more focused on collaborating with companies such as Intel on the Tizen HTML5 platform.

Packingham also said that he's confident that Google is not playing favorites to Motorola Mobility, its newly acquired device subsidiary. As a major supporter of Android, Samsung's Packingham said that Google has been very deliberate about separating the two groups and that he believes nothing has changed. He also compared the relationship to Samsung's component division which does not play favorites with Samsung's device division. "I would love to have some of the component technology for our products because they are a huge differentiator," Packingham said. "But we serve multiple customers. I got some insight into the roadmap but I have no control over where it goes."

Packingham commented briefly on the recent verdict in the controversial $1.05 billion patent lawsuit that Apple won against Samsung. Packingham noted that it is very troubling, and said that innovation has always allowed for people to leverage the capabilities created by others. He said he hopes that the verdict doesn't make other companies afraid to try new things.
