CenturyLink (NYSE: CTL) wants to set up an IPTV video franchise in Centennial, Colo., according to a municipal official who said the telco/IPTV service provider expressed interest in the city at the end of August but hasn't yet submitted official paperwork. According to an article in the Denver Post, however, that's just another step in a process that's going to go forward as CenturyLink starts to make its video mark in the Denver/Colorado Springs area. In fact, in a move that cable old-timers are bound to consider heresy, Denver officials also apparently met with the telco and said the city--once considered cable's capital before Comcast started buying up everything--would be interested in negotiating a deal. "In this age of deregulation of cable service, cities including Denver like residents to have true competitive choices for their video services," Darryn Zuehlke, director of Denver's cable franchising division, told the newspaper. "Having CenturyLink as a true wireline cable service competitor to Comcast (Nasdaq: CMCSA), we think will provide more programming choices and hopefully stability of rates." That hasn't always been the case. It will be interesting to see what sorts of restrictions the cities put on CenturyLink when they come to franchise agreements. For the most part, cable companies that were first in were expected to cable entire cities and provide service to all neighborhoods. Some latecomers have not had those exacting demands, leading cable operators to occasionally howl about cherry-picking. Anyway, CenturyLink has already secured agreements in Colorado Springs and is "in the process" of renewing a franchise agreement with Douglas County, where the former Qwest--prior to its acquisition by CenturyLink--offered cable service to the Highlands Ranch neighborhood until 2008. CenturyLink had told the newspaper in August that it would launch its TV service in one legacy Qwest market by the end of the year but didn't disclose that market. Now there are at least two in the running. Google ready to build 180 'fiberhoods'; adds Turner channels to TV lineup The final tally is in, and Google (Nasdaq: GOOG) is building out 180 authenticated "fiberhoods" in Kansas City (Missouri and Kansas) as part of its rollout of "ultra-high-speed Google fiber." The neighborhoods put their money (at least $10 of it as a goodwill gesture) where their mouths are and asked Google to come in and give them access to high-speed broadband and a lineup of channels that continues to expand with the inclusion of Time Warner's (NYSE: TWX) Turner Broadcasting, which brought the likes of Boomerang, Cartoon Network, CNN, CNN en Espanol, CNN International, HLN, hTV, infinito, TBS, Turner Classic Movies, TNT and truTV. When added to Google's existing channels, the TV offering now is pretty competitive, with 200 total offerings. Google is offering several layers to its service, including the one it hopes everyone will buy: A $120 per month broadband-TV package that should make a dent in the business done by incumbent providers Time Warner Cable (NYSE: TWC) and AT&T (NYSE: T) U-verse. Of course, first there's the small matter of actually building the fiber network to deliver this cornucopia of services, and as any service provider will tell you, that's not nearly as easy as promising broadband and TV service. Google published a construction schedule and plans to install service to its first customer in the Hanover Heights section of Kansas City, Kan., "within the next two weeks," according to a blog by Kevin Lo, general manager of Google Access. The first Kansas City, Mo., fiberhood will be Crown Center, but that's a bit farther off. "Right now we're still busy deploying infrastructure in central Kansas City, Mo., and we'll start installing Google Fiber to Crown Center residents and other Missouri fiberhoods next spring," Lo wrote. Lo did add a caveat: "It's important to note that our construction schedule isn't set in stone--many factors, such as a harsh winter, may affect timing. But we plan to be as transparent as possible if our estimates change, and we'll post any new information on our website," he concluded. BT rejects Pace boxes for YouView launch, goes with Humax BT (NYSE: BT) has hit yet another speed bump in its long-delayed YouView launch. The Pace Plc (LSE: PIC) set-top boxes it expected to deploy are not ready for prime time and the telco has to fill in with units from Humax. Pace is still expected to provide boxes at a later time, but The Financial Times (as reported in IP&TV News) said the Pace boxes were just not ready and the telco had to move on for the time being. And things get worse for BT and the consumers who might end up with the replacement boxes: The word is that the Humax units are "larger and slower" than what Pace was expected to deliver. On the other hand, they're available--which the Pace units are not--and BT has to progress because its competition is already out there. Seven set-top box vendors originally signed up to build YouView boxes but four, including Cisco (Nasdaq: CSCO) and Technicolor, dropped off, leaving only Pace, Humax and Huawei. Another ISP, TalkTalk, is rolling out Huawei's versions of the boxes, and retailer John Lewis is selling Humax units for $470. The set-top box SNAFU is just another brick in a wall of delays for BT's YouView service that finally launched in July after repeated delays. Even as BT waits for its Pace set-tops, TalkTalk is moving ahead with a free YouView box and access to its VoD story and LOVEFiLM Instant service in competition. This, according to the IP&TV News story, is good news for TalkTalk--to an extent. "All of this puts TalkTalk back into the U.K. pay-TV league, but, to borrow more football parlance, it is still nowhere near challenging for the Champions League," Giles Cottle, principal analyst at Informa Telecoms & Media, told IP&TV News. "BT and Virgin (Nasdaq: VMED) also have Sky wholesale deals, and no third party, including TalkTalk, has access to the much coveted Sky Atlantic, fast becoming the jewel in Sky's Pay-TV crown." PurpleStream and Octoshape team to create PurpleCloud global IPTV service Cloud-based streaming technology provider Octoshape and video content delivery specialist PurpleStream are combining their technological strengths to deliver a "groundbreaking broadband IPTV service" called PurpleCloud, Octoshape said in a news release. The new service is aimed at broadcasters in India and Asia looking to serve the North American, European and Australian markets, the companies said. Octoshape will chip in its Infinite HD-M Federated Multicast Broadband TV platform while PurpleStream will contribute core technology that incorporates adaptive bit rate optimization with single source multiple device (SSMD) delivery. When coupled with Infinite HD-M, the PurpleStream technology dynamically adjusts to the available bandwidth to provide "an optimized video viewing experience on any Internet enabled device with zero buffering," the two companies said. Offered as a managed service for broadcasters and OTT operators, PurpleCloud is intended to deliver "stable and dependable HD quality video streams to any device, any platform, in any geography at a fraction of the cost of current delivery services," the press release added. And therein lies the primary benefit of the partnership: cost savings. "It is prohibitively expensive for all except the largest of TV broadcasters to deliver live content via the Internet to audiences in other countries," said PurpleStream CEO Karthik Subramanian in the news release. Generally, broadcasters reach those audiences using satellites--a less than ideal and expensive methodology. "The multicasting, multi-path capabilities of the Octoshape CDN are an ideal fit for PurpleCloud," he added, pointing out that PurpleStream, already has "a number of customers eagerly awaiting the solution" in India. Octoshape said the PurpleStream relationship is part of a careful step-by-step global expansion that includes "adding contribution partners, Tier1 broadband providers, connected television manufacturers and conditional access providers." The next step will be an expansion of the PurpleStream relationship into a live events broadcast market, said Octoshape CEO Michael Koehn Milland, calling the combination of the two companies' technologies "a game changer in the market for Live Events broadcasts." National Advertising Division upbraids Verizon for broadband speed claims The National Advertising Division (NAD) of the Advertising Self-Regulatory Council told Verizon (NYSE: VZ) it should modify its broadband advertising "to avoid conveying the falsely disparaging, unsupported message that Internet service provided by cable companies is significantly slower than Verizon's fiber-optic FiOS service." NAD had examined the claims after a complaint from Comcast (Nasdaq: CMCSA) and, while decreeing Verizon's claims may be a bit much, determined that the telco can support claims that it provides "America's fastest, most consistent and most reliable Internet" as long as it doesn't disparage cable companies. Verizon had based its claims on an FCC report on consumer broadband performance during peak times of 7 p.m. to 11 p.m. Monday through Friday, which it claimed showed its superiority over cable speeds. NAD, in arriving at its conclusion, pointed out that the report showed things were a lot closer than they seemed, and thus Verizon's claims should be toned down. For average peak period sustained speeds by advertised speed tier, Comcast delivered "far greater than 100 percent (and the greatest overall) of the advertised download rate and beyond 10 Mbps," NAD concluded. FiOS results in the FCC report, it added, were "mixed," noting that "at 10 and 12 Mbps, FiOS offered among the greatest (but not "the" greatest) advertised speeds but took the lead at 15, 20, 25 and 35 Mbps … with Comcast taking the lead at 22 Mbps." Having reviewed how Verizon arrived at its claims, the advertising investigative arm determined that it was reasonable for Verizon to claim it is the "fastest, most convenient and most reliable Internet," but that its message that cable is "significantly slower" couldn't be supported. NAD also determined that Verizon's claim that FiOS is not a shared network "could be confusing to consumers (who may reasonably interpret "neighborhood" to include 32 homes)." That claim, the organization said, should be discontinued. In a final recommendation, NAD also recommended that the "consistently fast" claims about Verizon DSL be discontinued or changed to reflect that the speeds are just plain old "fast." Verizon, NAD said, issued an advertiser's statement that it "will take NAD's recommendations into consideration in future advertising."
