Register Today! | | Making the most of today's spectrum resources The wireless industry is facing one of its most daunting challenges: How to meet the growing demand for mobile broadband with limited spectrum resources. Nearly every U.S. wireless operator regardless of its size considers the impending spectrum crunch a top concern for the industry. So what are some of the near-term solutions? Some believe spectrum-sharing is a viable option. Others say that operators can make better use of their existing spectrum resources if they improve the design and efficiency of their networks. Still others believe that the regulators need to step up and find available spectrum for this growing problem. I'll be exploring all these options at a FierceWireless Executive Breakfast that I'm hosting at the Competitive Carriers' Association Conference in Las Vegas Monday at 7:30 a.m. at the Wynn Las Vegas. My guests will include Tom Sugrue, senior vice president of government affairs at T-Mobile USA, Robert Irving, senior vice president, general counsel and secretary at Cricket Communications, Doug Smith, Chairman and CEO of LightSquared, and Terry Addington, CEO of SI Wireless. If you are going to be in Las Vegas next week, please join me for a lively panel discussion on this critical industry topic. Online registration for the event is closed, but you can still register on-site at the Wynn at Registration Desk 2 on Sunday from noon until 6 p.m. and again on Monday starting at 7 a.m. The breakfast event costs $50. I look forward to seeing you there. --Sue Read more about: wireless spectrum, spectrum sharing back to top | | | Sponsor: Stoke FierceLive! Sprint's Hesse: We've sold 1M LTE devices so far Sprint Nextel (NYSE:S) CEO Dan Hesse said the carrier has sold 1 million LTE devices so far, even though its LTE network is tiny compared with the LTE networks of its larger competitors. | | Click here for an image from Sprint of its LTE devices. | Speaking at the Goldman Sachs Communacopia Conference, Hesse said Samsung Electronics' Galaxy S III and HTC's Evo 4G represent the bulk of Sprint's LTE phone sales. He said customers are attracted to Sprint's unlimited smartphone data plans and the fact that Sprint will expand its LTE network significantly over the next year-and-a-half. Sprint launched its LTE network in July in a handful of markets, but the carrier expects to cover 123 million POPs by year-end. Meanwhile, Verizon Wireless' (NYSE:VZ) LTE network currently covers 75 percent of the U.S. population, around 235 million POPs, and the carrier plans to hit 260 million POPs by year-end. At the end of the second quarter Verizon counted 10.9 million LTE connections (it launched LTE in December 2010). AT&T Mobility's (NYSE:T) LTE network covers more than 75 million POPs, and the carrier plans to expand that to 150 million POPs by year-end. Earlier this month Sprint said it was preparing 100 more cities for LTE, including Boston; Chicago; Indianapolis; Los Angeles; Miami; Nashville, Tenn.; New Orleans; New York; Philadelphia; and Washington, D.C. The company believes that by announcing these 100 more markets, customers will see that they can buy an LTE iPhone now with an unlimited data plan and take advantage of the LTE speeds when their market launches later this year. Hesse said Verizon has a "temporary" advantage because of its sizable LTE footprint when it comes to marketing Apple's (NASDAQ:AAPL) iPhone 5, which can run on LTE networks. However, he said Sprint wants to keep the focus on the differences in the carriers' pricing plans, noting that both Verizon and AT&T's shared data plans make it more complicated for customers to keep track of how much data different family members are using. He said it is "very good for us that the brand positioning is beginning to get very differentiated." "We believe that consumers want peace of mind and that insurance," he added. "We provide that as part of unlimited." The Sprint chief also touched on several other issues, including the carrier's Network Vision network modernization plan. He said that the plan is proceeding well and that it will give Sprint a strong spectrum position through the end of 2014. He said that date will be extended to 2016 with the addition of spectrum from Clearwire (NASDAQ:CLWR). Sprint plans to offload some of its network traffic to Clearwire's planned TD-LTE network. Hesse also said Sprint is still open to hosting other companies' spectrum--including Clearwire's--on its network architecture. Regarding consolidation, Hesse reiterated that he would prefer it if Sprint focused more on executing the Network Vision plan through the middle of 2013 than worrying about mergers and acquisitions. However, he said he thinks some kind of deal between wireless carriers is going to happen. "I do think there will be consolidation," he said. "I would hope and expect that over the long term Sprint will take a very active role in that." Hesse also touched on the FCC's plans to review its rules for how much spectrum a carrier should be able to hold (plans that AT&T CEO Randall Stephenson applauded earlier at the Goldman Sachs conference). Hesse said that the rules could be changed to give carriers very clear indications of when a deal might put them over a cap on how much spectrum they could hold in a market, and then what spectrum they would need to give up to get under the cap. He said he approved of changes that would give lower-frequency spectrum more importance. "One of the issues that the FCC has to grapple with is that spectrum is a limited resource," he said. "And in that regard they don't want to be in a position where AT&T and Verizon can buy all the spectrum that becomes available in the market." Finally, Hesse waded into the discussion about whether Microsoft's (NASDAQ:MSFT) Windows Phone could be a strong competitor to Apple's iOS and Google's (NASDAQ:GOOG) Android. Hesse said he preferred markets where there are three strong competitors, but that "time will tell" if Windows Phone will be successful. Notably, Sprint was not among the carrier partners HTC named for its new Windows Phone 8 smartphones--supporters include Verizon, AT&T and T-Mobile USA. Hesse said that if Microsoft can leverage its dominant position in the desktop PC market into mobile devices, it has "potential to be a player." Verizon's Shammo: We have enough spectrum for 4-5 years Verizon Communications (NYSE:VZ) CFO Fran Shammo said that Verizon Wireless now has enough spectrum to handle its capacity needs for the next four to five years. He called the carrier's recently approved $3.9 billion purchase of nationwide AWS spectrum from a group of cable companies "an absolute strategic acquisition for us." Speaking at the Goldman Sachs Communacopia Conference, Shammo said there is now no real urgency for the next four to five years. That said, he noted that over time as usage on the carrier's EV-DO network declines, Verizon will start repurposing some of its 3G spectrum for LTE service. Shammo was speaking in place of Verizon Communications CEO Lowell McAdam, who had been scheduled to appear at the conference. The Verizon finance chief said that by mid-2013 the company will have filled in its 3G coverage footprint with LTE service using its 700 MHz spectrum. At that point, he said, Verizon may start deploying its AWS spectrum for LTE in certain cities. The comments are notable in light of a March Verizon FCC filing, made in support of the deal with the cable companies, where the carrier stated that its current spectrum holdings "will not provide sufficient capacity to meet the growing demand for mobile broadband--4G, in particular--by 2013 in some areas and by 2015 in many more." In other spectrum news, Shammo said Verizon will participate in the upcoming incentive auctions for broadcast TV spectrum. He also said it is too early to discuss details of Verizon's planned sale of its 700 MHz Lower A and B Block spectrum--which Verizon said it would sell if the cable deal was approved by regulators--but he said the sale likely would take a year to be completed. Shammo also touched on the company's Share Everything shared data plans, which Verizon introduced in late June. The plans, which initially confused and angered customers worried about losing their unlimited data plans, have proven more popular than Verizon predicted, Shammo said, though he declined to provide specific figures. He said more consumers are moving from unlimited plans to shared plans and are attaching more devices than Verizon had expected. That, in turn, will lead to more revenue over time for Verizon, he explained, as usage increases. He said that once customers realize that they don't use as much data as they thought they did, "unlimited is just a word and doesn't mean anything." Verizon does not require existing customers to switch to its shared plans. However, Verizon has said that customers who were grandfathered into its unlimited data plans and want to upgrade to a new smartphone at a subsidized price will need to pick a voice plan with a standalone, usage-based data package or one of its Share Everything shared data plans. MetroPCS: We'll launch VoLTE in all LTE markets in 4-6 months Flat-rate player MetroPCS (NYSE:PCS) said it will take four to six months before it launches Voice over LTE service in all 14 of its LTE markets as it works through the technical challenges of deploying VoLTE technology. MetroPCS launched VoLTE service first in the Dallas-Ft. Worth market, and the carrier wants to use VoLTE as a way to refarm the spectrum it uses for CMDA service for LTE. Mavenir, Acme Packet, Amdocs, Genband, Hewlett-Packard and Ericsson (NASDAQ:ERIC) have been among the vendors MetroPCS has worked with to deploy VoLTE. "There are a number of changes that need to be made in base station optimization in Dallas," CEO Roger Linquist said at the Goldman Sachs Communacopia Conference. "This is not your grandfather's Buick. This is a different animal." He said the transition to VoLTE is obviously possible but does take time, and that VoLTE customers in Dallas were experiencing better call quality than on CDMA. Linquist and CFO Braxton Carter noted that the carrier now has close to 1 million LTE subscribers, up from the 700,000 it reported in late July. Carter said that the churn rate among the carrier's LTE customers was around 1 percentage point below the company's overall churn, which was 3.4 percent in the second quarter. Linquist said that the carrier's transition to LTE gives the company freedom on multiple fronts, including spectrum. He said that the spectrum refarming, which MetroPCS plans to start next year, and LTE technology in general, "has changed dramatically our urgency and expectation of getting additional spectrum." However, Carter noted that MetroPCS will continue to be "disciplined" and "opportunistic" in looking at opportunities to acquire more spectrum; the company had $1.9 billion in cash on hand at the end of the second quarter. The MetroPCS chief also said that the LTE smartphones the company is selling now will be able to be upgraded with new features and faster speeds in future LTE releases. "We think there's an opportunity for people to be assured that they won't have to discard their handset because there's a new technology coming in," he said. MetroPCS is working to move its CDMA customers onto its LTE network with inexpensive phones and promotional rate plans. MetroPCS currently is offering a promotion allowing customers who purchase one LTE device for full price to receive a $50 mail-in rebate on the purchase of a second LTE smartphone. MetroPCS offers three $149 LTE smartphones, the Huawei Activa 4G, LG Motion 4G and the Coolpad Quattro 4G. And just today, MetroPCS announced its latest LTE smartphone, the ZTE Anthem 4G, which is ZTE's first U.S. LTE smartphone. The gadget runs on Android 2.3, and sports a 1.2 GHz dual-core Qualcomm (NASDAQ:QCOM) Snapdragon processor and a 4.3-inch WVGA screen. MetroPCS said it will go on sale in the coming weeks for $219. On the service plan side, MetroPCS for a limited time is offering unlimited voice, texting and data on LTE for just $55 per month. The promotional plan is much cheaper than similar plans offered by other LTE carriers. For example, Verizon Wireless (NYSE:VZ) charges $30 per month for 2 GB, $50 for 5 GB and $80 for 10 GB of LTE data. MetroPCS previously offered its unlimited LTE service for $70 per month. HP teams with T-Mobile on free 200 MB/month data plan for notebook Hewlett-Packard is working with T-Mobile USA to entice customers to buy one of its notebooks by offering 200 MB of free HSPA+ data per month for two years. HP said that starting Oct. 26, when customers buy its 11-inch Pavilion dm1 notebooks they will get the offer for the free mobile data, which will last for two years. However, customers do not need to sign a contract for the data service. Customers will also get a free 25 GB account with Box, the cloud storage company. HP currently sells the Pavilion dm1 for $400 online. The offering has precedent. Verizon Wireless in 2010 said it would offer a free 100 MB per month for two years to those purchasing a notebook running Google's Chrome OS. HP's offer also is similar in some respects to the one Amazon is making for its new Kindle Fire HD with LTE. For $50 per year, Amazon is offering users 250 MB of data per month from AT&T Mobility (NYSE:T). Meanwhile, T-Mobile's incoming CEO, John Legere, sounded out his core priorities and principles as he prepares to take the helm at the nation's No. 4 carrier on Saturday. Legere, a 32-year veteran of the communications and technology industries, is the former CEO of Global Crossing, where he helped turn the company around from bankruptcy and build the company into a major global provider of IP service. He signaled that he would be aggressive and would continue T-Mobile's "challenger brand" strategy. Legere said that T-Mobile would highlight its newly reintroduced unlimited data plan and would go after Sprint Nextel (NYSE:S), which continues to offer unlimited smartphone data. "If I were the No. 3 player, I'd be watching over my shoulder," he said. "We've made moves to be a value leader." The incoming T-Mobile chief also said that the company would focus on growth and would not be distracted by potential mergers and acquisitions, a line that executives from T-Mobile parent Deutsche Telekom took following the demise of AT&T's failed takeover bid. Legere will continue to oversee T-Mobile's $4 billion network upgrade, which will allow it to deploy LTE on its 1700 MHz AWS spectrum and refarm its 1900 MHz PCS spectrum for HSPA+ services. "Are you ready to fight?" Legere said he asked DT CEO Rene Obermann, according to AllThingsD. "What I heard from Rene is 'Yes.'" AT&T leads on iPhone activations but Verizon leads on Android, study shows Despite the fact that Apple's (NASDAQ:AAPL) iPhone is available through Verizon Wireless (NYSE:VZ), Sprint Nextel (NYSE:S) and other carriers, AT&T Mobility (NYSE:T) lead all U.S. carriers in terms of iPhone activations during the past few months, according to a new report from Consumer Intelligence Research Partners. The research firm surveyed consumers who activated smartphones between June and August 2012, and found that iPhone activations were the highest at AT&T. The report suggests that AT&T is benefiting from being the first U.S. wireless carrier to offer the iPhone. The report was first noted by AllThingsD. According to the survey, the iPhone made up around a quarter of Verizon's activations during the period, but the majority of activations for Verizon were for Google's (NASDAQ:GOOG) Android platform. At Sprint, although Android activations outpaced iPhone activations, the proportions were roughly similar. At T-Mobile USA, Android dominated the picture, since the carrier does not offer the iPhone directly (though it claims to have more than 1 million unlocked iPhones on its network). At all four carriers, activations for Research In Motion's (NASDAQ:RIMM) BlackBerry and Microsoft's (NASDAQ:MSFT) Windows Phone represented small minorities of activations, with Blackberry performing better than Windows Phone. "AT&T has clearly benefited from their early iPhone exclusivity," CIRP co-founder Michael Levin told AllThingsD. "iPhones still account for more than half of their activations. Android makes up about a third, followed by a very small number of BlackBerrys and basic phones. Verizon has a more diversified operating system base. Android phones account for about half of activations there, iPhones about a quarter. They also activate a surprising number of basic phones." Those proportions may change with the introduction of the iPhone 5, which runs on LTE networks. Analysts have said Verizon will have an advantage in marketing the iPhone 5 over the next few quarters since it has the largest LTE network, covering around 235 million POPs. Yet both AT&T and Sprint have reported strong pre-order sales of the iPhone. Additionally, the market will be flooded this holiday shopping season with more Android smartphones and Windows Phone 8 devices looking to cut into Apple's sales.
