1. JP Morgan bears burden of proof in FERC proceeding

The Federal Energy Regulatory Commission is investigating whether J.P. Morgan Ventures Energy Corp. submitted misleading information and omitted material facts in communications with FERC, the California Independent System Operator and the ISO's Department of Market Monitoring.

As part of the proceeding, JP Morgan must show why it should not be found to have violated FERC regulations, and why its authorization to sell electric energy, capacity and ancillary services at market-based rates should not be suspended.

The order makes a preliminary finding that JP Morgan may have omitted material information or submitted misleading information in communications with FERC, CAISO and the DMM. It says four statements by the company, including those subsequently withdrawn by JP Morgan, may have violated FERC regulations under the Federal Power Act.

JP Morgan must respond within 21 days of the show-cause order being published in the Federal Register.

2. California solar subsidies plummet

As of Friday, the solar subsidy for residential and commercial customers of San Diego Gas & Electric and Pacific Gas & Electric fell to $0.20 per installed watt, according to data from the California Solar Initiative (CSI). This is a significant drop from the original rebate of $2.50 per installed watt. Southern California Edison is currently offering a rebate of $0.35 per installed watt of solar.

At it's creation, the solar initiative had a total budget of more than $2 billion between 2007 and 2016 to be used toward a goal of installing nearly 2,000 MW of new solar generation. A typical home installation would net customers about $12,500, according to the North County Times.

Although plummeting subsidies are failing to attract customers and have placed the program in jeopardy, it remains unclear if this will negatively impact the solar industry as a whole, as third-party leases are filling gaps left by a downturn in home installations, the article reports. In fact, in 2011, solar leases accounted for nearly 75 percent of all solar installs in SDG&E's territory, according to CSI data.

3. Southern Company honored for carbon capture technology

Southern Company has been recognized with an Industry Excellence Award from the Savannah Ocean Exchange for using innovative technology to reduce greenhouse gas emissions from its Plant Barry power plant near Mobile, Ala. – the world's largest power plant demonstration of start-to-finish carbon capture and storage technology.

The Plant Barry project is part of an extensive energy innovation program with partners like Mitsubishi Heavy Industries and the Electric Power Research Institute.

The captured carbon dioxide is supplied to the U.S. Department of Energy's Southeast Regional Carbon Sequestration Partnership, which is transporting the compressed flue gas by pipeline to the Citronelle Oil Field about 11 miles from the plant, to be permanently and safely stored in a deep saline geologic formation.

Since June 2011, 80,000 tons of carbon dioxide have been captured from Plant Barry.

4. EPA regs force PPL to mothball coal plant

PPL Montana will "mothball", or place its J.E. Corette coal-fired power plant into long-term reserve status, due to pending EPA regulations and economic factors. The change will take place beginning April 2015 when EPA Mercury and Air Toxics Standards take effect.

"Our detailed analysis has shown that to meet the emission reductions required by EPA's Mercury and Air Toxics Standards, we would need to invest $38 million in the Corette plant. We simply cannot justify that level of spending in the current wholesale power market in the Northwest," said Pete Simonich, PPL Montana Vice President and Chief Operating Officer.

Mothballing the 154 MW plant, rather than shutting it down permanently, gives PPL the opportunity to resume operations if conditions change.

PPL Montana operates another coal-based power plant, but it is in a better position to meet the requirements of the Mercury and Air Toxics Standards.

5. SEIA names Top 20 corporate solar users

The Solar Energy Industries Association and Vote Solar have named the top 20 U.S. companies using solar on their facilities in terms of cumulative solar energy capacity.

Together, the Top 20 corporate solar users' installations generate an estimated $47.3 million worth of electricity each year with the deployment of more than 700 individual solar PV systems (over 1.2 million solar panels) on their facilities in at least 25 states and Puerto Rico. Combined, these arrays would cover more than 544 acres of rooftops.

"These companies know that solar energy allows them to reliably manage their long-term energy costs and in turn also helps to keep their customer prices low," said SEIA President and CEO Rhone Resch. "Solar helps these top American companies focus on their core business by reducing overhead costs."
