AT&T's WCS spectrum plan moves toward FCC vote AT&T Mobility's (NYSE:T) plan to turn the 2.3 GHz WCS band into spectrum it can use to deploy LTE is going to get a hearing next month at the FCC. FCC Chairman Julius Genachowski circulated an order to his fellow commissioners to allow LTE mobile broadband deployment in 20 MHz of WCS spectrum. The FCC said the commission will vote on the proposal at its meeting on Oct. 17. If the measure is approved, it would also make an additional 10 MHz of spectrum available for fixed broadband, with the possibility of mobile broadband use in the future. AT&T and Sirius XM put forward a proposal in June that would change the rules governing WCS spectrum while protecting Sirius XM from interference. Under the new proposal, AT&T would not use the C and D Block portion of the spectrum for mobile service in exchange for more liberal rules in the A and B Block section, thus allowing AT&T to deploy FDD-LTE service in that band. AT&T would essentially give Sirius XM a so-called guard band of 10 MHz to block against interference. While AT&T has been pushing that proposal it is also working to get FCC approval for its purchase of WCS licenses from NextWave Wireless, Comcast and Horizon Wi-Com. AT&T said in August it would buy spectrum-holding company NextWave in a deal valued at $600 million. If the FCC order is approved and AT&T gets access to extra WCS spectrum, analysts estimate that AT&T will have around 20 MHz of usable WCS spectrum for LTE service in many areas of the country, especially in the Midwest and West, and an average of 12 MHz nationwide. AT&T CEO Randall Stephenson said last week at an investor conference that the additional spectrum could give AT&T enough breathing room on network capacity for the next three to five years. AT&T has said it can begin initial deployment of WCS spectrum for added LTE capacity in approximately three years. However, not everyone is pleased with AT&T's attempts to amass more spectrum, including more 700 MHz and AWS spectrum. The Competitive Carriers Association has urged the FCC to combine AT&T's various spectrum purchases into one comprehensive transaction that the agency could more effectively review. CCA is also pushing the FCC to place stipulations on the spectrum if it approves of AT&T's purchases, including 700 MHz interoperability and data roaming regulations. AT&T, for its part, staunchly argued against such a move, contending it would "introduce delay that is contrary to the public interest." "Allowing the largest carriers to obtain unlimited amounts of spectrum on the secondary market raises serious competitive concerns," said CCA President and CEO Steven Berry. "The only way for the FCC to truly see the devastating consequences of further spectrum aggregation is by consolidating the proposed applications. On their own, AT&T's proposed license acquisitions may not seem significant, but when added together, it totals to a significant amount of spectrum." FCC kicks off $300M Mobility Fund auction for rural mobile broadband The FCC's $300 million Mobility Fund Phase I auction got underway this morning and is expected to be concluded by this afternoon. The auction, which has 54 qualified bidders, is part of a program to expand mobile broadband coverage to rural and unserved areas of the country. According to an FCC spokesman, the commission will announce winners either this afternoon or tomorrow morning. As of Sept. 14, the FCC counted 54 qualified entities as bidders in the reverse auction, including U.S. Cellular, several subsidiaries of T-Mobile USA, subsidiaries of Commnet Wireless, Carolina West Wireless, GCI Communication, SI Wireless, and several dozen rural operators. The FCC will give up to $300 million in one-time Mobility Fund support to carriers that agree to provide 3G or LTE service to areas that do not currently have mobile voice and broadband coverage. Carriers will bid for the amount of support they need to meet the Mobility Fund Phase I service and other public interest obligations in the eligible census blocks covered by the geographic area on which they bid. While relatively small in terms of the money at stake, the auction is still significant in light of the FCC's goal of expanding mobile broadband coverage. Additionally, it presages much larger and more complicated auctions the FCC is planning in the years ahead to free up more spectrum for wireless use. The FCC will vote tomorrow on proposed rules for incentive auctions of broadcast TV spectrum, which are expected to take place in 2014. The Mobility Fund is part of the Connect America Fund that the FCC approved in November 2011 to overhaul its outdated universal service and intercarrier compensation systems in an effort to connect everyone in the United States to broadband. Phase II of the Mobility Fund is supposed to provide $500 million annually for ongoing support of mobile services. NPD: Android smartphone users download just 870 MB over cellular per month New research from NPD Connected Intelligence shows that Android smartphone users on average download roughly 870 MB of data per month on cellular networks and around 2.5 GB per month on Wi-Fi networks. The data is noteworthy in light of recent network and pricing strategies by wireless carriers. AT&T Mobility (NYSE:T) and Verizon Wireless (NYSE:VZ) currently charge customers on a per-MB basis, where prices decline as subscribers add more data to their monthly allotment. And Sprint Nextel (NYSE:S) and T-Mobile USA offer unlimited smartphone data services. NPD's figures, from September, show that smartphone users generally prefer to conduct most of their data communications on Wi-Fi networks--a finding that likely will please wireless carriers that are working to generate revenues from their cellular networks without overloading them. Indeed, most wireless carriers are embarking on various strategies to encourage users to offload more of their communications onto Wi-Fi networks. For example, AT&T operates around 30,000 public Wi-Fi hotspots across the country for just that purpose. NPD obtained its findings through its SmartMeter software, which is installed on around 1,000 Android smartphones (participants are provided "incentives" to install the software on their phones). NPD said it will soon expand its SmartMeter-powered tracking service to iOS users. The addition of iPhones to NPD's survey could change its findings; prior research has found that iPhone owners generally download more data than Android users. Interestingly, NPD's cellular vs. Wi-Fi usage statistics are broken down by age. The firm found that 18-24 year olds used the most cellular data of any age group, at 1.05 GB per month. Users aged 55 or older used the least cellular data, just 750 MB per month. On the Wi-Fi side of things, users between the ages of 25 and 34 downloaded the most data over Wi-Fi, at 3.01 GB per month. RadioShack CEO Gooch departs amid retail struggles  | | Lively | RadioShack said CEO Jim Gooch stepped down from the company after 16 months at the helm as the ailing retailer struggles to find its identity in wireless and in a changing retail landscape. The company did not give any specific reason for Gooch's departure. CFO Dorvin Lively will serve as acting CEO while the company searches for a permanent replacement. Gooch's departure comes less than a month after RadioShack launched its own prepaid branded wireless service powered by Leap Wireless' (NASDAQ:LEAP) Cricket Communications. The venture, dubbed RadioShack No-Contract Wireless, began service Sept. 5. RadioShack continues to sell products for Verizon Wireless (NYSE:VZ), AT&T Mobility (NYSE:T) and Sprint Nextel (NYSE:S). Despite a shifting focus in the past few years toward the sale of smartphones and tablets, RadioShack has struggled. The company's stock has lost 80 percent of its value in the past year. The company's market value now stands at around $255 million, and according to Reuters it was pushed off the S&P MidCap 400 index this week after its market capitalization was deemed too small for it to be included in the S&P 1500. RadioShack reported a loss of $21 million for the second quarter, compared with a year-earlier profit of $24.9 million. Revenue climbed 1.2 percent year-over-year, with wireless sales up 3.3 percent. Yet the retailer has struggled recently in the face of tough competition from online retailers like Amazon and larger competitors in the brick-and-mortar business, including Walmart. In August 2010 Target launched a full-service mobile retailing business in its stores operated by RadioShack, but that effort has failed to gain much traction. "Gooch simply was not effective, and a change clearly needed to be made," BB&T Capital Markets Anthony Chukumba wrote in a research note, according to Bloomberg. He rates the shares hold. "We find the timing a bit curious given the fact Gooch was CEO for just over a year and the start of the crucial holiday selling season is less than two months away." Finding a permanent CEO for the storied electronics retailer may be a challenge since it new leader would need "unique strategic vision" to fix the company's troubles, Barclays Capital analyst Alan Rifkin wrote in a research note. "Furthermore, the duration of the search is uncertain, thus leaving RadioShack in a state of transition," he said. Forecast: Firefox OS will power just 1% of smartphones shipped in 2013 Mozilla's forthcoming Firefox mobile operating system will power just 1 percent of all smartphones shipped in 2013, according to a new forecast issued by Strategy Analytics. Firefox OS (formerly Boot to Gecko) promises a new phone architecture that relies entirely on the Web to enable HTML5 applications with complete access to core device APIs. Telefónica is scheduled to begin selling Firefox-powered smartphones in Brazil in early 2013 through its Vivo unit; the devices will be priced in the same range as feature phones. But as Strategy Analytics notes, the entry-level smartphone segment is currently dominated by Google's (NASDAQ:GOOG) Android in almost every international region, posing major headaches for Firefox OS moving forward. "To succeed, Firefox OS will need to address at least three main challenges: They are low brand awareness among smartphone consumers worldwide, a limited retail presence in the influential United States market, and a relatively modest ecosystem of supporting apps and services," said Strategy Analytics Executive Director Neil Mawston. That doesn't mean Firefox OS is dead in the water, Mawston told TechCrunch. "It took Android just two years from commercial launch to overtake Symbian and go from new entrant to established global leader, so things can change extremely fast in the smartphone industry," he said, adding that Android launched commercially in the fourth quarter of 2008 and claimed the worldwide market share lead just two years later. Firefox OS also could make headway as manufacturers seek to diversify their device portfolios away from Android, which remains the target of a patent war spearheaded by Apple (NASDAQ:AAPL). Last week, ZTE said it is developing Firefox smartphones slated to launch in the first quarter of next year. "We are trying to increase our efforts in coming up with our own operating system, while introducing products based on Android," said ZTE Director of Corporate Branding & Communications David Dai Shu. "It's all part of our wider plans to create a better balance of products using various operating systems. We won't just rely on Android or [Microsoft's (NASDAQ:MSFT)] Windows." In addition to Telefónica, Sprint Nextel (NYSE:S), Deutsche Telekom, Etisalat, Smart, Telecom Italia and Telenor also have announced their support for the Mozilla platform. "Firefox Mobile OS can help us drive an HTML5-based platform for creating lower-cost smartphone options for prepaid, postpaid and wholesale customers," Sprint Product Chief and Executive Vice President Fared Adib said in July. Video  Lowenstein's View: Things operators need to fix  The American Customer Satisfaction Index (ASCI), which measures customer satisfaction with leading companies across nearly 50 industries, shows that wireless operators consistently rank on the lower end in the telecom and media sectors, and that as an industry we are trending slightly down. I find this ironic, because wireless networks continue to improve and the average monthly spend, per subscriber, is about the same as it was five years ago (although it has shifted from voice to data). Pricing is fairly competitive, with an increasing array of options for users. Customer service hold times are down, and first call resolution rates are up. Most people think their phones are good or great. So, why isn't customer satisfaction with wireless services higher? I'll boil it down to two words: unpleasant surprises. A wireless operator can do everything right, but then blow it all with one bill "surprise" for the subscriber who dares to make a phone call or access their email when traveling outside the U.S. border, or happens to "go over" their voice or data usage allocation. Want to access wireless data when in Canada? That's $2.00 a megabyte, which means downloading one issue of your favorite magazine would cost $400. That's not a typo, folks, and we're not talking streaming video, either. Back on the home front, for the 70 percent of subscribers who still aren't on an unlimited voice plan, voice overage still comes in at circa $0.45 per minute. And in our tiered data plan structure, typical overage rates are in the $15 per GB range. No, it's not still the 1970s, and no, you're not on a plane or in the middle of the dessert with a satellite phone. Customers are smarter than they're given credit for. They understand the subsidy model in wireless, because it's analogous to "zero percent financing" options for things like buying furniture or TVs. They understand the ETF surcharge, because they know the retail price of a smartphone is ~$600. They even understand all the taxes and fees tacked onto a bill because it's predictable and transparent. Even in the cable industry, customers understand (but might not like) fee hikes, in part because the cable companies can say, "well, ESPN hiked what we have to pay them per subscriber by 40 percent this year."
