1. Dish reportedly in online talks with Viacom, Univision, Scripps

Dish Network (Nasdaq: DISH) reportedly is talking to content parties such as Viacom (NYSE: VIA), Univision Communications and Scripps Networks Interactive (NYSE: SNI) as it weighs a plan to offer an Internet TV service, according to a BusinessWeek story.

The report, based on unnamed sources, comes as Dish also is preparing to expand its dishNET broadband Internet service nationwide starting next week. The report suggests such a service could represent the next step in breaking the mold of traditional pay TV service packages, as well as the cable TV approach to TV Everywhere of having online content offers directly mirror pay TV subscriptions.

Dish reportedly would seek to launch a live online offering that would include sports programming, one of the most significant broadcast expenses to pay TV service providers.

Cable TV companies have been hesitant to try anything so experimental that would redraw their traditional business model, which is one reason some people think that TV Everywhere strategies have fallen flat. But, as the No. 2 satellite provider in a two-horse race, Dish does not have much to lose by going against the grain, and it would be interesting to see how much a live online TV service with a smaller bundle of content would undercut other offers on price.

In recent years, there has been a lot of chatter about the potential of content giants to align with existing online video forces line Hulu and Netflix (Nasdaq: NFLX)—or with a popular consumer box, like Microsoft's (Nasdaq: MSFT) Xbox 360—to bypass cable TV distribution altogether. Such talk has yet to become reality, but if Dish manages to craft a new online TV service with a handful of players, it would be a small step in that direction, and potentially would move the cable TV industry a little closer to an a la carte model.

2. Comcast partners with feds on Internet Essentials offers

Comcast (Nasdaq: CMCSA) earlier this week celebrated the beginning of its second year offering the Internet Essentials program promoting broadband adoption for low-income households. (It actually launched in August 2011, but who's counting?) As it moves to further promote and expand the program, Comcast also separately announced this week that it had forged two new partnerships with the U.S. Department of Labor and Connect2Compete.

The Internet Essentials includes $9.95 per month Internet access, among other offers. It is available to families with children participating in the National School Lunch Program across Comcast's service area, which includes 39 states and the District of Columbia. Since the launch of the program in August 2011, more than 100,000 families--or 400,000 individuals--have enrolled, and more than 11,000 discounted computers have been distributed.

Under the agreement with the Dept. of Labor, Comcast will provide information about Internet Essentials at American Job Centers across its entire service footprint. This follows on a partnership announced in July between Secretary Solis and FCC Chairman Julius Genachowski where information for Connect2Compete will be made available in American Job Centers throughout the country.

Comcast will also partner with Connect2Compete to offer Internet Essentials customers an opportunity this fall to purchase a low-cost desktop or laptop through its partner Redemtech, as an alternative to the low-cost netbook currently made available directly through Comcast's hardware partners.

The cable TV giant launched the Internet Essentials program as a condition of its NBCUniversal deal agreement, but the company deserves credit for continuing to put energy behind the program.

3. Nielsen, CIMM team up on mobile audience measurement

The Nielsen ratings service and the Coalition for Innovative Media Measurement (CIMM) have agreed to form an Innovation Committee to collaborate on Nielsen's mobile Television Audience Measurement initiative (mTAM) for tracking multi-platform audience behaviors, the parties announced today.

The joint effort represents an advance in Nielsen's ongoing attempts to develop ways to accurately gauge mobile platform content viewing and related behaviors. This summer Nielsen expanded and improved its Local Audience Ratings service, and began to set the foundation for improving cross-platform audience measurement.

The company is currently testing a smart phone/tablet application to record television viewing information, also available in a more traditional Website version to mirror ongoing trends in cross-platform content viewing.

With an initial focus on local media markets, CIMM and Nielsen will pursue early-stage proof of concept tests to assess the utility of multi-platform solutions. They will further collaborate on the future direction of the mTAM initiative as well as other relevant proof of concept tests.

4. Harmonic plans entry into CCAP fray

With the SCTE Cable-Tec Expo coming up in Orlando, Fla., in a few weeks (Oct. 17-19), more vendors are poised to unveil and promote their next-generation Converged Cable Access Platform (CCAP) platforms at the event. Harmonic (Nasdaq: HLIT) this week is already talking up its SCTE plans, announcing it will formally launch its new CCAP solution and new optical transmitters.

There is suddenly a lot of vendor energy behind CCAP, the integrated edge QAM and CMTS access technology that will bring the cable TV broadband sector closer to all-IP. In addition to Harmonic, Arris (Nasdaq: ARRS), Casa Systems and the major cable broadband CMTS vendors Cisco Systems (Nasdaq: CSCO) and Motorola (NYSE: MSI) all have been talking about CCAP recently.

On the service provider side, Comcast (Nasdaq: CMCSA) is set to make CCAP decisions for a 2013 deployment soon, and other cable TV operators are expected to make CCAP progress next year.

Harmonic described its new solution as a CCAP-compliant solution supporting Universal EdgeQAM capabilities that is designed to help cable TV operators address growing bandwidth requirements, IP adoption and ongoing facility restraints.

At the SCTE Cable-Tec Expo, Harmonic is also introducing its new high-density compact 1 Ghz SUPRALink and PWRLink optical transmitter modules that can work with the CCAP solution. The vendor also plans to showcase a turnkey solution for adaptive bit rate (ABR) multiscreen services that can be expanded to full IP video delivery to main TVs, as well as technical enhancements to live, file, and time-shift TV/nPVR applications based on IP technology.

5. London Broadcasting acquires more Texas TV stations

Texas-based London Broadcasting Company announced this week that it has agreed to acquire several TV stations in Texas from Bayou City Broadcasting.

The stations involved in the agreement include KXVA-TV, Abilene; KIDY-TV, San Angelo; KIDU-CD, Brownwood; KIDB-LD, Sweetwater; KIDV-CD, Albany; and KIDT-CD, Stamford. The stations broadcast the Fox Television Network and MyNetworkTV to the viewers in the Abilene and San Angelo regions of Texas.

The deal, which with Federal Communications Commission approval is set to close before the end of this year, will give London Broadcasting expanded coverage to reach a total of more than 3.8 million households in Texas with 22 channels, and presence in seven of 18 Texas broadcast markets.

As measured by A.C. Nielsen Company, the Abilene market is the 164th television market in the United States and serves 312,000 people in 117,000 households. San Angelo is the 197th television market in the United States and serves 147,000 people in 57,000 households.

Houston-based Bayou City Broadcasting has owned the stations in question since 2008.

This deal is the latest in the ongoing trend of TV station consolidation as broadcasters of all sizes seek greater leverage in a changing sector. As small TV station groups continue to grow through consolidation they put themselves in a better position to negotiate (and fight, if it gets to that point) with cable TV service providers on retransmission consent issues.

Attempts to unionize the mostly non-union masses of cable TV industry technicians over the years have been hit-and-miss. For every minor success, such as a vote last January by Cablevision technicians in Brooklyn to join the Communications Workers of America union, there have been setbacks elsewhere. In Chicago, for example, the International Brotherhood of Electrical Workers was unable to gain enough support last year from cable technicians in one South Side neighborhood to bring them into the fold.
