Wi-Fi forecasts highlight differentiation, monetization

Tis the season for industry predictions, and my inbox is filling up with them. Most of the predictions are, well, fairly predictable, but a handful regarding the future of carrier-grade Wi-Fi grabbed my eye, particularly because they relate to news that broke this week.

Analysys Mason wasn't exactly edgy in forecasting that small cells and service-provider Wi-Fi solutions will address mobile operators' needs for dense urban wireless coverage and capacity. It added the caveat that "limited backhaul availability, standards maturity and solution costs will blunt major deployments until late 2013 or early 2014."

What I found particularly interesting was Analysys Mason's statement that operators will begin to consider providing various grades of service over their cellular and Wi-Fi networks "to help differentiate their service and brand as well as support monetization of the wireless experience." That certainly sounds like a driver for the adoption of policy management solutions and helps to explain this week's news that Cisco Systems is getting deep into policy control by acquiring BroadHop.

Juniper Research also expects operators to increasingly engage in Wi-Fi hotspot rollouts to ease pressure on their LTE networks as well as drive up overall usage and user numbers. Juniper specifically mentioned the need for policy control as well. "New standards and initiatives will allow seamless Wi-Fi-LTE technology, assisting operators in improving user experience, applying policy control and enabling operator policy preferences along with secure access. 2013 will witness an added momentum to the scope for a consistent Wi-Fi-LTE roaming experience from a technical and commercial perspective," said Juniper.

It's worth noting that not only is seamless roaming between Wi-Fi and LTE networks a broad industry goal, but numerous players are working to advance Wi-Fi roaming across different service providers' networks, even when they're in different countries. For example, the Interoperability Compliancy Program announced this week by the Wireless Broadband Alliance specifically aims to reduce fragmentation in the way devices connect to and roam onto Wi-Fi networks.

Despite all of the wireless industry enthusiasm for Wi-Fi offloading, not all mobile operators are expected to jump on, or even stay on, the public Wi-Fi bandwagon. Informa Telecoms & Media has taken a bit of a contrarian view, predicting, "Wi-Fi will become a victim of its own success."

Informa envisions a coming shift in operator sentiment away from public Wi-Fi "as it becomes evident that the growing availability of free-to-end-user Wi-Fi devalues the mobile-broadband business model." Some mobile operators will work to better articulate the value of their cellular services, said Informa, while others "will double down on their public Wi-Fi investments to continue to propel the deployment and monetization of Wi-Fi."

Which operators will double down and which won't? I expect it will be intriguing to watch various mobile operators' Wi-Fi strategies evolve over the next 12 months, particularly because new technological solutions, such as Hotspot 2.0 and Passpoint 2.0, will make it so much easier for operators to adopt Wi-Fi and treat it just like any other sibling in their wireless air-interface families.

Policy control solutions are another worthwhile area to keep an eye on. Although they are giving operators lots of options for differentiated pricing of premium services delivered over cellular and/or Wi-Fi, we haven't seen really creative wireless data pricing on a wide scale enter the U.S. marketplace.

Mobile operators may offer unlimited plans vs. shared-data plans, but both of those reek of a one-size-fits-all approach. Loyalty programs, guaranteed QoS offers for consumers, demographically targeted package plans that combine telecommunications services with specific offerings such as social media platforms, or other even more personalized offerings are just not de rigueur here yet.

And that leads to this week's poll question. 1. AT&T gauges consumer interest in toll-free data

AT&T (NYSE:T) is reportedly exploring what wireless customers think about the idea of having content providers foot the bill for some of the data those users consume.

According to Broadband Reports, AT&T is circulating a survey that asks consumers if they would support having content providers pay for their bandwidth consumption while they engage with that provider's content.

The specific survey question cited asks respondents how interested they would be in viewing a movie trailer if they knew doing so would not count against their monthly data plan because the 20 MB or so consumed would be paid for by the movie studio. Customers would be alerted about the free data while using their phone to search for content such as movies, games or music, at which time a symbol or logo would appear indicating which content would be delivered without data consumption charges.

FierceBroadbandWireless reached out to AT&T for more information on this survey and its aims, but was informed by a spokesman, "AT&T has no comment at this time."

AT&T Mobility CEO Ralph de la Vega acknowledged earlier this month during the UBS Global Media and Communications Conference that AT&T was seeking feedback from application developers regarding the concept of "toll-free" data plans, which would allow content providers to pick up the cost of subscribers' data usage on specific services.

That was not the first time AT&T has publicly broached the subject of charging application developers for data consumed by customers. The topic first came up in February, when AT&T's head of technology, John Donovan, told the Wall Street Journal the operator was targeting 2013 for the release of a feature enabling customers to choose apps that would not incur network usage charges because application developers would subsidize these costs.

In July AT&T CEO Randall Stephenson told attendees at a tech conference in Colorado that the operator was still mulling the toll-free data idea and stated that some content providers have even requested the operator implement such a program. Stephenson acknowledged that the subject of toll-free data plans makes some people "emotional" but said the proposal would remove barriers for mobile companies with "business models premised on traffic."

Executives from T-Mobile USA and Verizon Wireless (NYSE:VZ) also confirmed during the past year that they are toying with the idea of launching toll-free data plans.

Verizon Communications CEO Lowell McAdam, speaking earlier this month at the same UBS conference as de la Vega, observed that toll-free data plans have been a topic of conversation for a while. "I don't think we've seen any meaningful application move in a big way, but I think it's possible," he said, adding he expects some form of toll-free data plans to emerge before the end of 2013.

2. SK Telecom launching joyn-branded RCS in less than two weeks

SK Telecom will launch joyn-branded Rich Communication Services (RCS) before the end of this year as the South Korean operator joins a handful of others that have pioneered RCS offerings.

The Seoul-based operator was rumored to be planning an RCS launch before 2012 wrapped up. Byun Jae-woan, SK Telecom's CTO and head of its technology division, confirmed to FierceBroadbandWireless that the plan is still on schedule.

Though not providing specifics regarding the product offering, Byun said the service "will feature a number of new functions added to the RCS-e standard under the GSMA's joyn brand."

Other operators that have launched joyn-branded services this year include Deutsche Telekom, Orange, Vodafone and MetroPCS (NYSE:PCS), which broke ranks with the Europeans by launching with the more-advanced RCS 5 technology rather than RCS-e.

Joyn is being used in Europe primarily as an over-the-top (OTT) messaging platform for carriers. MetroPCS says its joyn-branded offering enables numerous new services, including threaded text conversations, sharing of video, images and files while on a call, as well as voice and video calling over Wi-Fi.

Operators are looking to RCS as a way to compete against, or potentially partner with, third-party OTT content providers, which are increasingly siphoning off lucrative revenue streams from the carriers.

"As we approach mobile saturation, the mobile industry is undeniably shifting from voice to data, and over-the-top voice revenue is shifting away from mobile operators," said Stephane Teral, principal analyst for mobile infrastructure and carrier economics at Infonetics Research. "SMS use is fading in places like Japan, the US, the Netherlands and the UK in favor of free applications over mobile broadband that enable internet browsing, email and, more importantly, video. Those services may be free to subscribers, but handling the traffic is not free to the network operators."

Service providers are spending billions of dollars to upgrade their networks to handle skyrocketing data traffic, much of which is attributable to free OTT services. Though mobile service revenue is increasing year-over-year, the growth rate is decreasing, said Teral. In some cases, mobile service revenue is failing to keep pace with network operator capex, he added.

3. AT&T, Boingo Wireless will help WBA foster Wi-Fi roaming

AT&T (NYSE:T), China Mobile and hotspot aggregator Boingo Wireless are among companies signing onto an initiative aimed at creating technical and commercial frameworks to advance Wi-Fi roaming across different service providers' networks.

The Interoperability Compliancy Program (ICP) is being introduced by the Wireless Broadband Alliance (WBA), which hopes to reduce fragmentation in the way devices connect to and roam onto Wi-Fi networks. The ICP aims to align guidelines for operators regarding security, data offload, device authentication, network implementation, network selection, charging models and billing mechanisms.

The ICP also will outline guidelines for operators with different support levels. "These range from simple integration requirements for roaming partners, to delivering support for the latest in session security, to more complex charging models and billing mechanisms required for the implementation of Next Generation Hotspots (NGH)," said the WBA.

Other companies confirming their participation in the program include the United Kingdom's BT, Korea Telecom, Japan's NTT DoCoMo, Hong Kong's PCCW, Canada's Shaw Communications, the Philippines' Smart Communications and Thailand's True.

"The ICP helps players across the Wi-Fi ecosystem work together to deliver a more simplified roaming experience. By encouraging our members to go that extra mile to expedite interoperability, consumers worldwide will benefit from a far superior connectivity experience wherever they are," said WBA CEO Shrikant Shenwai.

In parallel with the launch of the ICP, the WBA released its Wi-Fi Roaming Guidelines, a guide to help operators develop a Wi-Fi roaming business based on the WBA's Wireless Roaming Intermediary Exchange (WRIX).The WBA said it also is offering service providers a "Wi-Fi Roaming Compliancy Check," which can be used promote their compliancy and roaming capabilities.

4. Cisco makes policy management play with BroadHop acquisition

Cisco Systems is jumping into the policy control solutions game, acquiring Denver-based BroadHop, which provides more than 70 policy installations at service providers around the world. Financial terms were not disclosed.

BroadHop's policy control solutions for mobile and fixed networks will be integrated into Cisco's Service Provider Mobility Group.

"BroadHop has been a key service provider Wi-Fi partner for Cisco, and this acquisition is a natural extension of our collaboration as we continue to engage tier-one global service providers with our combined technologies. This acquisition reinforces Cisco's commitment to service providers by enabling policy control and service management across mobile, fixed and wireless broadband networks and adds value by driving the mobility network architecture to the next level," said Hilton Romanski, Cisco vice president and head of corporate business development, in a company blog entry.

BroadHop technology can help a service provider monetize customized, premium service packages, such as on-demand streaming, while delivering premium bandwidth to ensure the best possible user experience, said Romanksi. He added the acquisition of BroadHop is an "evolutionary" step in supporting Cisco's Open Network Environment (ONE) for extensible network programmability.

BroadHop, which was founded in 2003, markets an open policy platform designed to support all elements of policy control.

Cisco's interest in BroadHop is driven by the fact that communications service providers increasingly must track real-time usage of multiple devices. According to BroadHop, current networks experience an average of 10,000 transactions per second (TPS) with up to 100 policy-controlled applications, but networks will evolve to hit or exceed 100,000 TPS on average with more than 1,000 policy-controlled applications and services. Policy is applied to about 10 percent of subscribers currently, but operators expect it to apply to 100 percent of subscribers in next-generation networks.

BroadHop has been an enabler of Wi-Fi offloading and access programs. In April, the vendor said a Tier 1 U.S. operator is leveraging its Quantum Network Suite for portal-based authentication and redirection of Wi-Fi enabled smart phones and devices, while a U.S. telecommunications and media company is using the technology to support Wi-Fi authentication and policy scalability.

In May, Telecommunications Services of Trinidad and Tobago (TSTT) selected BroadHop's Quantum Network Suite to deliver policy enabled Wi-Fi access for subscribers with qualifying service plans; Wi-Fi access for subscribers across multiple system including mobile, DSL and Wi-Max systems; Wi-Fi access for ad hoc, drop-in, pay-per-use users who self-register and pay for services on the fly; and multi access subscriber authentication and authorization on multiple networks.

In August 2009, BroadHop closed a $4.25 million expansion funding round from Peninsula Ventures and Boulder Ventures.

Cisco announced three planned acquisitions last month. The company said it would acquire network traffic management firm Cariden Technologies for $141 million cash, cloud networking firm Meraki for $1.2 billion and data center software firm Cloupia for $125 million. Cisco may be hoping to help fund its buying spree with proceeds from a future sale of its Linksys home Wi-Fi networking division. Cisco reportedly hired Barclays to help market Linksys to would-be buyers.

5. CommScope's wide-band antenna supports multiple bands, air interfaces

CommScope's Argus UltraBand ultra-wideband antenna system is designed to support nine frequency bands for major air-interface standards, which the company said could reduce the number of antennas in operators' networks and lower their tower leasing costs.

"This technology advancement is about providing a wideband antenna that supports virtually all combinations of the air interface technology--GSM, CDMA, iDen, UMTS, LTE, HSPA, WiMAX and even Wi-Fi--in bands that include virtually every frequency that is being utilized or planned for utilization in the next several years," Philip Sorrells, vice president, strategic marketing-wireless, at CommScope, told FierceBroadbandWireless in an email.

CommScope said its ultra-wideband antennas support "US700, EU Digital Dividend, US Cellular and GSM900 for the lower bands and DCS1800, PCS, AWS, 3G, and WiMax for the higher bands."

"At the top of the band, this antenna technology covers up to 2690 MHz. That additional bandwidth allows it to be used in WiMAX applications, as well as LTE and even simple Wi-Fi systems," said Sorrells.

Because UltraBand supports multiple spectrum bands, it helps future-proof operators' antenna deployments as new bands are made available by regulators over time, he added.

UltraBand employs pattern-shaping technologies developed by Argus, which became part of CommScope in 2011. The antenna system supports MIMO implementation for added capacity.

In January 2012, CommScope introduced its first ultra-wideband antenna, which can support four higher frequency bands used in cellular systems.

In other CommScope news, Canada's Hydrogenics, a developer and manufacturer of hydrogen generation and hydrogen-based power modules, announced earlier this month that it received an order from Commscope for its HyPM XR Series fuel cell power modules. Hydrogenics said the power modules will be integrated into Commscope's fuel cell cabinets as the backup power solution for hundreds of wireless sites in North America, servicing an unnamed wireless operator.

SPOTLIGHT ON... First Detroit, then the world for Commotion mesh networking

Commotion, a new wireless mesh-networking platform, is being deployed across Detroit by the New America Foundation's Open Technology Institute (OTI), which said it intends to publicly release the technology in early 2013 for distribution around the globe. The OTI has completed the first phase of construction of a wireless test bed in Detroit's Cass Corridor, where Commotion is being used to connect low-income apartment buildings, community centers, churches and businesses. The prototype open-source network allows neighbors to communicate with one another and can potentially distribute Internet access to local residents, said the group. "The Detroit wireless network plays an essential role in OTI's development of an open wireless solution that will put control of the Internet into the hands of its users," said OTI Director Sascha Meinrath. "The partners OTI works with in Detroit are not only self-provisioning connectivity for local residents, they're proofing out technologies that support free, safe, ubiquitous communications around the globe." SK Telecom CTO dishes on small cells, LTE-Advanced and RCS

SK Telecom has long prided itself on introducing cutting-edge technologies. The operator's LTE network already covers 99 percent of South Korea's population and surpassed 7 million subscribers as of Dec. 12. LTE subscribers presently make up more than one quarter of SK Telecom's total mobile subscriber base.

Byun Jae-woan, SK Telecom's CTO and head of technology, is overseeing the operator's numerous ground-breaking technology efforts. In November he was also elected chairman of the board of the NGMN (Next Generation Mobile Networks) Alliance, a position he will hold for two years. He recently answered some questions via email for FierceBroadbandWireless Editor Tammy Parker, exploring the current state of SK Telecom's wireless operations and its plans for the future.

FierceBroadbandWireless: Regarding LTE, are you pursuing TD-LTE as well as FD-LTE?

Byun: SK Telecom has no plans to pursue TD-LTE at this moment. However, separate from this matter, the company is currently making efforts to secure TD-LTE-related technologies. In this context, SK Telecom, together with Ericsson (NASDAQ:ERIC) and Altair, developed a two-way handover technology that supports both FDD-LTE and TDD-LTE in one device and successfully demonstrated the technology in a moving vehicle environment for the first time in the world in September 2012. Since mobile operators are applying different LTE modes and a growing number of operators are using both FD-LTE and TD-LTE, the technology is being focused [on] as a core LTE technology that can ensure seamless data communications on both FDD and TDD spectrums even while on international roaming. Therefore, SK Telecom plans to use this technology to offer flawless international roaming services for customers travelling to countries that use [a] different LTE mode than Korea, while exporting it to global operators that use both FD-LTE and TD-LTE.

FierceBroadbandWireless: SK Telecom has deployed VoLTE. How widely adopted is that technology among your subscribers at this point?
