1. DirecTV hiking subscription fees by 4.5 percent

DirecTV (Nasdaq: DTV) said it will raise the rates on its subscription video programming packages by an average of 4.5 percent in February.

The price increase comes as rival Dish Network (Nasdaq: DISH) will hike its subscription fees by 5 percent beginning this month. DirecTV began communicating the new fees to subscribers in late December, attributing the move to increased programming costs.

"Each year the owners of television channels increase the programming fees they charge to DirecTV for the right to broadcast their movies, shows and sporting events to you. As a result, DirecTV must periodically adjust the pricing and channel lineups of our programming packages so we can continue to deliver these channels to you," DirecTV said in a statement sent to subscribers.

2. Gunfire sparks Comcast outage in Fresno

New Year's revelers firing guns into the sky sparked an outage for Comcast (Nasdaq: CMCSA) subscribers in Fresno, Calif., after bullets damaged lines that deliver cable and phone service, according to local police.

The cable MSO responded to the outage shortly after midnight on Tuesday. One of its teams of field technicians called police after the Comcast technicians found about 25 spent shell casings near the damaged cable plant, according to The Fresno Bee. More than 800 subscribers lost cable and phone service as a result of the incident, and the shooting resulted in more than $10,000 in damage, according to Comcast.

"This is a prime example of damage that (is) caused by reckless discharge of guns during the New Year celebration," the Fresno Police Department said in a prepared statement.

Comcast has also been working this week to repair damage to its network in Arkansas that resulted from a storm with high winds.

3. Cablevision files defamation suit against CWA

Cablevision (NYSE: CVC) sued the Communications Workers of America, alleging the union has "engaged in an unlawful campaign to discredit and libel Cablevision and its business."

The lawsuit, which was filed on Dec. 26 in the New York State Supreme Court in Nassau County, complains about CWA claiming that the Internet speeds Cablevision delivers to customers in Brooklyn are 25 percent slower than the speeds it delivers to subscribers in the Bronx. Cablevision also complains about CWA "robocalls" to subscribers impacted by Hurricane Sandy in which the union told subscribers how to request credits for outages that resulted from the storm. In addition, the lawsuit details how CWA disrupted a charity fundraiser on Dec. 6 in New York for the Lustgarten Foundation, which was created by Cablevision in 1999, shortly before former Cablevision vice chairman Marc Lustgarten died after a battle with pancreatic cancer.

Cablevision technicians and dispatchers based in Brooklyn voted last January to join CWA. But in August, Cablevision employees in the Bronx rejected a proposal to join the union. CWA has ratcheted up its campaign against Cablevision since it lost the vote in the Bronx.

"The CWA Union has acted in a deceptive and libelous manner with the deliberate intention of harming Cablevision, misleading our customers and injuring the reputation of our company. It is outrageous that the CWA and its Local 1109, which represents a small number of employees in one Cablevision facility in Brooklyn, would resort to these actions as part of a malicious campaign to intimidate our company," Cablevision said in a prepared statement.

4. Charter, NCTC sign carriage deals with Disney, NBCU

Charter Communications (Nasdaq: CHTR) said it signed a long-term carriage deal with Walt Disney Co. (NYSE: DIS), and the National Cable Television Cooperative announced it reached a new distribution agreement with NBCUniversal.

Disney said its multiplatform agreement with Charter includes about 70 services, including terms that will allow Charter subscribers to access mobile video apps such as WatchESPN. Several major pay TV distributors signed similar pacts with Disney last year, including Comcast (Nasdaq: CMCSA), Cablevision (NYSE: CVC) and Cox Communications.

NCTC, which negotiates carriage deals for about 1,000 independent cable operators, said its agreement with NBCU includes rights to carry the Olympic games, multiplatform content and video-on-demand programming. NBCU announced similar agreements recently with Cablevision, Mediacom, Suddenlink and Verizon's (NYSE: VZ) FiOS TV.

5. Intel said to be prepping set-top box

Intel apparently doesn't believe the set-top box is dead. The monster chipmaker reportedly will use its press conference at next week's CES in Las Vegas to introduce a new box that reports say will contain elements of premium cable TV reception with access to streaming video services like Netflix (Nasdaq: NFLX).

The box is apparently being aimed at the U.S. market, where it will be launched on a city-by-city regional basis so Intel can "overcome licensing hurdles" for local content, according to a story in TechCrunch. It's also aimed at folks who don't want to depend solely on streaming online video for their home entertainment.

Intel's incursion into the cable-streaming set-top box business comes as both Google (Nasdaq: GOOG) and Apple (Nasdaq: AAPL) dither away with planned introductions of competitive TV services and also after Google took steps to sell off its Motorola Home Business unit to Arris (Nasdaq: ARRS). The most immediate benefit to Intel would be the inclusion of more of its chips into more devices across a wider range of users.

Intel had originally been part of a Google TV deal with smart TVs, but that seemed to fall apart over time. Now, sources told TechCrunch, the silicon maker wants to go it alone and "do it right."

The box is expected to appeal to people who want a subscription TV service but also want streaming TV access: the best of both worlds that gives access to the MVPD-provided live content like sports and the streaming movies and TV shows which would be piped in via traditional streaming players like Redbox and Netflix.

The TechCrunch piece, written by Josh Constine, also noted a feature that "could be a real game changer for the digital video recorder experience": technology that would let people recall and watch any programming that aired in the previous month on any subscribed channel.

"That means no worrying about scheduling what to record," the story said, before qualifying that it's possible this isn't feasible but "if it is, it could convince people to ditch their current set-top box for one with Intel inside and out."
