PG&E execs face pipeline blast questions

WASHINGTON (UPI) -- A Washington hearing this week on a fatal California pipeline explosion provides an opportunity "to get to the tecnical core of the problem," a legislator said.

Top executives Pacific Gas and Electric Co. are to testify at the three-day

National Transportation Safety Board hearing on the Sept. 19 San Bruno accident, the San Francisco Chronicle reported.

The hearing begins Tuesday.

Report: U.S. shuns Pakistan prisoner swap

WASHINGTON (UPI) -- Pakistan tried to trade a jailed CIA contractor for a suspected al-Qaida agent convicted of shooting U.S. personnel in Afghanistan, officials on both sides say.

The Americans immediately rejected the idea of freeing Aafia Siddiqui, a Pakistani neuroscientist serving 86 years for attempted murder, in return for Raymond Davis, the U.S. spy agency operative, a senior administration official told ABC News.

School lobbied to keep electric shock

WASHINGTON (UPI) -- A school for the disabled in Massachusetts lobbied Congress to kill a bill that would have banned its use of electric shock, documents show.

The Judge Rotenberg Educational Center in Canton, which takes students from seven states at public expense, is the only school in the country that uses electric shock to modify behavior, The Boston Globe reports.

Reports: Gadhafi forces attack 2 cities

TRIPOLI, Libya (UPI) -- Libya's embattled government fought to retake rebel-controlled areas Monday, launching attacks on two cities, witnesses and rebel army commanders said.

In Geneva, Switzerland, meanwhile, U.S. Secretary of State Hillary Clinton said the world has witnessed pro-Gadhafi forces "open fire on peaceful protesters again and again."
